<p>Education and development are intimately connected and highly contested in Oceania, in theory and in practice. Indigenous Oceanic notions and practices of both education and development are fundamentally relational, and are expressions of culture, identity, kinship, and embeddedness in place. Oceanic peoples are engaged in ongoing resistance and negotiation with externally imposed models of education and development, at a variety of scales. This study is an inquiry into relationalities at the intersection of education and development in Oceania. It is a body of work that has emerged from the author’s extensive relationships in East New Britain province, Papua New Guinea. The research has an explicit decolonising agenda, reflected in the use of the relational practice of tok stori as the primary methodological framework, in order to centre the knowledge, practices and interests of Oceanic peoples. The relational space created by storying with Gunantuna/Tolai elders, educators, development practitioners, and other community members in East New Britain, brought forth uniquely place centred insights about the ways development and education are articulated, contested, negotiated and reclaimed by Indigenous peoples at the local level.</p>

Purpose The purpose of this paper is to assess the level of reporting compliance achieved by the National Housing Corporation (NHC) of Papua New Guinea in terms of local indigenous reporting expectations. Design/methodology/approach Testing of a framework of indigenous accountability through indigenous enactments and regulations is conducted by textual analysis, which is informed by the theory of indigenous alternatives to assess the financial reporting compliance of the NHC of Papua New Guinea’s financial statements for years ending 2004-2013. Findings Documentary evidence of the state auditor reports of the NHC’s financial statements reveals that the corporation’s financial reports are not submitted for audit on a timely basis and receive disclaimed audit opinions. Despite the clear indigenous reporting expectations raised by local legislative and regulatory instruments, the NHC is unable or unwilling to provide an accurate account of their activities. Practical implications The lack of compliant reporting suggests that the planning, management and monitoring of the housing needs of residents of Papua New Guinea are compromised. There also appears merit in asking why parliament continues to fund the corporation given its difficulties in meeting local-level reporting expectations. Social implications The results have wider implications for the reporting ideologies of indigenous-run housing corporations operating in other developing countries. It might be fruitful to meet local reporting expectations before taking on the specialized reporting that accompanies introduced western-oriented policies on housing. Originality/value Accountability in relation to indigenous property management is constructed through a lens of reporting issues facing a developing country housing corporation.

Culturally and spiritually important landscapes in the Arctic region express the interconnectedness of Indigenous Peoples with the natural and spiritual environment, and their preservation has been, and continues to be, essential to Indigenous People’s identity and traditional livelihoods. During the last decade, the importance of cultural landscapes for the conservation of biological and cultural diversity has received increasing legal attention. One of the international legal instruments developed are the Akwé:Kon Voluntary Guidelines, under the Convention of Biological Diversity (CBD). This paper elaborates on the worldwide first implementation process of the Akwé:Kon Guidelines in Finland, and draws on first experiences made during the testing case of these guidelines in the management process of the Hammastunturi Wilderness Area, in order to investigate to what extent culturally and spiritually important landscapes of Arctic Indigenous Peoples are recognized internationally, especially under the CBD and related international agreements and jurisprudence, and in the national context of Finland, in particular at the local level of the Hammastunturi Wilderness Area.

The growing story of early settlement in the northwest Pacific islands is moving from coastal sites into the rainforest. Evidence of Pleistocene cultural layers have been discovered in open-site excavations at Yombon, an area containing shifting hamlets, in West New Britain's interior tropical rainforest. These sites, the oldest in New Britain, may presently stand as the oldest open sites discovered in rainforest anywhere in the world.

Cowichan Tribes

Cowichan Tribes’ territory, located in the Cowichan Valley on Vancouver Island, British Columbia, Canada, is experiencing an alarmingly high rate of preterm births compared to the national average of Indigenous Peoples in Canada. In response, and in partnership with the First Nations Health Authority (FNHA), Cowichan Tribes is in the first year of a 3-year study to investigate causes. Cowichan Tribes’ Elders and community members are guiding the study to ensure it follows Cowichan Tribes’ research processes and to support self- determination in research. Furthermore, as a way to enhance reconciliation, Elders and community members guided an on-site ethics review on Cowichan Tribes territory. This article outlines the collaborative, in-person research ethics review process that Cowichan Tribes, Island Health, and FNHA completed on August 21, 2019. The purpose of this article is to provide suggestions other First Nations could use when conducting a research ethics review, and to explain how this process aligns with the principles of ownership, control, access, and possession (OCAP®), the United Nations Declaration on the Rights of Indigenous Peoples, the Truth and Reconciliation Commission of Canada, and above all, the Cowichan snuw’uy’ulh (teachings from Elders).
