Accompanying the growing importance of research data management, the provision and maintenance of metadata – understood as data about (research) data – have obtained a key role in contextualizing, understanding, and preserving research data. Acknowledging the importance of metadata in the social sciences, the Consortium of European Social Science Data Archives started the Metadata Office project in 2019. This project report presents the various activities of the Metadata Office (MDO). Metadata models, schema, controlled vocabularies and thesauri are covered, including the MDO’s collaboration with the DDI Alliance on multilingual translations of DDI vocabularies for CESSDA Service Providers. The report also summarizes the communication, training and advice provided by MDO, including DDI use across CESSDA, illustrates the impact of the project for the social science and research data management community, and offers an outline regarding future plans of the project.

Abstract Background The importance of integrating the social sciences in epidemic preparedness and response has become a common feature of infectious disease policy and practice debates. However to date, this integration remains inadequate, fragmented and under-funded, with limited reach and small initial investments. Based on data collected prior to the COVID-19 pandemic, in this paper we analysed the variety of knowledge, infrastructure and funding gaps that hinder the full integration of the social sciences in epidemics and present a strategic framework for addressing them. Methods Senior social scientists with expertise in public health emergencies facilitated expert deliberations, and conducted 75 key informant interviews, a consultation with 20 expert social scientists from Africa, Asia and Europe, 2 focus groups and a literature review of 128 identified high-priority peer reviewed articles. We also analysed 56 interviews from the Ebola 100 project, collected just after the West African Ebola epidemic. Analysis was conducted on gaps and recommendations. These were inductively classified according to various themes during two group prioritization exercises. The project was conducted between February and May 2019. Findings from the report were used to inform strategic prioritization of global investments in social science capacities for health emergencies. Findings Our analysis consolidated 12 knowledge and infrastructure gaps and 38 recommendations from an initial list of 600 gaps and 220 recommendations. In developing our framework, we clustered these into three areas: 1) Recommendations to improve core social science response capacities, including investments in: human resources within response agencies; the creation of social science data analysis capacities at field and global level; mechanisms for operationalizing knowledge; and a set of rapid deployment infrastructures; 2) Recommendations to strengthen applied and basic social sciences, including the need to: better define the social science agenda and core competencies; support innovative interdisciplinary science; make concerted investments in developing field ready tools and building the evidence-base; and develop codes of conduct; and 3) Recommendations for a supportive social science ecosystem, including: the essential foundational investments in institutional development; training and capacity building; awareness-raising activities with allied disciplines; and lastly, support for a community of practice. Interpretation Comprehensively integrating social science into the epidemic preparedness and response architecture demands multifaceted investments on par with allied disciplines, such as epidemiology and virology. Building core capacities and competencies should occur at multiple levels, grounded in country-led capacity building. Social science should not be a parallel system, nor should it be “siloed” into risk communication and community engagement. Rather, it should be integrated across existing systems and networks, and deploy interdisciplinary knowledge “transversally” across all preparedness and response sectors and pillars. Future work should update this framework to account for the impact of the COVID-19 pandemic on the institutional landscape.

RESUMO O artigo investiga a prática da curadoria de dados de pesquisa em repositórios de ensaios clínicos. Propõe reflexões sobre a informação e seus múltiplos formatos no domínio da saúde e sugere uma definição para dados de pesquisa clínicos. Apresenta o conceito de curadoria de dados de pesquisa e fomenta novos estudos que priorizam a discussão sobre a gestão de dados de pesquisa e o movimento da Ciência Aberta no domínio da saúde. Aponta para a necessidade de implantação de políticas de gestão de dados de pesquisa que assegurem critérios de descrição, sistematização, compartilhamento, recuperação, interoperabilidade, preservação e reuso de dados. Como reflexão final, ressalta o desafio de discutir e implementar a prática de curadoria de dados de pesquisa produzidos por ensaios clínicos e evidencia o vasto e oportuno campo a ser explorado, tanto para pesquisadores quanto para profissionais da informação.Palavras-chave: Curadoria de Dados; Dados de Pesquisa; Ensaio Clínico; Ciência Aberta; Reuso de Dados.ABSTRACT The article investigates the practice of curating research data in clinical trial repositories. That proposes reflections on health information and its multiple formats and suggests the definition for clinical research data. It introduces the concept of research data curation and promotes new studies, which prioritize the discussion about research data management and the Open Science movement in the health domain. The article brings points to the need to implement research data management policies that ensure criteria for data description, systematization, sharing, retrieval, interoperability, preservation and reuse. As a final reflection, it highlights the challenge of discussing and implementing the practice of curating research data produced by clinical trials and highlights the vast and timely field to be explored for both researchers and information professionals.Keywords: Data Curator; Research data; Clinical Trial; Open Science; Data Reuse.Lista

This paper describes a survey undertaken in 2017 to establish which research data management policies and practices were in place at Irish organisations; the extent to which archivists and records managers were employed to manage research data at those organisations; and the impact that archival skills have on research data management at an organisation. The paper describes the survey methods and data analysis, and presents findings including the presence of archivists and records managers at more than half of the surveyed organisations. Next steps for the research are also outlined.

