Vietnam has three national science and technology parks (STP) and several local and specialized ones. In fact, the activities of STPs show that they have made great contributions to technology transfer and regional economic development. Building an STP is a trend and even a difficult alternative to the needs and policies of knowledge-based economic development, but they are not well-known. This paper, therefore, identifies and recommends some policy implications for the establishment and improvement of the STPs in Vietnam. This paper focuses on some key issues such as the existing models of STPs, their successful factors as well as effective approaches of STPs’ ownership and management.

Purpose Science parks play an important role in development of technology and are able to stimulate economic growth of the countries. The purpose of this paper is to study the role that science and technology parks (STPs) play in growth of knowledge-based economy. Design/methodology/approach Key factors affecting the competitive advantages and the World Bank indicators resulting in knowledge-based economy were displayed in the form of a questionnaire which was examined by experts. The questionnaire was designed to evaluate main factors and sub-factors of competitive advantages of the institutions, including aspects of human resources, research and development and technology transfer, facilities, market development and to assess the main criteria of knowledge-based economy known as pillars of the overall economic performance, the institutional regime and economic incentives, innovation system, education and information technology and communications. Findings The obtained results from the study on competitive advantages were evaluated and analyzed by using SPSS software and the results of the review on development of knowledge-based economy were modeled by SmartPLS software with partial least squares method. Eventually, the obtained model was tested and analyzed. Originality/value This study is an original contribution to the theory of STPs and knowledge-based economy. It was initiated to examine the role of STPs in development of knowledge-based economy and presentation schematic model.

Forming of science and technology parks is followed by the establishment of the appropriate building infrastructure that will form the park basis, as well as accompanying infrastructure facilities in which the professional staff would live and spend their time, and thus create the environment to live and work in. The science and technology park is the term which is used to describe various attempts to encourage the development of entrepreneurship through the establishment of knowledge-based small and medium-sized enterprises. The main goal of science and technology parks is joining the economic and intellectual resources in the region in which the park is established in one unit, in order to improve and enhance the existing companies' business conditions and to concentrate knowledge in one place. For this type of organization it is necessary to choose the area where the park will be built and determine the function of the complex of buildings to ensure the work of the scientists and research workers. In this paper the general conditions, which are required so that the management of the organization that founds the park would achieve the successful results, will be shown. It will present the conditions which are concerned with the necessary human, technological and infrastructural resources for the establishment of science and technology park on one territory, appropriate examples in the world and the beginning of the process of forming the science and technology park in Nis.

Purpose – The purpose of this paper is to shed light on the entrepreneurial university and to develop a theoretical framework relating entrepreneurship education in the third generation of universities. Therefore, the future research could be carried out to identify and apply the presented model. Design/methodology/approach – In terms of objective, this study is considered as an empirical one, and the research methodology is descriptive-correlative type. Sample population consists of 130 knowledge-based firms in the science and technology parks. In total, 100 knowledge-based firms were selected by using a stratified random sampling. The analysis of data obtained from the questionnaires and both descriptive and inferential parts was done through the application of SPSS, structural equation modeling technique and Smart PLS 3 software. Findings – The results suggested the positive and significant effect of the organizational, individual, institutional, and environmental factors on entrepreneurial university in the science and technology parks. Practical implications – The application of the research model provides an avenue for the practitioners to design accelerates and creative science and technology parks focussing on the commercialization education, entrepreneurial intuition and marketing to students and innovators. Social implications – The theoretical framework of the current study offers a different way forward for policy makers in thinking about those factors that may be critical for success of entrepreneurship education. Policy makers, in general can provide infrastructures to launch third generation of universities, entrepreneurial university, for young generation to increase effectiveness of academic education and to provide the prospect of a more business opportunity recognition. Originality/value – This research contributes to the existing literature in the field of entrepreneurship education. So far, a comprehensive model has been substantially neglected with respect to the entrepreneurial university in the science and technology parks. This new framework can be used to inform thinking and research design in the area of entrepreneurship education to promote entrepreneurial university thought.

The main objective of developing Science Technology Parks (STP) is to foster knowledge-based economic clusters in an area. Knowledge-based economic clusters play an important role in encouraging regional innovation and competitiveness to increase the contribution of science and technology in economic development. Due to the important role of the clusters in economic development, it is necessary to seriously manage their performance. The purpose of this paper is to study the Performance Management Practices and Key Performance Indicators implemented in Bandung Techno Park (BTP) as one of the leading Techno parks in Indonesia through the literature review method. This research revealed that there are a number of standard or similar KPIs widely used in many STPs, such as the number of startups created, economic development produced, the number of innovative products made. The study also proposed two additional performance indicators for BTP to complete its goals, which are: economy generated in the area and profitability of STP. The contribution of this research is to provide BTP with a reference for evaluating organizational performance through the use of standard KPIs. Future research can use standardized KPIs that have been validated with a quantitative approach to investigate and evaluate organizational performance. Innovation districts are physical spaces that serve to strengthen the foundations and institutions of an innovation ecosystem. The design, implementation, and management of formalized innovation districts is a new practice area. Research draws upon the experience of concentrated areas of innovation that occurred organically, such as Boston’s Route 128, as well as intentional projects to bring together innovators in large science and technology parks, such as North Carolina’s Research Triangle Park. Existing research focuses on how to define and design innovation districts and evaluate their impact, as well as general policy considerations. In this paper, we review the definitions and benefits of an innovation district, reviewing the existing empirical research on their impacts. We then propose a series of questions to guide practitioners in addressing the economic, physical, social, and governance elements of an innovation district. Finally, we outline some of the challenges in creating an innovation district and ways to measure progress, to allow practitioners to get ahead of potential issues in the future. This paper is intended to help policymakers and practitioners working in innovation and economic development translate the concepts of innovation ecosystems into actionable next steps for planning innovation districts in their communities.

Research background: Several studies have highlighted the importance of the Science and Technology Parks (STPs) to economic development. The reputation and image of the STPs substantially contribute to the expansion of the parks, which in turn enhances the region’s innovation capacity and economic development. However, there are few, if any, studies conducted to clarify the applicable marketing techniques for the brand promotion of the STPs. Purpose of the article: This study aims to determine and select the most appropriate marketing tools to promote the brand image and the reputation of the STPs in Vietnam, especially in the case study of Quang Trung Software City. Methods: The qualitative and quantitative research methods are used to analyze data collected from 20 participants who are managers and experts working in several disciplines. Moreover, the analytic hierarchy process is implemented to find out the priority of six proposed marketing tools. Findings & Value added: The findings reveal that online and offline marketing channels should be combined to promote the brand image of the STPs effectively. This study pioneers in researching the selection of the techniques for the marketing strategies of the STPs in Vietnam; thus, it contributes to the theoretical implications and managerial practice.
