Understanding land use functions (LUFs) value is critical for implementing sustainable land resources management and optimizing territorial space in China. However, existing research insufficiently portrays the contributions of land use to economic activity and people’s well-being. To address this crucial absence, this paper attempts to clarify the connotation of LUFs’ value and the logic of LUFs’ optimization under the national territorial space planning system by applying the “demand–function–value” integrated framework. Based on this framework and taking Zhangjiakou City as a case study, we classified LUFs into economic, social, and ecological functions. Then, we assessed the monetary value of LUFs at the grid level using spatialization and environmental economics methods. Besides, we analyzed the evolutionary characteristics of LUFs and their diversity and dominance. The results showed that the total value of economic, social, and ecological LUFs increased continuously between 1990 and 2015. Spatially, the ecological function showed an opposite pattern to that of social and economic functions. Additionally, the dominant role shifted from ecological function to social function, and the dominant functional combination changed from ELP-ENS-ST to SP-ENS-ELT over this period. Lastly, this paper proposes that policymakers identify and optimize ecological–production–living space through LUFs’ value assessment and coordination. The results provide a new methodological insight into the assessment and coordination of LUFs and adaptive land use management.

The potential of property rate has been least tapped by decentralized governments in Ghana. This paper investigates the property rating system in Ghana through a case study of Offinso South Municipality (OSM). Questionnaires were used to gather empirical data from property owners in the municipality. The paper finds that there is inadequate property tax administration system and high public disdain for the property tax in OSM, with a significant association between compliance with the property tax and land use regulations in OSM. The paper suggests that the Offinso South Municipal Assembly (OSMA) should improve its land use planning system to facilitate voluntary compliance with the property tax. OSMA should also address accountability and transparency problems in the property tax system in order to increase public confidence in the tax regime. The OSMA should also improve on the property tax collection modes by computerising the billing and collection processes.

Abstract Context. Land use change drives a host of sustainability challenges on Earth’s grasslands. To understand the relationship between changing land use patterns, human well-being, and ecosystem services, research is needed into land use transitions on privately-owned grasslands. Such inquiry lies at the intersection of land system science and landscape sustainability science. Objectives. This study investigated land use change in a mountain cattle ranching community in the Sierra Nevada, California. The research objective was to highlight the drivers and constraints of identified land use transitions and the types of landowners and policies influencing ecological outcomes. Methods. This research used a mixed methods case study based on participant observation, 30 semi-structured interviews, and analysis of land cover and real estate data from California’s Farmland Monitoring and Mapping Program, USDA CropScape, and a local real estate sales database. Interviews were conducted with ranchers, public agencies, and conservation and real estate industry representatives, and analyzed with the constant comparison method using Nvivo 12. Results. Land use transitions in the case study region include agricultural intensification, residential and solar development, and disintensification from amenity migration. These transitions were influenced by decreasing land access and water availability, remote work, intergenerational succession, and conservation policy. Conclusions. By highlighting influences on working lands, this study can be applied to improve the uptake of conservation policies. For the future, several factors appear critical to conserving ecosystem services on private grasslands: ensuring grazing lands access, income diversification, groundwater regulations, agriculture-compatible conservation easements, and land use policies supporting ownership transition to amenity purposes rather than low-density residential development.

Ecosystem services (ES) are a fundamental component of well-being and sustainable urban development with tremendous potential to enhance urban planning. Recently, several studies have evaluated the environmental performance of urban plans using the ES approach. To strengthen this science-policy integration, it is still necessary to perform ES assessments within the urban planning practice as well as to collect empirical evidence on the impacts of envisioned planning measures on the supply of ES in urban environments across the world. In this research, we analyzed the state-of-the-art of China’s new environmental governance, which aims to change China’s land use policy and particularly the role of Green Infrastructure (GI) regarding urban planning and ES. We focused on the Shanghai Baoshan district Master Plan as a case study, and analyzed it under the lenses of the supply of ES using the matrix approach. We ascertained the supply of ES as delineated in the ecological network plan for 2035, and developed an evaluation framework based on CICES v5.1 and two expert workshops. Our approach used an integrated preliminary ES-assessment, and evaluated the consequences for the supply of ES in Baoshan district, which is adaptable to varying urban geographies. The results of our assessment show that, if realized as planned, the district will increase the overall supply of ES, especially regulating and cultural services, that play an important role within GI on the urban level. In general, the land use plans should include fine-grained information within building blocks to allow for even better assessing of the spatial structure of the supply of ES

AbstractThe purpose of this study was to identify compatibilities of land-use patterns resulting from adjacent functions within the rural commune of Oleśnica. The analysis was made based on the relevant studies of conditions and directions of spatial planning, as well as a field inventory. The results of the studies show that the applicable planning document became a potential source of spatial conflicts. On these grounds, a negative assessment was given to the functioning spatial planning system, which, according to the premises of spatial order and sustainable development, should prevent them. The existing incompatibilities are the result of issues with coordination of the local spatial policies. As a consequence, they cause an urban development chaos, lack of proper space shaping, environmental damage and lower the residents‘ quality of life.
