The aim of the study is to demonstrate which pro-environmental initiatives consistent with the idea of sustainable development are undertaken by municipal cultural institutions in Poznan—the largest city in the Greater Poland region in Poland. The diagnostic survey was conducted by means of interviews with directors of municipal cultural institutions or their representatives. A total of 12 (out of 15) municipal cultural institutions from the city of Poznan were surveyed. All were asked to cite specific examples of their activities, visualising their institution’s approach to ecology. The results indicated that the institutions undertake numerous eco-initiatives, which very often fit into the discourse on so-called “deep ecology” and address the sources of the existing environmental crisis. Their activities are also aimed at stimulating a “return to nature” of the city’s inhabitants. In addition to initiatives aimed at the recipients of the offer of individual institutions, many institutions also pay attention to pro-environmental internal activities. In effect, the results could be divided into three general groups, which include internal institutional activities, the implementation of projects on environmental themes, and educational activities in the field of ecology. However, these activities were undertaken individually, as the survey revealed a lack of inter-institutional cooperation on ongoing projects.

This article examines the extent of the practice of resilience in the process of the implementation of the EU-Ukraine Association Agreement (AA). Also, it analyses the main legislative and institutional tools promoting resilience of Ukraine’s market integration with the EU. Two cases are considered in this study. The first case is the launch of negotiations on the EU-Ukraine Agreement on Conformity and Acceptance of Industrial Products (ACAA). The second case is an EU-Ukraine Trade Dispute on Export Woods Ban. In both cases the EU institutions and Ukraine display a high degree of flexibility to pursue a policy of resilience to achieve a high degree of EU Internal Market rapprochement. In the case of Ukraine, the institutional mechanism of the EU-Ukraine AA remains unused as a forum to discuss effectively and to find solutions for impeding problems in the bilateral cooperation agenda. Therefore, a coherent, transparent, and effective institutional cooperation framework in the bilateral EU-Ukraine relations is still needed.

Trade facilitation is a critical building block of developing globally integrated value chains. In India, current trade facilitation systems including risk assessment criteria require improvements involving regulatory mandates for food and drugs, animal and plant quarantine, wildlife protection, and textile products. Using illustrative examples, this working paper presents specific system development needs for six major participating government agencies on trade facilitation in India. It provides a model for developing a comprehensive system of risk management. It also discusses the need for institutional cooperation between customs authorities and participating government agencies for a comprehensive single window trade facilitation solution.

Abstract The 21st century is the era of big data. Data is growing at a massive amount of time, and the value of data itself is increasing rapidly. In the era of big data, the demand for security continues to increase, and traditional methods are obviously unable to meet the increasing demand. As a trust-building machine, blockchain technology, especially the multi-center architecture and multi-institutional cooperation scenarios of the alliance chain, satisfies the needs of cross-domain authentication among regions, industries, and enterprises. The purpose of this article is to analyze and discuss the application of blockchain technology in the supply alliance chain under the time domain of big data. This article first introduces the core technology of blockchain through an overview of blockchain theory, and analyzes the status quo of supply alliance chains. Finally, it integrates big data and blockchain technology to explore the supply of blockchain technology in the time domain of big data. Experimental research shows that compared with the traditional supply alliance chain technology, the supply alliance chain that applies the blockchain technology in the big data time domain is more feasible.

Objective: To determine the research hotspots and trends in the field of extracorporeal membrane oxygenation (ECMO), and to provide a reference for further and wider research in the future.Methods: The literatures on ECMO from January 2011 to July 2021 in the Web of Science Core Collection (WOSCC) database were searched, and Citespace5.8.R1 software was used to conduct bibliographic and visual analysis on the literature by country, institution, author and keywords.Results: A total of 5,986 articles were enrolled. According to an observation, the number of articles published in the past decade has increased, especially from 2019 to 2020. The USA had the largest number of publications, while less ECMO related studies were conducted among non-developed countries. The University of Michigan (Univ Michigan) was the institution that had the largest number of publications and the highest centrality, and Daniel B was the author who had the largest number of publications. However, more inter-institutional cooperation among author teams was needed. The focus of existing ECMO research has primarily been on the treatment of patients suffering from severe cardiopulmonary failure, and the prevention and management of complications during the application ECMO.Conclusion: Inter-regional and inter-institutional cooperation and exchanges should be carried out among ECMO research teams and institutions. The suggested research direction is to further broaden the application scope of ECMO, while determining the ways to reduce the incidence of complications and the cost, cultivate specialized team talents, and promote the application thereof.

