ASSESSMENT OF THE ELECTROMAGNETIC ENVIRONMENT AND RADIO MONITORING OF SIGNAL PROPAGATION AND RECEPTION CONDITIONS

Рассматривается технология комплексного радиомониторинга излучений в заданной географической точке. Полученные результаты сопоставляются с разрешенными уровнями излучений. Технология направлена на решение задач оценки условий распространения и приема радиосигналов, планирования использования радиочастотного спектра (РЧС), выявления помех и других проблемных ситуаций, связанных с обеспечением электромагнитной совместимости ( ЭМС) действующих и перспективных радиосредств. The article describes the technology of complex radio monitoring of emissions from multiple radio sources. The measurement data are compared with the permitted emission levels. The application of the technology helps to assess the conditions for the propagation and reception of radio signals, planning the use of the radio frequency spectrum, identifying interference and other problematic situations related to electromagnetic compatibility of existing and promising radio facilities.

Deployment of space systems based on multi-satellite constellations to provide broadband Internet access and communication services acutely raises the question of their radio frequency support including issues of electromagnetic compatibility (EMC) between competing space systems using multi-satellite constellations (StarLink, OneWeb, Kuiper, etc.), their EMC with traditional space systems (satellite communication systems that employ spacecraft in geostationary and non-geostationary orbits, space systems of other services), as well as regulatory issues of entering into service and staged deployment of space systems. The article formulates the problematic issues of radio frequency support of modern space systems taking into account the trends of satellite constellations deployment and proposes the solutions with consideration to international and national requirements in the regulation of radio frequency spectrum including the ITU requirements and the requirements of Russian State Commission for Radio Frequencies. The paper shows the ways to share the radio frequency spectrum to meet new requirements of the World Radiocommunication Conference 2019 (WRC-19).

The article presents scientific and technical proposals on the possibility of joint use of radio frequency spectrum of the fifth-generation mobile radio communication means and existing departmental radio-electronic facilities. On the basis of the load analysis, using the method of theoretical assessment of electromagnetic compatibility, the norms of territorial diversion between radio means are obtained. On the basis of the results of the calculations, it is possible to determine the subbands in which the joint use of radio means is possible, subject to optimization of the frequency-territorial plan and implementation of technical and organizational measures to ensure electromagnetic compatibility.

A technique of estimating the possibility of distribution (allocation) of frequency bands for single-frequency systems is proposed. The technique provides the valueof the radio-frequency spectrum unavailable for singlefrequency systems in the specified territorial area and frequency band according to the conditions of electromagnetic compatibility with existing radioelectronic equipment. A system of criteria for evaluating the possibility of allocating frequency bands for singlefrequency systems is proposed. Предложена методика оценки возможности распределения (выделения) полос частот для одночастотных телекоммуникационных систем. Методика предусматривает определение величины адиочастотного спектра (РЧС), недоступного для одночастотных систем в заданном территориальном районе и полосе частот по условиям электромагнитной совместимости (ЭМС) с существующими радиоэлектронными средствами (РЭС). При этом учитывается групповое помеховое воздействие радиоэлектронных средств одночастотных систем на существующие РЭС. Предложена система критериев оценки достаточности доступной части спектра для удовлетворения потребностей в этом ресурсе одночастотных систем.

When designing satellite communication lines and calculating service areas, any unfavorable combinations of signal propagation conditions are taken into account, which, during operation of the repeater, leads to a significant underestimation of the calculated signal level in comparison with the actually provided one. Under these conditions, control of the compliance of the declared characteristics with the real level of the power flux density created by the satellite repeater at the earth’s surface in order to ensure electromagnetic compatibility is the most priority task. When conducting radio monitoring of satellite communication lines using active diagnostic methods, it is necessary to rationally determine the parameters of diagnostic signals so that they meet the conflicting requirements for their confident reception after being relayed by a satellite without disrupting (reducing the capacity) of the functioning of satellite communication lines. Mathematical modeling of the retransmission path of diagnostic signals in the multi-station repeater mode, taking into account the relative spatial location of the satellite, the service area and the radio monitoring station, has been carried out. The model takes into account most of the known factors and features of the propagation of radio signals in satellite communication lines in relation to various statistical phenomena in the atmosphere (refraction, signal depolarization), as well as the instability of the position of the satellite in orbit and the associated variability of the boundaries of the coverage area. As a result of the simulation, it was concluded that under conditions of a priori uncertainty about the polarization parameters used on board the monitored satellite of the antennas, there is a fundamental possibility of active diagnostics of the repeater shafts without weakening the diagnostic signal due to polarization mismatch.

The background noise is one of the key factors that interferes the radio monitoring. How to efficiently extract original signals from noises is important for the signal-to-noise separation algorithm. Recently, several algorithms have been proposed to extract signal on certain conditions, which also have their limitations. This paper first reviews and discusses the existing signal-to-noise separation algorithm. Then, we propose a piecewise adaptive threshold algorithm based on the principle of smoothing filter. The algorithm can be adjusted adaptively with the change of the external electromagnetic environment, and can be applied in a wide monitoring frequency bands.
