In policy debates about the appropriate regulation of next generation fibre access networks, a good deal of attention has been paid to various forms of ‘separation’ between network, wholesale and retail operations. This discussion is no longer theoretical, because ‘open access’ next generation networks are now operating or being constructed. This paper investigates four different models around the world, each at different stages of deployment: - Alberta, Canada, where a commercial company Axia has been operating the province-wide ‘SuperNet’ since 2005. This is an optic fibre network connecting 4700 sites (provincial government and municipality offices, health and education sites, libraries) in 27 urban and 402 rural communities. Axia is the government’s service provider across the whole network and the wholesaler of capacity to retail providers in the rural communities. - Singapore, where a network is under construction taking fibre to 1.12 million residential premises and 152,000 other premises. Separate companies are building the physical infrastructure (‘Net Co’) and installing the electronics and network termination devices in customer premises and operating the network (‘Op Co’). - Australia, where a national FTTP network is being built to reach 93% of households and businesses. Wireless will be used to deliver download speeds of at least 12 Mbps to the other 7%. Around 200,000 households will get FTTP in Tasmania, where services commenced in mid-2010. - New Zealand, where the national government has promised ‘superfast broadband’ within six years to all businesses, schools and health services, greenfields developments and some residential users, and to 75% of the population within ten years. Drawing on interviews conducted in the four territories in 2009 and 2010, the paper will investigate the common, contrasting and unique features of these four models.

This paper provides a stocktake of the status of hill country farming in New Zealand and addresses the challenges which will determine its future state and performance. It arises out of the Hill Country Symposium, held in Rotorua, New Zealand, 12-13 April 2016. This paper surveys people, policy, business and change, farming systems for hill country, soil nutrients and the environment, plants for hill country, animals, animal feeding and productivity, and strategies for achieving sustainable outcomes in the hill country. This paper concludes by identifying approaches to: support current and future hill country farmers and service providers, to effectively and efficiently deal with change; link hill farming businesses to effective value chains and new markets to achieve sufficient and stable profitability; reward farmers for the careful management of natural resources on their farm; ensure that new technologies which improve the efficient use of input resources are developed; and strategies to achieve vibrant rural communities which strengthen hill country farming businesses and their service providers. This study compares rural educational disadvantage across Australia, Canada, and New Zealand using data from the Organisation for Economic Co-operation and Development’s Programme for International Student Assessment (PISA). Across the three countries, student reading literacy and school learning environments are less positive in rural communities than in urban. Furthermore, rural disadvantage in educational outcomes (reading) and opportunities is greater in Australia than Canada or New Zealand. This could be seen as surprising as student socioeconomic status (SES), typically a strong predictor of educational outcomes, is similar for rural communities in Australia and Canada, but lower in New Zealand. Rural school principals in Australia are most likely among the three countries to report that shortages of teaching personnel hinder learning. This could suggest that policies and structures can play a role in ameliorating or exacerbating rural educational disadvantage. We conclude with questions and recommendations for future research.

A next generation water Cherenkov detector at Kamioka with a total mass of ~1 Mton is called Hyper-Kamiokande. If the beam intensity of a 50-GeV proton synchrotron now under construction at Tokai is upgraded to 4 MW in future, a long baseline neutrino oscillation experiment with Hyper-Kamiokande as a far detector will open the possibility of measuring CP violation in the neutrino sector. Also, Hyper-Kamiokande will allow to extend nucleon decay search to τp/B(p → e+π0) > 1035 yr and [Formula: see text]. Aiming at the realization of Hyper-Kamiokande, various R&D efforts are in progress.

Background: The sustainability of rural maternity services is threatened by underfunding, insufficient resourcing and challenges with recruitment and retention of midwives. Aims: The broader aim of this study was to gain knowledge to inform the optimisation of equitable and sustainable maternity care for rural communities within New Zealand and Scotland, through eliciting the views of rural midwives about their working conditions and practice. This article focuses on the New Zealand midwives’ responses. Method: Invitations to participate in an online questionnaire were sent out to midwives working in rural areas. Subsequently, themes from the survey results were followed up for more in-depth discussion in confidential, online group forums. 145 New Zealand midwives responded to the survey and 12 took part in the forums. Findings: The New Zealand rural midwives who participated in this study outlined that they are attracted to, and sustained in, rural practice by their sense of connectedness to the countryside and rural communities, and that they need to be uniquely skilled for rural practice. Rural midwives, and the women they provide care to, frequently experience long travel times and distances which are economically costly. Adverse weather conditions, occasional lack of cell phone coverage and variable access to emergency transport are other factors that need to be taken into account in rural midwifery practice. Additionally, many participants noted challenges at the rural/urban interface in relation to referral or transfer of care of a woman and/or a baby. Strategies identified that support rural midwives in New Zealand include: locum and mentoring services, networking with other health professionals, support from social services and community service providers, developing supportive relationships with other rural midwives and providing rural placements for student midwives. Conclusion: Midwives face economic, topographic, meteorological and workforce challenges in providing a service for rural women. However, midwives draw strength through their respect of the women, and the support of their midwifery colleagues and other health professionals in their community.
