In this talk we will attempt to measure the quality of audio-visual contents broadcast in mainstream television. If we examine the regulations on the contents of television, the statutes of public television, higher level legislation and European guidelines, we will find articles that seem reasonable and are easily applicable in order that certain standards may be applied. However, in Spain, the quality of television broadcasting is generally of low quality. La comunicación que se presenta en este congreso propone un modelo que permita evaluar los contenidos de los formatos televisivos a través de unos estándares de calidad predeterminados, que responden a un estudio analítico. El trabajo propuesto está basado en el examen de los estatutos de los consejos audiovisuales españoles y europeos, así como de los estatutos de las radiotelevisiones públicas de las distintas comunidades autonómicas, en los que se contemplan algunos apartados sobre los contenidos que se han de emitir. También se revisa la legislación sobre publicidad, así como los mecanismos que tienen los consumidores para poder reclamar ante organismos competentes cuando consideren que el contenido de las emisiones vulnere los derechos de los individuales. De este modo, se ha logrado una serie de parámetros que permitan evaluar los contenidos y los formatos antes de ser emitidos y difundidos. El inicio de este trabajo arranca con una serie de preguntas: ¿en la cadena de producción de los flujos mediáticos se establece alguna formativa ISO? ¿Conocemos la trazabilidad de los formatos audiovisuales? ¿Quién ampara a los espectadores ante la exposición a un producto audiovisual que puede perjudicar a los consumidores?

Regional public television is a certainty, as the public sphere which disseminates the regional potency, local wisdom, motivation and awareness raising community to enhance competitiveness, independent and participate in regional development. Inside the broadcasting regulation of Indonesia, regional public television is called Lembaga Penyiaran Publik Lokal Televisi. The opportunities for the formation of regional public television in Banten province is very potential, because in the province of Banten has not yet own station TVRI itselfs, but that is still manage with TVRI Station Special Capital City of Jakarta. Diversity of Banten's culture and local language are a great potential for regional public television to make broadcasts program on several sub-languages in Banten province. However, the main issue in revision broadcasting regulation of Indonesia is no longer focused on the diversity of content and diversity of ownership. The substance of the regulations on the establishment of regional public television is no longer contained in the draft revision of the broadcasting law of Indonesia. In other side, regional peoples has a right to get localy information, not only followed hegemony’s preference and standard of Jakarta’s value. Indonesia is not only Jakarta. Regional peoples needs more quality broadcasting content as a form of representation of cultural identity; broadcasting program that contain a variety of content that can raise public awareness collectively to preserve culture values and perform positive social actions through regional public television.

This article considers recent Thai communication policy debates as a case study of some of the tensions in Asian communications regulation. Thailand is now reregulating its communications after a period of boom and bust. With the new 1997 Constitution, there is an expectation that regulation should ensure more public oversight of telecoms and broadcasting, formerly the province of state agencies, the army and big business. One problem for reformers, however, is the prospect of telecom and broadcasting regulation being combined. Another issue is that, as the power of the army and the state agencies is being challenged, new private monopolies are replacing them. After locating Thai experience in its regional context, the article examines the main telecom and broadcasting policy issues in the 1990s. It argues, pace the view that communications deregulation promotes efficiency and national development, that it may reinforce social inequality in developing countries.

Purpose: This research aims to analyze the implementation of the regulation of the board of directors of the TVRI public broadcasting institution regarding non-civil servants (Study at the Indonesian Television Public Broadcasting Institute (TVRI), East Nusa Tenggara Station. Research methodology: In this study, the authors used an interpretive research paradigm. The interpretive approach aims to understand the "world of human experience". In this study, the total population was 110 people consisting of 27 non-civil servants and 83 civil servants. Furthermore, purposively, the researcher selected 11 people as informants with details of 1 Head of the Office as Key Informants and 10 non-civil servants as Ordinary Informants Results: The conclusions of this study can be grouped into four aspects, namely actors, organizations, procedures, and techniques. Limitations: this research only analyzes the implementation of policies on the development of Indonesian migrant workers' families in the field of economic empowerment in Kupang city. The article is devoted to the main issues of protection of intellectual property rights in the field of television and the internet, related to the spread of piracy in the field of copyright and related rights, and to the unlicensed copying of television broadcasts. Moreover, there is an emphasis on the exacerbation of existing problems in the context of the Covid-19 pandemic and how this affected the industry. This research considers international and national legislation in the field of intellectual law, international experience of various countries, approaches to theory, and problems of implementing existing measures, in order to propose some options for optimizing existing mechanisms. The research methodology use the following methods: formal-legal, historical-legal, comparative analysis, and modeling. The main issues under consideration are the following ones: international broadcasting regulation, the problem of uniform terminology, and prospects for the legal regulation of copyright in television broadcasting. The authors defend the uncompromising protection of intellectual property, highlighting the lack of basic definitions, to propose their own definitions, in order to avoid the weak copyright protection of television broadcasting organizations.