European integration is a very important process in Albania being accompanied with many requests that asks for implementing the right answers. One of these requests, in order to reach out the European values, is the fair recruitment in public administration Even though, the profile of employees in public administration is strongly related to the inside power of government and national framework, the public administration performance as a whole is a key dimension of being dressed with EU standards. The public administration reform, which started in 2013 is still a prolong process, which keeps improving also the recruitment in public administration. Basically, the most crucial changes are referred to civil service system. This paper aims to: analyze some issues of the approximation level of Albanian legislation towards recruitment according to EU standards; presenting some alternatives on how this process can be improved by strengthening institutional cooperation; giving some practical issues for recruitment in local governance, too.

Identification of the victims is considered as one of the most important initial steps in the management of a mass disaster. Comparison of ante-mortem and post-mortem fingerprints (ridgeology), dental data and DNA profiles have been  recognized as primary identification methods for Disaster Victim Identification (DVI). However, facial recognition and personal belongings are the widely used tools of identification in large disasters. A series of bombings hit Sri Lanka on the morning of 21 st of April 2019. In the city of Colombo around 131 people died. Most of the identifications were achieved through visual recognition, with a minor percentage by odontology, genetics and fingerprints. The procedure adopted in the response to the disaster is described in this paper highlighting the importance of advanced preparedness, inter-institutional cooperation, the empathetic approach in caring for the grieving families and the procedure to adopt in visual recognition in DVI.

Resumo: Este artigo aborda os direitos de proteção das mulheres no contexto do meio ambiente. O objetivo é identificar, nas ações estratégicas do Plano Nacional de Políticas para Mulheres, a defesa ao acesso às fontes de energia eficientes e o combate às formas de violência contra as mulheres e meninas geradas por setores de grandes obras. Os Planos revelam que as mulheres são mais afetadas pela falta de acesso e insegurança quanto à disponibilidade e gestão sustentável da água e saneamento; e pela insegurança quanto ao acesso confiável, sustentável, moderno e a preço acessível à energia para todos, situações agravadas pelo mau uso dos recursos e mudanças climáticas. Os efeitos das grandes obras sobre as mulheres são o crescimento da prostituição e da violência, devido à exclusão do mercado de trabalho, deixando-as sem alternativas e mais vulneráveis. Conclui-se que, a defesa e garantia do direito ao meio ambiente saudável e sustentável, em relação aos aspectos legislativos e jurídicos é papel do Estado. A sociedade civil pode enfrentar atos que violam esse direito mediante, por exemplo, cooperação organizacional e institucional e ações educativas. Palavras-chave: direitos das mulheres, bioética, meio ambiente saudável, justiça social, combate à violência, inclusão social.Abstract: This article addresses women's protection rights in the context of the environment. The objective is to identify, in the strategic actions of the National Plan of Policies for Women, the defense of access to efficient energy sources and the fight against forms of violence against women and girls generated by sectors of major works. The Plans consider that women and girls are most affected by the lack of access and insecurity regarding the availability and sustainable management of water and sanitation; and insecurity as to reliable, sustainable, modern and affordable access to energy for all, situations aggravated by the misuse of resources and climate change. The effects of large companies on women are the growth of prostitution and violence, due to exclusion from the labor market, leaving them without alternatives and more vulnerable. It is concluded that the defense and guarantee of the right to a healthy and sustainable environment, in relation to legislative and legal aspects, is the role of the State. Civil society can face acts that violate this right through, for example, organizational and institutional cooperation and educational actions.  Keywords: women's rights, bioethics, healthy environment, social justice, combating violence, social inclusion.

COVID-19 has impacted multiple sectors of life. Experts believe that regional cooperation is a key effort that should be done to deal the COVID-19 pandemic. Regional cooperation starts with common interests among parties and provides benefits for every country involved in it. This article provides an overview of the socio-economic impact of COVID-19 as well as a comparison of the forms of regional cooperation carried out by Association of Southeast Asian Nations (ASEAN) and the European Union (EU) in responding COVID-19. This study uses literature studies in data collection. From the results of several studies that have been carried out before, both regions chose to conduct cooperation in the health and economic fields to respond to COVID-19. ASEAN's response in responding to the pandemic can be seen stronger in the principles of partnership that have been established with several partner countries. In addition, the principle of solidarity, exchange of information, knowledge, as well as strengthening institutional cooperation in ASEAN itself is an important point in the regional cooperation carried out. On the other hand, in addition to cooperation in the health sector, EU focuses on financial instruments among its collaborative approaches in the availability of aid packages to banking actors and institutions. The package of assistance provided by the EU to avoid market distortions and revive economic sectors is provided through the provision of credit and liquidity.
