The article investigates the concept of “political nation”. The analysis of research studies and the generalization of domestic and foreign experience in the formation of political nation prove the relevance of the issues raised. The study of peculiarities of the political nation formation in the coordinates of the Modernist period enhances the understanding of processes in the socio-humanitarian sphere, makes it possible to outline the ambiguity of interpretations of the conceptual foundations of the political nation, and also helps to develop the effective state policy in this area. It should be noted that there are few studies that systematically analyze the domestic and foreign experience of forming the political nation and they need modernization. It has been determined that the identification of the sense of national identity is the result of the appropriate mental work, and external challenges greatly optimize this process. Different approaches to the content characteristics of the notion “political nation” have been considered and summarized. A number of factors (the need to preserve the integrity of state and its consolidation, the formation of civil society, hybrid aggression, etc.) have been outlined, which stipulate the necessity of developing the adequate policy on dealing with crisis phenomena, existing in the Ukrainian national identity. It has been established that the political nation forms a corresponding type of national culture, which creates a more systematic understanding of the genesis, ritual and strategy of national development.

The paper is devoted to the analysis of the limits and the possibility of using international and foreign experience of its organization and functioning in optimizing the institution of public control in the Russian Federation. The author defines the concept of public control in the Russian Federation. The necessity of using international and foreign experience in the organization and functioning of the institution of public control in the process of optimizing this institution of civil society in Russia in the following areas is substantiated: 1) regarding the formulation of the concept of the institution of civil society control over public authority; 2) in terms of its consolidation in regulatory legal acts; 3) by definition of its basic principles, goals and objectives; 4)on consolidation of the list of objects in respect of which control is exercised; 5) on the development and implementation of the main forms and methods of this control; 6) to institutionalize the diversity of its subjects, as well as their authority. In this regard, a number of amendments and additions to the current legislation of the Russian Federation regulating issues of public control are proposed. The author applies a number of methods of scientific research, in particular: historical, comparative legal, and formal logical analysis. This will not only solve modern problems that arise during the organization and functioning of public control in the Russian Federation, but also ensure its full development as a promising civil society institution. The paper proposes a number of changes and additions to the current legislation of Russia, regulating issues of public control. The results can be used both in educational and scientific, and in practical activities, including in lawmaking.

The article is devoted to the analysis of public control as an independent direction of interaction of administrative courts with the public. It is proved that the formation of civil society in Ukraine is the basis for effective public control over administrative courts. Features of modern civil society in Ukraine are characterized. In the current information age, the rapid development of technology is creating new changes in the political sphere, as in any other field. In particular, changes and innovations are observed in the activities of political parties. Also, the growing aspiration for democracy, based on civil society, is accelerating the transformation of party systems. The article discusses the transformation of the party system on the example of advanced foreign experience. At the same time, in the theory of modern political science, attention is paid to the approaches of scholars who have deeply studied the transformation of party systems.
