A variety of policy types are available to foster the transition to a low-carbon economy. In every sector, including transportation, heat and power production, policymakers face the choice of what type of policy to adopt. For this choice, it is crucial to understand how different mechanisms incentivize investments in terms of improving their profitability, shaping the flexibility available for investors, and how they are affected by the surrounding uncertainty. This paper focuses on transportation-biofuel policies, particularly on the financial incentives put on the bio-component of fuel and the combination of using penalties and tax-relief. Delivery of vital policymaking insights by using two modern simple-to-use profitability analysis methods, the pay-off method and the simulation decomposition method, is illustrated. Both methods enable the incorporation of uncertainty into the profitability analyses, and thus generate insight about the flexibilities involved, and the factors affecting the results. The results show that the combination of penalties and tax-relief is a way to steer fuel-production towards sustainability. The two methods used for analysis complement each other and provide important insights for analysis and decision-making beyond what the commonly used profitability analysis methods typically provide.

Increased use of fossil fuels has contributed to global warming due to greenhouse gas emissions, which has led countries to implement policies that favor the gradual replacement of their use with renewable energy sources. Wind expansion in Brazil is a success story, but its adherence to distributed generation is still a big challenge. In this context, the authors of this paper argue that the development of robust and viable distributed power grids will also depend in the future on improving small wind generation as an important alternative to the diversity of decentralized power grids. In this study, the authors present an overview of the small-sized Aeolic (or wind) energy market in Brazil, with the objective to support the debate regarding its expansion. Promoting the small wind market in Brazil is still a big challenge, but lessons can be learned from the United States. In this context, the article uses the United States learning curve, analyzing barriers that were found, as well as public policies implemented to overcome them. The lessons learned in the American market may guide public policies aimed at fostering this technology in Brazil. If technological improvements, certification and introduction of financial incentives were implemented in Brazil, the small wind industry chain could grow substantially, building a trajectory to promote the low carbon economy.

Abstract:: The emerging field of hydrogen biology has to date mainly been applied in medicine. However, hydrogen biology can also enable positive outcomes in agriculture. Agriculture faces significant challenges resulting from a growing population, climate change, natural disasters, environment pollution, and food safety issues. In fact, hydrogen agriculture is a practical application of hydrogen biology, which may assist in addressing many of these challenges. It has been demonstrated that hydrogen gas (H2) may enhance plant tolerance towards abiotic and biotic stresses, regulate plant growth and development, increase nutritional values, prolong the shelf life, and decrease the nitrite accumulation during the storage of vegetables, as well as increase the resilience of livestock to pathogens. Our field trials show that H2 may have a promising potential to increase yield and improve the quality of agricultural products. This review aims to elucidate mechanisms for a novel agricultural application of H2 in China. Future development of hydrogen agriculture is proposed as well. Obviously, hydrogen agriculture belongs to low carbon economy, and has great potential to provide “safe, tasty, healthy, and highyield” agricultural products so that it may improve the sustainability of agriculture.
