Kathmandu valley has been urbanizing rapidly but the planning of neighborhoods is limited to land readjustments and housing developments. The focus of such development is to provide either the service plots or ready to move in housing stock. Residential Environment Satisfaction (RES) has been used as a concept to measure the perceptual dimension neighborhood planning. Moreover, neighborhood safety is a key priority while considering RES. This paper aims to examine the relationships between various factors related to the safety as a measure of the RES in the planned residential neighborhood in Kathmandu Valley. Since the planned cities or communities seem to have better residential satisfaction, the case study area surveyed upon is Purano Sinamangal Town planning, a land pooling area nearly at junction to three major districts of Kathmandu valley. Various factors have been taken as a measure for neighborhood safety including physical and socio-psychological variable. This research is based on a mixed method. A figure of 109 households was determined as sample household size and individual representatives were interviewed for the survey. The research finds that perception of safety is very high depending on the ethnic groups while it is also significant in case of occupation that the respondent holds. The reason for safety highly was found to be dependent upon good street design, the presence of good neighbors and provision of security patrols. Also, annoyance factors such as disturbances from street and vehicles, crimes, neighborly disputes were found to make the neighborhood unsafe. The research concludes that safety is a major concern for RES and it had been perceived by the residents through significant of good neighborly relation and safety measures in road planning and design.

Conservation Authorities (CAs) in Ontario are challenged with improving the sustainability of road planning and design through their programs and policies under the Ontario Environmental Assessment Act (OEAA) and the CA Act. This study examines whether CAs should endorse the voluntary Envision Infrastructure Sustainability Rating System to supplement their roles under the OEAA and the CA Act and regulations. This study applied Envision to a sample of 13 municipal road projects through a standardized document review. It found that Envision was able to differentiate between more and less sustainable road projects, that award achievement required sustainable actions beyond those which are standard practice, and that Envision is appropriate to apply to road projects that are planned through the Municipal Class Environmental Assessment process of the OEAA. This study concludes that the Envision framework has the potential to significantly improve the sustainability of road projects and should be endorsed by CAs.

The article traces the history of the development of legal legislation related to the recreational development of the territory. Five stages of formation are considered. For each stage the types of recreational areas are characterized. These types are reflected in the regulatory legal acts of each time period. Recreational nature management takes a significant place in the structure of nature management in Russia. It's modern regulatory and legal framework is analyzed in particular. The study revealed the main problems of involving territories in the recreational sphere from the standpoint of the main normative documents — the codes of the Russian Federation: Land, Water, Forest and Town-planning and Federal laws supplementing them. The analysis of the current legislation and the terminology used in it provides the basis for the correlation of recreational nature management with five categories of land: forest lands, agricultural lands, water resources, build-up areas (settlements) and lands of specially protected areas and objects. The necessity of integration of the concepts of «cultural landscape», «landscape planning» and «landscape plan» in the legal field with the aim of streamlining the process of planning and design of recreational areas and synchronization of the legislation in the sphere of recreational nature management is suggested in the article.

I saggi che costituiscono la sezione partono tutti da una riconsiderazione dei principi iniziali di Ebenezer Howard, mettendone in luce aspetti differenti, per analizzare la diffusione coeva del modello in ambito europeo e statunitense, o aspetti non scontati come la relazione tra pianificazione urbana e questione alimentare. L'obiettivo e` una valutazione sul lascito delle citta` giardino, come una vicenda, fra teoria e prassi, della pianificazione e del disegno della citta` all'origine di molte questioni della citta` contemporanea.

Buildings collapses in the Nigerian major urban cites continues to engender an excessive number of fatalities, injuries and property damage. This study investigates whose fault, the clients, engineers, architects, quantity surveyors, town planner or contractors in the cause of incessant collapse of building in Lagos State. Two research approaches were employed - quantitative and interview protocol. The findings revealed that greed and engagement of quacks by building clients, lack of commitment by top management of contracting firms, bribery and corruption among town planning officers ranked highest. Thus, achieving sustainable environment, liveable, viable, quality buildings, and better performance deserves collective responsibilities of key participants in building construction delivery chain, particularly during the early planning and design stage. The study therefore, recommends that the key stakeholders should have a rethink and attitudinal change towards their roles and responsibilities in all matters concerning building construction process and save the country from wanton destruction of precious life and property resulting from incessant buildings collapses in our major urban cities.

Affordable housing has long been an important planning and design concern in large urban areas and around the peripheries of major cities where population growth has led to an increasing demand for descent housing environments. The issue of affordability has attracted researchers and scholars to explore planning and design determinants, financing mechanisms, cultural and social issues, and construction and building techniques. This interest has been the case for several decades since affordable housing themes have offered a rich research area that involves many paradoxes that keep presenting challenges for planners, architects, and decision makers. Housing costs are increasing in most cities and incomes are not increasing at the same rate. Governments, on the other hand, are unable to provide sufficient housing stock to bridge the gap between demand and supply due to decreasing housing budgets and the lack of investment.