Welcome to the third issue of volume 44 of the IASSIST Quarterly (IQ 44(3) 2020).  Transparency is a prerequisite for valid analysis of data. Full disclosure of all aspects of the creation process is necessary for the evaluation of a data collection. The Roper Center has collaborated, assembled and developed standards, and performed scoring of datasets to facilitate the evaluation of data.  It is easy to say that all aspects of data collection are important, but with more knowledge about the process of data curation PhD students become aware of how it is important for their research. The CESSDA Metadata Office is a tool supporting the realization of high transparency and successful research data management. This is an extremely short overview of the three submissions found in this issue, below a little more information, and finally enjoy the articles.   The first paper in this issue is first for a reason. 'Standards and Scoring to Increase Transparency for Archived Public Opinion Data' by Kathleen J. Weldon won first prize among the papers submitted for the IASSIST 2019 conference. You do remember IASSIST conferences, I hope. Annual conferences have been regular as clockwork, but due to COVID-19 the 2020 conference in Göteborg, Sweden, is postponed to April 7–9, 2021.  See more at https://www.iassist2021.org/.    Kathleen J. Weldon is the Director of Data Operations and Communications at the Roper Center for Public Opinion Research, Cornell University – the world’s largest archive of public opinion survey data. New standards for archiving data at Roper Center are described in the paper in the context of their historical development. What is now termed ‘transparency’ was an early commitment by George Gallup to 'full disclosure of methods, sponsorship, and data'. After some years, standards were adopted by professional organizations. At the Roper Center, submissions have long been evaluated in order to preserve ‘the best of its time’ polling. However, with new technologies new survey methods were used without a consensus of best practices. This led to the development of standards by the National Council on Public Polls (NCPP) and the American Association for Public Opinion Research (AAPOR). The new standards are the basis for Roper Center developing a system for scoring transparency. It is the author's hope and expectation that the future will bring an increase in the preservation of well-documented polling datasets.     Many PhD students produce data collections or compile and use archival data for their thesis. At Purdue University, a School of Information Studies course was developed for PhD students covering topics such as identifying an archival data set, creating metadata and documentation, selecting an appropriate long-term storage location, and planning for the deposit process. The paper 'Capturing their “first” dataset: A graduate course to walk PhD students through the curation of their dissertation data' describes the background, the development, and the content and structure of the course, and concludes with assessments and the insights gained for the library. Naturally some practical issues evolved through the pilot course; specifically, the broad spectrum of disciplines in PhD projects demands much customization of the course curricula. The authors Megan Sapp Nelson and Ningning Nicole Kong are respectively professor and associate professor of Library Science at Purdue University Libraries. The course was established by request from PhD advisors, who found that datasets were valuable outputs not being captured in the thesis deposit process. This course also meets the demand for data management skills in the job market.     GESIS Leibniz Institute for the Social Sciences in Germany and the UK Data Archive are leading the CESSDA Metadata Office project. The Metadata Office covers several areas such as metadata models, schemas, profiles, controlled vocabularies, and thesauri. The paper 'The matter of meta in research data management: Introducing the CESSDA Metadata Office Project' reports on the project. CESSDA stands for Consortium of European Social Science Data Archives, and with the many European languages it follows that language issues are the focus. The project builds upon DDI (Data Documentation Initiative) and also includes collaboration with the DDI Alliance on translations of DDI vocabularies through the use of ISO language tags in metadata and controlled vocabularies; this is exemplified in some screen shots. The paper also presents the information covered in the CESSDA Metadata Model and some examples of the characteristics of elements of the model. Abstract This paper reports the results of an international survey on research data management (RDM) services in libraries. More than 240 practicing librarians responded to the survey and outlined their roles and levels of preparedness in providing RDM services, challenges their libraries face, and knowledge and skills that they deemed essential to advance the RDM practice. Findings of the study revealed not only a number of location and organizational differences in RDM services and tools provided but also the impact of the level of preparedness and degree of development in RDM roles on the types of RDM services provided. Respondents’ perceptions on both the current challenges and future roles of RDM services were also examined. With a majority of the respondents recognizing the importance of RDM and hoping to receive more training while expressing concerns of lack of bandwidth or capacity in this area, it is clear that, in order to grow RDM services, institutional commitment to resources and training opportunities is crucial. As an emergent profession, data librarians need to be nurtured, mentored, and further trained. The study makes a case for developing a global community of practice where data librarians work together, exchange information, help one another grow, and strive to advance RDM practice around the world.
