Complex natural disasters often cause people to suffer hardships, and they can cause a large number of casualties. A population that has been affected by a natural disaster is at high risk and desperately in need of help. Even with the timely assessment and knowledge of the degree that natural disasters affect populations, challenges arise during emergency response in the aftermath of a natural disaster. This paper proposes an approach to assessing the near-real-time intensity of the affected population using social media data. Because of its fatal impact on the Philippines, Typhoon Haiyan was selected as a case study. The results show that the normalized affected population index (NAPI) has a significant ability to indicate the affected population intensity. With the geographic information of disasters, more accurate and relevant disaster relief information can be extracted from social media data. The method proposed in this paper will benefit disaster relief operations and decision-making, which can be executed in a timely manner.

Citizen participation in collect and distribute information increase the role of the citizen involvement in local issues and increasing the benefits of society for the government and the environment. The contribution of citizens can be useful in helping to deal with environment problems and assist certain parties in meeting data needs, this is commonly referred to as citizen science. In its development, citizen science involvement in providing information began to involve social media as a platform for sharing information. In this study we try to explore citizen science of Indonesia, we conduct case study exploring how citizen in Indonesia used social media such as Twitter in response to one of the country’s worst disaster in 2018 namely Lombok Earthquake. By analyzing these user generate message we may know what the response of Indonesian citizen during event and understand more about citizen science in Indonesia through social media including its role and contribution. The information also may assist local communities in obtaining up-to-date information, providing assistance according to needs of the populace and use to manage and plan disaster relief both during and after the event.

This chapter discusses the strategic value of landpower in Humanitarian Assistance and Disaster Relief (HA/DR) operations. When disasters occur that are significant enough to derail/delay political agendas, the US government depends on landpower's unique capabilities to support the lead federal agency, the US Agency for International Development. The authors use three disaster relief operations case studies (the 2010 earthquake in Haiti, the 2014 Ebola outbreak in Liberia, and the 2013 Super Typhoon Haiyan in the Philippines) to illuminate the Army's core roles in HA/DR success. Lastly, the chapter discusses the secondary benefits of successful HA/DR operations like enhancing interoperability among joint, interagency, and multinational partners, assuring partners and allies, and reinforcing the strategic narrative of US power.
