The objective of the paper is to evaluate a public consultation under a procedure for environmental impact assessment of an extension and alteration project of a palace in Kijany, municipality of Spiczyn, Lubelskie Voivodeship, eastern Poland. An evaluation questionnaire survey was developed to acquire reliable information about consultation meetings under the procedure that mainly involved residents of the municipality of Spiczyn and environmental organisations. The questionnaire survey was conducted in March and April 2019 and involved 45 respondents. Most of them evaluated positively the public consultation. What they found most important was the clear presentation of legal, financial, economic, and environmental aspects of the project. The respondents believed the equal treatment of participants of the meetings regardless of their position to be a great advantage.

The linkages between disaster and environmental damage are recognized as important to predicting, preventing and mitigating the impact of disasters. Environmental Impact Assessment (EIA) procedures are well developed for non-ndisaster situations. However, they are conceptually and operationally inappropriate for use in disaster conditions, particularly in the first 120 days after the disaster has begun. The paper provides a conceptual overview of the requirements for an environmental impact assessment procedure appropriate for disaster conditions. These requirements are captured in guidelines for a Rapid Environmental Impact Assessment (REA) for use in disasters. The REA guides the collection and assessment of a wide range of factors which can indicate: (1) the negative impacts of a disaster on the environment, (2) the impacts of environmental conditions on the magnitude of a disaster and, (3) the positive or negative impacts of relief efforts on environmental conditions. The REA also provides a foundation for recovery program EIAs, thus improving the overall post disaster recovery process. The REA is designed primarily for relief cadres, but is also expected to be usable as an assessment tool with disaster victims. The paper discusses the field testing of the REA under actual disaster conditions.

Environmental Impact Assessment (EIA) is a planning tool to identify, predict and evaluate potential environmental impacts and mitigation measures in the early stages of proposed projects. Although EIA has been implemented in Malaysia for over 25 years, the EIA practices have yet to achieve the parameters of effective environmental management and sustainable development. Hence, this research aims to improve the EIA process in Malaysia. Three objectives were utilised in this research which are to recognise the fundamentals of EIA process and procedures applied in Malaysia, to analyse the issues in relation to the EIA preparation and submission conducted in Malaysia and to propose a set of recommendations to further improve the current EIA process in Malaysia. Mixed methods approach was embarked composed of qualitative instruments via document review and semi-structured interviews and quantitative instrument utilising questionnaire survey. Key issues on the EIA process in Malaysia were gathered from qualitative data collected. Analysis of data collected resulted to recommendations on the key issues regarding EIA. 25 proposed recommendations to improve the EIA process were contextualised and validated via questionnaire survey. Ergo, this research established an improved EIA process in Malaysia towards sustainable development to ameliorate the EIA practices in Malaysia.
