The technological innovation chain is the innovation system that encircles the core technology and is based on supporting technology. The supporting technology not only includes vertical (the upstream and downstream) complementary supporting technology, but also includes the horizontal supporting technology based on the same technical link. The formation of the technology innovation chain is resulted from the limitedness of the technological knowledge, the complementarity of the products, and the pursuit for economy of velocity of innovation. The operation mechanism of the technological innovation chain includes three ways: which are the operating mechanisms relatively based on innovation platform, patent pool, and the R&D contract.

Technological innovation is the core activity of petroleum enterprises. Low-carbon technology innovation system construction and optimization play a decisive role for improving the ability of technological innovation and sustainable development. Based on analyzing the meaning of enterprise technology innovation system, detailed the structure of the low-carbon technology innovation system of petroleum enterprises, pointed out the direction and the main content of the low-carbon technology innovation system optimization, and provided a reference for Chinese petroleum enterprises to develop low-carbon technology innovation.

The present article evaluates the public policy towards the telecommunication sector in Brazil, taking into consideration the dead scheme of state monopoly and the introduction of processes of privatization, economic liberalization and technological innovation. It is described the increase in direct foreign investments, new forms of technology innovation, introduction of regulatory institutions, goals for investments and scopes of service attendance. Through a wide bibliographical review, data analysis and interviews with specialists, entrepreneurs and public policy makers, it was possible to better understand the role of the public policy on the national technological innovation capabilities in the sector. The results demonstrate that the commercial balance in telecommunication's equipments has increased its deficit as well as the expenses with the foreign technology transfer contracts. The new market structure was achieved mainly due to an elevation of internal prices to international levels and the legislation favorable to the competition among incumbents. It is identified an absence of policies and incentives of the public sector in the telecommunications technology innovation system, allowing an increased Brazilian dependence on foreign supply.

At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.Design/methodology/approachThe research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.FindingsThrough the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.Originality/valueThe authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.

Based on the perspective of innovation chain, this paper takes Highway 128 and Guang-Shen Science and Technology Innovation Corridor as examples to explore the construction mechanism of science and technology innovation corridor. The findings are as follows: First, the corridor can be regarded as a virtual organization containing core nodes and auxiliary nodes. All nodes are not equal, and the core node plays the core function. Second, if the function of the core node is weakened, the science and innovation corridor will show a deterioration trend. Third, the construction of the science and innovation corridor is a process of the whole science and innovation chain from the flow and integration of knowledge resources, to the overflow of innovation incubation, and then to the market application. However, there are still problems in the chain, such as resource flow obstacles, innovation incubation breaks and structural imbalance. Therefore, in order to realize the benign interaction of multiple subjects in the science and innovation corridor, there needs to be a core subject that plays the role of agglomeration and diffusion, so as to realize the coordinated development of the corridor.

At present, the innovation environment of science and technology innovation platform is constantly changing, which has gradually changed from the situation of science and technology innovation among single elements to the information comparison among the whole innovation value chain. In this paper, science and technology innovation platform is divided into four types: pure research platform, industrial technology research platform, business incubation platform and public service platform. It deeply analyzes the informationization process of innovation value chain driven by science and technology innovation platform, including basic research, applied research, experimental development and commercialization. By analyzing the role of knowledge capital, technology capital, venture capital and other information resources in science and technology innovation platform, it explores the value flow among platforms. It is found that the stock capital and variable capital of scientific and technological innovation are not a transformation, but realize the increment and cyclic accumulation of income along the innovation chain step by step. The research expands the analysis scope of informatization theory, combs the value creation process of science and technology innovation platform, and contributes to risk avoidance and benefit distribution.

Technological innovation state funds supporting small and medium enterprises (SMEs) are not common in the developing countries like Vietnam, but are common in the developed nations like the European countries and Korea. The financial and non-financial support of these funds has contributed significantly to the development of many SMEs. Learning from the funds which have successfully facilitated SMEs in innovating and developing advanced technologies is meaningful to the Vietnamese sicence and techonology management bodies and state funds. This article will review the experience of some typical fund in supporting SMEs, thereby providing some lessons for technology innovation Funds of Vietnam to create a more favorable environment for SMEs to access funds.

To cope with climate change and achieve sustainable development, low-carbon city pilot policies have been implemented. An objective assessment of the performance of these policies facilitates not only the implementation of relevant work in pilot areas, but also the further promotion of these policies. This study uses A-share listed enterprises from 2005 to 2019 and creates a multi-period difference-in-differences model to explore the impact of low-carbon city pilot policies on corporate green technology innovation from multiple dimensions. Results show that (1) low-carbon city pilot policies stimulates the green technological innovation of enterprises as manifested in their application of green invention patents; (2) the introduction of pilot policies is highly conducive to green technological innovation in eastern cities and enterprises in high-carbon emission industries; and (3) tax incentives and government subsidies are important fiscal and taxation tools that play the role of pilot policies in low-carbon cities. By alleviating corporate financing constraints, these policies effectively promote the green technological innovation of enterprises. This study expands the research on the performance of low-carbon city pilot policies and provides data support for a follow-up implementation and promotion of policies from the micro perspective at the enterprise level.
