Integrative Practical Activities Curriculum (IPAC) is a new opened compulsory course in primary and middle school. The questionnaire on 101 IPAC teachers in 70 rural primary schools of Chongqing reveals the main problems of normalization on course implementation. The main problems are low emphasis, unclear teaching concept, unconformable teacher quality and imperfect course support system. The normalization on IPAC implementation is a systematic project in rural schools. It is suggested that scientific course policy is the premise, with right realization as the foundation, construction of teaching staff as the key point, support system serves as the guarantee, school advantages as the emphasis and core of course and student development. The excellent operating mechanism needs the cooperation of government education executive department, local government, community and school; each performs its own functions.

This paper examines how the orientation of local governments towards entrepreneurship influences the organization and adaptation of local entrepreneurship policy. Entrepreneurship policy has long been investigated; however, the organizational aspects of policy delivery efforts seem to have gone unnoticed. Adaptability and collaboration are two organizational factors that are central to the configuration of local entrepreneurship support systems. However, as hypothesized in this paper, the level of collaboration and adaptability depends on the entrepreneurship orientation of the local government. In contingency theory, strategy is a determinant of organizational structure, and the entrepreneurship orientation of governments is such a strategy. Based on a survey of 86 (out of 98) municipalities in Denmark, the paper concludes that the more positively oriented the local government is towards entrepreneurship in its policy making, the better the adaptability and collaboration in the entrepreneurship support system.

Large-scale online discussion platforms are receiving great attention as potential next-generation methods for smart democratic citizen platforms. One of the studies clarified the critical problem faced by human facilitators caused by the difficulty of facilitating large-scale online discussions. In this demonstration, we present our current implementation of D-agree, a crowd-scale discussion support system based on an automated facilitation agent. We conducted a large-scale social experiment with Nagoya local government. The results demonstrate that the agent worked well compared with human facilitators.
