Concern about the townlet infrastructure construction in developing country is one of the crucial part of county town planning and development. By taking the overall planning and design in a case study of Porto-novo city at Republic of Benin, this paper analyzes the characteristics and opportunities of Porto-novo city and puts forward corresponding infrastructure construction strategy. The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

The article discusses the place and role of strategic planning in ensuring that Kemerovo Oblast – Kuzbass develops comprehensively. For over thirty years, we have been studying the region with one of the leading national territorial-production centers established in the 20th century, how it emerged and functioned. Studies suggest that without regard to the economies of Russia as a whole and Kuzbass’s neighboring regions in particular, its issues cannot be satisfactorily resolved. At large, when strategic planning followed this assumption, it contributed to how fast and holistically the territory developed. Considering that, in the 21st century, strategy makers diverged from this concept and started to search for new approaches, the region’s economy has slowed down and its living standards have declined sharply. The momentum can be reversed with an active state socio-economic policy. Its previous forms, however, when the state gave preferences to private companies and did not require corresponding growth in standards of living in return, became unacceptable. It is necessary to work out a system of effective solutions and measures with mechanisms for reconciling the interests of the government, business and society within approaches that are adequate to the political and economic reality of today’s world.

At the same time, it is necessary to understand that the formation of a business development strategy for the long term in an oil company is not possible without taking into account marketing, which acts as a toolkit and information environment for justifying and choosing the right strategic goals, as well as for drawing up a strategic plan and organizing its control.

Territorial development is both a toolto ensure effective and sustainable socio-economic development of Russia, and on the other hand requires a consistent transformation of spatial organization and economic structure of the country. Issues of establishing new methodology for urban strategy of the Republic of Armenia are considered. Тhe peculiarities of urban policy at different stages of economic growth of the country are studied. Analysis of underlying legislative, normative and project documents of the post-Soviet period are carried out, particularly territorial planning projects of the Republic of Armenia and separate regions, recently approved master plans and zoning projects of the majority of RA cities. Based on studies formerly undertaken by local scientific subdivisions on development of theoretical basis and prospects for growth of architectural, town planning and building complexes, systems of Urban Code and Urban Cadastre as well have established legislative and normative background, and within the structure of architectural and building complexes а qualitative leap has occured. However, all these developments and urban documents as products of transition period are based on relatively incomplete taxon data. It is obvious that the role of state control and programs formulating single state urban development strategy will increase and remain significant. Division of urban planning activities into separate categories is given that is considered both in an alternative and complex aspect, in the light of basic goals implementation of prospective urban policy and internationally enshrined principles of sustainable development are proposed.
