The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and “Right to the city” coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically.

Nonprofit organizations that primarily provide social or health services can play an important role in policy advocacy, as indicated by recent research. Less is known about how and why they participate in policy advocacy, and concerns remain that their advocacy is overly self-interested. This case study of an urban immigrant health policy advocacy coalition made up primarily of service-providing nonprofits in New York City suggests that (a) service-providing nonprofits’ insights as daily case-level advocates for their clients generate unique contributions to policy change agendas, particularly at the policy implementation level rather than at the legislative level; (b) these organizations do not necessarily see a conflict between their organizational survival imperatives and social change objectives, nor between case-level and higher level advocacy; and (c) a coalition structure, leadership by an experienced advocacy organization, and dedicated foundation funding can elevate case advocacy concerns into a higher level and more sustained advocacy agenda.

A prática de policy advocacy implica em dar voz política a uma mensagem ligada à defesa de uma causa, como instrumento de influência da opinião pública e dos tomadores de decisão. O presente artigo visa contribuir para fomentar os estudos sobre a ascensão do fenômeno de policy advocacy na contemporaneidade e suscitar o debate desta temática no âmbito acadêmico nos campos de estudos de Direitos Humanos e Políticas Públicas. Complementarmente poderá corroborar com a discussão da temática entre os tradicionais atores de direitos humanos e políticas públicas no Brasil, pois sabe-se que o desenvolvimento de estudos planejamento de estratégias de policy advocacy é de interesse das organizações nacionais e internacionais do terceiro setor, de grupos de pressão, think tanks, movimentos sociais, mídias tradicionais e sociais e do próprio governo. Face ao exposto, o presente artigo objetivou levantar as divergências conceituais acerca da definição de policy advocacy por intermédio da metodologia de revisão sistemática da literatura e análise de conteúdo, demonstrando a evolução conceitual e seus distintos pontos de vista, de modo a contribuir para a construção de um conceito adequado para a literatura nacional, contemplando a característica interdisciplinar dos campos de estudos de Direitos Humanos e Políticas Públicas. A partir de uma revisão sistemática da literatura constatou-se que no Brasil, ainda são recentes as pesquisas sobre policy advocacy e, a princípio, a maioria dos estudos concernentes a esta temática apresentam ênfase nos modelos de análise e na caracterização dos processos de negociação das políticas setoriais específicas, estando o termo policy advocacy fortemente associado às terminologias de Advocacy Coalition Framework (ACF), Advocacy e Media Advocacy.

The concept of sustainable development has been criticized for its broadness and ambiguity that permits different interpretations in separate views. However, the prior studies on sustainable development generally relied on survey data, so they have some limitations that preclude congruent conclusions. In contrast to prior studies, we used Q methodology, which is designed to investigate subjective perceptions as it is. This study aims to explore the South Koreans’ perceptions of sustainable development among various stakeholders such as experts, bureaucrats, legislatures, civic group members, company employees, and journalists. Based on the hierarchical belief system of the advocacy coalition framework, we classified all statements into three categories: core value, policy core, and secondary aspects. Using Q methodology, we extracted five types: (1) democrat; (2) idealist; (3) green growth advocate; (4) skeptics; and (5) elitist. We examined the distribution of the five types according to a hierarchical belief system, and discussed implications of the findings.

                This paper aims to investigate the dynamic of environmental policy making in the effort of attaining sustainable development. Using Advocacy Coalition Framework (ACF) as a framework of analysis, our study was conducted in the Kendeng environmental conflict, Rembang Regency. Utilised both primary and secondary data on conflict properties from cement industry’s proponents and opponents, researchers obtained vigorous data and evidence through which the ACF may offer a comprehensive explanation on policy process and change.                 Finding shows that the coalition of actor has a pivotal role to influence value and behaviour among policy actors in the Kendeng environmental conflict. The result of this study fills the lacuna of research which focuses the main discussion on advocacy coalition actor-based policy analysis. It also offers a policy agenda focusing on the belief system actor-based policy analysis in which Government of Indonesia worth to consider in the policy making process.

We aimed do analyze the configuration of the relationships established among intergovernmental/transnational organizations that have been ahead for institutionalizing the idea of the right to sport from 1968 to 1978. We used analysis of documents under the theoretical perspective of the Advocacy Coalition Framework. It was seen that the organizations started a coalition to defend a belief system regarding the idea of the right to sport. However, such a movement was not contrary to the elite sport. It can be concluded that the institutional construction process of the idea of the right to sport in an international context occurred in a nonconflicting way with a partnership of actions, despite a certain difference of beliefs.
