The technological innovation chain is the innovation system that encircles the core technology and is based on supporting technology. The supporting technology not only includes vertical (the upstream and downstream) complementary supporting technology, but also includes the horizontal supporting technology based on the same technical link. The formation of the technology innovation chain is resulted from the limitedness of the technological knowledge, the complementarity of the products, and the pursuit for economy of velocity of innovation. The operation mechanism of the technological innovation chain includes three ways: which are the operating mechanisms relatively based on innovation platform, patent pool, and the R&D contract.

The coal industry is an important energy industry which is relevant with China's economic and social development.The paper collects relevant data of coal industry during 1999-2011 and uses C-D production function to calculate the contribution rate of technological progress to the development of coal industry.The results show that the contribution rate of technological progress to the coal industrial development is 68.36% which is higher than the average level of the contribution rate of technological progress in China.The technological progress can accelerate the coal industrial development in China.The coal enterprises should increase research investment and construct the coal technology innovation system.

Patent is a key knowledge base for product innovation design. The current patent knowledge model and retrieving pattern can not supporting technology innovation sufficiently. TRIZ is a kind of innovation methodology based on patent analysis and there is a congenital relationship between them. Innovation design oriented patent model is researched based on inventive principles, standard solutions, effect and other TRIZ tools. As a Computer Aided Innovation system, Innovation Engine is introduced and developed. The effectiveness is proved by the conceptual design of Cotton Picker. The patent knowledge of cross domain is used successfully by Innovation Engine.

Low-carbon technology innovation system construction and optimization play a decisive role for improving the ability of technological innovation and sustainable development. Based on analyzing the meaning of enterprise technology innovation system, detailed the structure of the low-carbon technology innovation system of petroleum enterprises, pointed out the direction and the main content of the low-carbon technology innovation system optimization, and provided a reference for Chinese petroleum enterprises to develop low-carbon technology innovation.
