Identifying the effects of low bid award system in construction projects can be used as benchmark to find alternative method to low bid award system in the future of construction industry. The results of questioner survey conducted to determine the effects of awarding lowest bid award system in construction projects of Ethiopian southern nation are presented in this study. Personnel from consultants, owners and contractors are among the survey`s respondent. The result of the study outlines promote transparency, avoid fraud and corruption, promoting competition amongst contractors, excessive time overrun, compromise quality and hindering profitability of contractors as the top ranked effects of low bid award system. Construction industry participants have started recognizing that accepting the least price bid does not guarantee maximum value. Achieving a value-based procurement approach is a challenge, particularly for the Pakistani public sector clients, who are limited in their ability to evaluate the competitive bids based solely on the lowest-bid award system. Persisting problems of inferior quality of constructed facilities, high incidence of claims and litigation, and frequent cost and schedule overruns have become the main features of public construction works contracts. This research was undertaken to assess the performance of public owned construction projects awarded on a lowest bidder bid awarding system.

The dilemma of Sino-foreign cooperation in running schools in colleges and universities is reflected in the disharmony between the objectives of cooperative running schools, curriculum arrangement, different levels of students' competence and curriculum difficulty. colleges need to strengthen the system construction, supervise Sino-foreign cooperation in running schools, formulate scientific and reasonable teaching plans and management methods, and strengthen the construction of teaching team of introduced courses. Scientifically and reasonably formulate enrollment standards, and strengthen the construction of the Management Committee of Chinese foreign cooperation in running schools.

The article examines the evolution of the innovation system in Russia over the past years, based on international data. A comparative analysis of the strengths is carried out and development problems are shown, among which the main attention is paid to the low degree of connectedness of the main actors: science, education, the business sector and the state. In recent years, numerous state initiatives have been undertaken with the purpose to place Russia among the countries - world leaders in the field of science, technology and innovation. The strengths of Russia have been and remain the quality of human capital (secondary and tertiary education) and the knowledge creation (number of researchers, number of patents).Opportunities for transforming generated knowledge into innovative goods and services are limited by the low quality of regulatory and political institutions and weak interaction of individual elements of the innovation system

The primary and secondary catastrophes of emergencies, as well as their comprehensive disasters, add a significant deal of complexity and risk to the grassroots emergency response system’s creation. The completeness of the emergency response system development is significantly related to improving the basic capacity of grassroots emergency security. The weight comparison calculation and analysis of the links at all levels in the emergency response system is carried out using the hierarchical analysis method based on the basic experience of current domestic related fields for the construction of the emergency response process system, and the results of the relative importance ranking of indicators are obtained, and this is used to provide emergency response and emergency management decision makers with emergent information.

The fundamental motivation for enterprises to build a standard system is to meet the subjective needs of the unique use nature of standards, such as benchmarking and criteria, from input to output in the baseline relationship of all their business processes. How to guess the credibility and value of the standard system requires collaborative and mature processes to mediate cognition. Firstly, this paper clarifies the philosophical relationship between standard system construction and process management by using the general system structure theory. Secondly, it systematically summarizes the interaction mechanism between the two from the perspective of methodology. Finally, it designs a conceptual model with the "human regulation" composite system as the core and the coupling between standard system construction and the outer edge of process management, and combed the three mechanism characteristics that affect the fit of the coupling model. In order to provide a new integration idea for enterprise standardization management and process management to jointly realize the optimal value utility.

In today's reality, the pace of people's lives is much higher than it was 30 years ago and it is still growing. At the same time, the amount of information also growing. This information should to be processed constantly, daily, as soon it is received. Production volumes are also not standing still. Such a lively pace of life requires process consistency and continuity. And these processes must be provided by man. This article describes the system of watering which should automate the process of growing plants. Also the analysis of a new branch, cyber-physical systems is carried out. The analysis of modern systems of autonomous irrigation, principles of their construction and organization of their work are committed. A method of implementing a system that provides the possibility of constant monitoring of the growing environment and provides an opportunity to influence it is suggested. The choice of components for system construction is made. The algorithm of the program operation is described. An analysis of the relationship between system components and the user's relationship with the system is performed.

Abstract The article deals with the data structure for the purpose of Life Cycle Assessment (LCA) of buildings using the Building Information Model (BIM). Construction industry produces a significant amount of waste and on the other hand the capacities of landfills are almost filled. It is necessary to deal with the effective use of materials that have already been used and have potential to be reused again. LCA is a method that can be used to demonstrate the suitability of proposed materials, structures or buildings in terms of their whole life cycle and its environmental impact. BIM includes, in addition to geometry, the information part. This data can be used for life cycle inventory (LCI) and then for the assessment itself. The aim of the article is to analyse previous approaches and define which data structure is necessary to be obtained from the BIM model for the LCI purpose of a specific material. The proposed methodology of the data recognition and selection is based on data structure of non-graphical database called SNIM, which was developed for the Czech construction environment. The article is also focused on the theoretical background of the newly developed classification system Construction Classification International (CCI).

Abstract The operation simulation system of the power grid is a complex and huge dynamic model, and its establishment and management are of great significance in power enterprises. The intelligence of the power grid is to manage the power system through computer technology, so that it can provide users with high-quality, convenient, safe, reliable and high-efficiency services. To this end, this article is based on operating simulation experiments to construct a power grid planning and dynamic intelligent management system. The purpose is to provide people with a fast and accurate power management system to facilitate life. This article mainly constructs the system through investigation method, experimental analysis method, data analysis method and so on. Experimental research shows that the accuracy of data obtained by using information technology in power grid planning and intelligent management system construction is relatively high, reaching 93.2%.
