Black Africa has become the theatre of everlasting war. These are wars in which Africans massacre their brothers and plunder the natural resources of their continent. We can cite the cases of the Bakongo and the Bangala in the Congo Brazzaville or the Tutsis and the Hutu in Rwanda. In this article the questions surrounding the interethnic conflicts in the Democratic Republic of Congo, via a case study of the conflict between the Hema and Lendu in the Ituri region, are explored. The main thrust of the article is that the concept of good governance is linked to a sustainable developmental strategy and that this is the only way to reach peace in this geographical area.[...]

With about 107 million hectares of moist forest, the Democratic Republic of Congo (DRC) is a perfect paradox of a natural resources endowed country caught in repeated economic and socio-political crises. Democratic Republic of Congo possesses about 60% of the Congo basin’s forest on which the majority of its people rely for their survival. Even if the national forest land in the countryside is mainly exploited by local populations based on customary rights, they usually do not have land titles due to the fact that the state claims an exclusive ownership of all forest lands in the Congo basin including in DRC. The tragedy of “bad governance” of natural resources is often highlighted in the literature as one of the major drivers of poverty and conflicts in DRC. In the forest domain, several studies have demonstrated that state bureaucracies cannot convincingly improve the governance of forestland because of cronyism, institutional weaknesses, corruption and other vested interests that govern forest and land tenure systems in the country. There are however very few rigorous studies on the role of traditional leaders or chiefdoms in the governance of forests and land issues in the Congo basin. This research aimed at addressing this lack of knowledge by providing empirical evidence through the case study of Yawalo village, located around the Yangambi Biosphere Reserve in the Democratic Republic of Congo. From a methodological perspective, it used a mixed approach combining both qualitative (field observations, participatory mapping, interviews, focal group discussions, and desk research,) and quantitative (remote sensing and statistics) methods. The main findings of our research reveal that: (i) vested interests of traditional rulers in the DRC countryside are not always compatible with a sustainable management of forestland; and (ii) influential users of forestland resources at the local level take advantage of traditional leaders’ weaknesses—lack of autonomy and coercive means, erratic recognition of customary rights, and poor legitimacy—to impose illegal hunting and uncontrolled forest exploitation.

The research focuses on the problem of military-political instability in the Democratic Republic of the Congo experiencing continued armed conflict for a long time. Dozens of illegal armed groups both Congolese and foreign origin continue to destabilize situation in the eastern part of the country causing humanitarian disasters. Due to governmental weakness, economic backwardness, chronical lack of finance resources, interethnic conflicts, all-round and widely spread corruption of the authorities, the Congolese government at the moment is not able to overcome scores of problems including the problem of security. Assistanceprovided to the DRC by itspartnerssuch as, first of all, the former metropolitan country Belgium, as well as the USA, Great Britain, the Europe Union and China works only in favourof these country-donors. They are attracted by rich Congolese natural resources which the DRC remaining one of the poorest countries in the world cannot turn to advantage to the full extent because of its economic backwardness. In exchange for so-calleddevelopment programmes, expensive strategic raw material (such as coltan, wolfram, casseterit, cooper, gold, niobium, and other) is being extracted and exported from the country, in addition, often on the inequivalent basis. This is taking place for the reason that numerous mines and open-cast mines are being controlled by different illegal armed groups and not by the central government. Therefore, it turns out that in the context of a military-political crisis, for so-called partners it is more beneficial to pursue their own interests. Furthermore, western ideologists arouse "separatism-oriented" theories similar to "balkanization", in other words, a breakdown of this giant country into several independent states. The Congolese are tremulous to this issue, they try to counter such approachs and defend the territorial integrity of the DRC. However, it is not an easy task. The impediment is unsettled relations with neighbouring countries - Rwanda, Uganda and Burundi which for tens of years exploit illegally natural resources of the DRC and try to lay hold of frontier Congolese territories.

This paper examines counterfactual display in the valuation of carbon offsetting projects. Considered a legitimate way to encourage climate change mitigation, such projects rely on the establishment of procedures for the prospective assessment of their capacity to become carbon sinks. This requires imagining possible worlds and assessing their plausibility. The world inhabited by the project is articulated through conditional formulation and subjected to what we call “counterfactual display”: the production and circulation of documents that demonstrate and con!gure the counterfactual valuation. We present a case study on one carbon offsetting reforestation project in the Democratic Republic of Congo. We analyse the construction of the scene that allows the “What would have happened” question to make sense and become actionable. We highlight the operations of calculative framing that this requires, the reality constraints it relies upon, and the entrepreneurial conduct it stimulates.

The study starts from a hypothesis on the coherence and compatibility of the legal instruments in force in Cameroon and in the Democratic Republic of Congo (DRC) with the optimization of payment for environmental services (PES) and the preservation of environmental services. This study has employed a legal approach and interviews in order to investigate whether there is coherence and compatibility or not between the two variables of this hypothesis: (1) the legal instruments in force in Cameroon and in the DRC and (2) the optimization of PBS and the preservation of environmental services. This study consists of three parts. The first part deals with the theoretical framework of PES and the place of PES in the legal order. In this first part, the definition of an optimal PES, the indicators of an optimal PES and the categories of legal frameworks on PES have been revealed. These are the fundamental elements to conduct a systematic analysis in the second and third parts. Based on these fundamental elements, the study analyses the legal instruments from international, regional (Africa) and domestic (Cameroon and the DRC) levels and investigates through field research two PES projects, one in Cameroon called “PES comminatory project” and another in the DRC called “REDD CBFF-Luki” respectively in the second and the third parts. From the analysis of these legal instruments and the investigation of these two PES projects, it has become apparent that there is a lack of coherence and compatibility between the legal instruments and these two PES projects in Cameroon and in the DRC, and the optimization of PES and the preservation of environmental services in the Congo Basin in general, especially in these two States. Useful recommendations have been made to eradicate these shortcomings.
