Recently, a novel coronavirus pneumonia (2019–nCoV) outbreak occurred in Wuhan, China, rapidly spreading first to the whole country, and then globally, causing widespread concern. From the perspectives of early warning and identification of risk, risk monitoring, and analysis, as well as risk management and handling, we propose corresponding solutions and recommendations, which include institutional cooperation, and to inform national and international policy-makers.

By combining the domestic and overseas research experience in tax risk management, based on all personnel and whole flow thought, this paper divides tax risk into tax sources risk, enforcement risk, administrative risk and independent risk according to objects and processes of occurrence, and designs tax risks early warning system to dynamically monitor, early warn four types tax risk and constantly provide various risks analysis reports. This paper provides a information means for the post personnel at various levels of Xi’an Local Taxation Bureau to prevent tax risk.

The massive human and economic impact of the Asian tsunami in later 2004 is mirrored in the aftershocks felt among humanitarian organisations, development agencies, and policy makers. This paper raises a number of these troubling, fundamental issues. Firstly, the call for an Indian Ocean tsunami warning system raises fundamental issues about what warning systems can, and cannot, do. Secondly, one is also forced to consider why in the first place so many people live on exposed coasts today, vulnerable not only to tsunamis but tropical storms and rainy season flooding among other hazards. Thirdly, one is challenged to question the very meaning of “recovery”. Such massive damage has been done and so many people and their livelihoods have been dislocated, is it actually possible to imagine a return to the status quo ante? Fourthly, reconstruction of the magnitude now underway in the affected areas raises many difficult questions about accountability, transparency, and the unevenness with which the international community responds to crises. The paper finishes with some recommendations.

The emergence and evolution of the literature dealing with interdependence in the international System is looked into. An attempt is made to show its significance and main points as well as its implications. The debates on interdependence within the North-American political context are regarded as solutions to the preceding issues on dependence. Interesting passages are dedicated to the impact of the interdependence theory on the interpretation of the international system, as illustrated by two schools of thought in foreign policy (Kissinger-Brzezinski). Linkage of the tactical and strategic aspects to the economic and political interrelation of international relations, as put forward by policy makers, has brought to the fore the difficulties and limits of negotiation in the face of competition and in the aftermath of confrontation. This paper offers subtle, yet positive, conclusions on the use of the interdependance theory in international policy.

Aim: To develop a nursing early warning system in children’s hospital during the outbreak of the novel coronavirus pneumonia, and to accomplish the construction and application of this system, so as to provide decision-support of the prevention and control for COVID-19 in children’s medical institutions. Method: Children’s hospital nursing early warning system was divided into three modules: hospital nursing early warning platform includes internal and external early warning platform, nursing staff early warning program includes protection, human resources early warning plan and patient early warning program includes outpatient, emergency and ward early warning plan. The data of epidemic training, assessment, prevention and control screening from January to June 2020 were collected from the nursing early warning system to evaluate the application effect of the system. Results: A total of 18 procedures and specifications were formulated, nine hospital-level trainings and about 1000 department-level trainings were organized, two hospital-level assessments (pass rate 95.6% and 98.2%), and 78 nurses were reserved, and 10 popular science articles, five popular science videos were published during the application of the nursing early warning system. A total of 583,435 children and 139,308 caregivers were screened in outpatient, emergency and wards during pre-checks, 2385 suspected cases of novel coronavirus pneumonia were confirmed (0.41%) after the screening and 1 case (0.0002%) was finally confirmed. Conclusion: The nursing early warning system of children’s hospital can prevent and control the novel coronavirus pneumonia epidemic from each module, ensure early warning and triage of suspected infected patients, reduce the risk of cross-infection in hospital and improve the safety of the children’s hospital medical environment.

An integrated and interdisciplinary approach to Early Warning and Risk Management is described in this paper as well as the general technical implementation of Early Warning and Risk Management Systems. Based on this systems approach, a concept has been developed for the design of an Integrated System for Coastal Protection. In addition to this, as a prototype implementation of a modern environmental monitoring and surveillance system, a system for the Remote Monitoring of Nuclear Power Plants is presented here in more detail, including a Web Portal to allow for public access. The concept, the architectural design and the user interface of Early Warning and Risk Management Systems have to meet high demands. It is shown that only a close cooperation of all related disciplines and an integrated systems approach is able to fulfil the catalogue of requirements and to provide a suitable solution for environmental monitoring and surveillance, for early warning and for emergency management.

The policy integration of spatial planning and flood risk management is a promising approach to mitigate flooding. Scholars indicate that the absence of appropriate information base and technological capacity is among the factors impeding this integration. This study found that what needs to be improved is the access to geographic information and geographic technologies by individual policy makers, rather than the ownership of such resources by one organisation as a whole. Based on this finding, we designed the goals and functions for a Spatially Integrated Policy Infrastructure (SIPI) which shares not only geographic information but also models and analysis tools. A prototype of SIPI was also developed as an illustration of the selected functions of this SIPI. The design of SIPI is consistent with other frontier studies and projects in the field of GIS and planning. The development process also provides experience for future studies and development of infrastructures that aim at supporting policy integration.
