The sustainable development of transport is fostered by innovations. To implement innovations, the European Commission issues different regulations, programs and initiatives and the European Transport Policy has a significant impact on transport policy in the member states. At the same time, transport policy is dynamic and requires new solutions that will allow the planned goals to be achieved. In this context, it is important to analyze the effectiveness of the current innovation policies, and to create recommendations for future actions that bring innovations to the market. This article concerns the subject of innovation policy in the transport sector. It illustrates the possibility of applying one of the methods of the multiple criteria decision aid, i.e., the simple additive weighting (SAW) method to assess the European Union (EU) and national policy measures in surface transport in terms of their influence on the market take-up of innovations. The use of this method allows for the analyzed policy measures to be contemplated in terms of various criteria and to identify those that best meet the adopted criteria, and thus those that could contribute the most to the stimulation of innovation. The article focuses on the method itself, indicating its flexibility and ease of use, while the analyzed collection of policy measures constitutes only the background of the deliberations.

Defining the economic role of the various modes of freight transport should be one of the basic ingredients of both an economically rational transport policy and the effective functioning of the existing free freight transport market in South Africa. In the interest of the national economy and in the commercial interest of freight carriers, national policy on freight transport should take cognisance of (1) why governments involve themselves in transport, (2) the policy instruments of governments that affect the performance of the freight transport sector, and (3) the salient economic features of the freight transport market that should be considered in the formulation of transport policy. The goal of the research was to compile an overview of these three aspects. The research approach and methodology combine (1) a literature survey; (2) an analysis of the cost structures of freight transport modes; and (3) interviews conducted with specialists in the freight transport industry.

Aim of multiple criteria decision-aid (MCDA) methods is to find the best alternative among the ones that are available or to rank alternatives in the order of preference. There are the following core pillars of the methods: the set of criteria and matrix with values of criteria that characterise the evaluated alternatives (decision matrix); and vector of weights that reflect relative importance of criteria. Usually, two types of criteria are used by researchers. Maximising criteria (e.g. profits) reflect a better situation whenever the larger value has been attained. While in case a criterion is minimising (e.g. costs), the better situation is reflected when its value is smaller. Such situations, when the best value of a criterion has a certain value, which differs from the maximal or the minimal, are usually not considered. This paper aims to fill this gap. Such criteria will be named as criteria with a-priori chosen optimal values. The aim of the paper is to propose appropriate types of transformation for criteria with a-priori chosen optimal values. Such transformations appear to be general and can be used with all three types of criteria.

Transport pricing has been an actively debated topic in the European Union for a number of years. This debate has been stimulated both by the European Commission policy and by a multitude of national policy initiatives. A central theme in this debate is the issue of the public and (linked to this) political acceptability of pricing measures. Indeed, concerns about acceptability now constitute the most significant single barrier to implementation, especially in the road transport sector. The results of recent research undertaken on behalf of the European Commission into the acceptability of different transport pricing measures to professionals and citizens and the factors influencing their acceptability are reported.

The article refers to the phenomenon of autonomous vehicles in the transport policy of the European Union. Their use in practice results in the need to implement new solutions in the fields of technology, law, economics and politics. The European Union is taking various steps to prepare the Member States for an autonomous revolution. The aim of the article is to conceptualise the basic problems that can be investigated in the subject matter of autonomous vehicles as well as to analyse the position and strategy of the European Union towards autonomous transport. The article uses the decision method. Among the research findings, it should be pointed out that the EU as an international organisation is open and prepared to address the challenges posed by the implementation of autonomous transport. It takes effective action to coordinate the application of new solutions at the national level (in the Member States) as well as at the transnational level. In this way, the transport sector has the chance to dynamically develop and maintain its prominent position as a key sector of the EU economy. The implementation of innovative transport solutions is a conditio sine qua non for the future of this sector.
