Іn the article the decision of problem of counteraction to the illegal booty of jewels of оrganogenic formation is presented by his legalization and analysis rows of normative documents that set the special order of the use of bowels of the earth for this aim. It is indicated that among crimes that trench upon the natural resources of country, most latent, and to the volume, the least investigational is exactly this type of criminal offence. The concept of amber is given in a publication, and it is indicated in what the duties of users of bowels of the earth, and also the certain basic requirements during working mine of minerals and the basic requirements, consist in industry of guard of bowels of the earth Procedure is exposed and in detail taking title of sing the bowels of the earth is described for mining, in particular, she is begun with development in accordance with the current landed legislation of project organization of the use of land in relation to talk in of lot land for mining, realization of examination and estimation of the found out supplies of minerals all right established by the State Commission of Ukraine for Mineral Resources, obtaining a single subsoil use permit after coordination with the competent authorities, approval of the project for the development of a mineral deposit, obtaining land for subsoil use and ends at the time of state registration of property rights to the land. Socio-economic and legal factors of the problem of illegal amber mining are determined. The attempts of the legislator to regulate the issue of amber mining from its illegal fishing by developing numerous bills, issuing decrees and orders have been studied. Their shortcomings and positive directions are revealed. The socioeconomic and legal preconditions for illegal extraction of precious stones of organogenic formation are indicated.

This article addresses the gap between normative expectations of the right to protest in liberal democracies and the continued practice of repressive protest policing. The empirical literature has identified three types of factors explaining repressive policing: macro- or societal-level factors, meso-level factors relating to the police organization, and micro-level factors pertaining to specific events. Yet these factors provide only a fragmented understanding of the phenomenon. In this article, we put forward a novel three-tiered methodology of scaled reading, which is able to examine all these explanations together. We use scaled reading to analyze the protocols of the Or Commission of Inquiry, which investigated lethal clashes between the Israeli police and Israel’s Arab minority in October 2000. Through large-scale algorithmic topic modeling, we found that all types of empirical explanations of repressive policing co-exist within the October events. The mid-scale analysis revealed that no type of explanation exclusively belongs to a specific group of actors. The small-scale reading of the most representative documents for each topic demonstrated that this coexistence of mechanisms is also present within single testimonies. Together, our findings challenge existing empirical categories and illuminate repressive policing as a nonlinear, nonbinary, noncausal, and nonunitary phenomenon. These insights help make sense of the phenomenon’s persistence in deeply divided societies.

Abstrakt: W konkluzji partyjnej komisji wysłanej w 1972 r. do Zakopanego stwierdzano, że „państwo w Zakopanem zostało postawione w sytuacji gorszej niż w kapitalizmie, bowiem zostało zepchnięte na pozycje nawet nie nocnego stróża, ale bezpłatnego dróżnika i zamiatacza ulic”. Na tę swoistą „autonomię Podhala miały wpływ uwarunkowania historyczne, społeczne, kulturowe i geograficzne, typowe dla społeczeństw (wysoko)górskich na całym świecie. Z drugiej strony ważnym aktorem było pod Tatrami również państwo, które od początku lat 50. do końca lat 80. XX w. próbowało objąć ścisłym nadzorem turystykę i sport, sektory decydujące o wizerunku i znaczeniu Zakopanego i regionu tatrzańskiego. Polityka taka napotykała jednak na szczeblu regionalnym na bardzo silne ograniczenia i sprzeciwy. Z jednej strony przyczyną tego stanu rzeczy były specyficzne sieci społeczne łączące sektor prywatny ze strukturami samorządowymi, państwowymi i partyjnymi, a nawet z milicją i wymiarem sprawiedliwości. Z drugiej zaś tylko dzięki przymknięciu oczu na często sprzeczną z obowiązującym prawem aktywność gospodarczą aktorów społecznych, zarówno górali, jak i przyjezdnych, było możliwe – przy niewydolności organizacyjnej państwa – zaspokajanie rosnących błyskawicznie po 1956 r. potrzeb modernizującego się społeczeństwa na usługi rekreacyjne. Dopiero w pierwszej połowie lat 70. socjalistyczne państwo było w stanie, dzięki zwiększonemu finansowaniu, zapewnić w miarę racjonalny rozwój infrastruktury turystycznej (np. Hotel Kasprowy). Jednak już od drugiej połowy lat 70. strukturalny kryzys systemu i w następnej dekadzie jego całkowita dezintegracja doprowadziły do sytuacji, w której instytucje państwowe musiały ustąpić pola aktorom społecznym. Summary: The conclusion of the state commission addressed in 1972 to Zakopane was: “in Zakopane, the state is in a position worse than in capitalism. It has been reduced to the role of not even a night-watchman, but of an unpaid street-sweeper”. The peculiar “autonomy” of Podhale-Region was affected by historical, social, cultural and geographical conditions that are usually mentioned, on the other hand the state was also an important actor and nowise ambiguous. The tendency to take a strict supervision of sectors decisive for the image and the importance of Zakopane and the Tatra region – tourism and sport, existed at the central level since the mid of ‘50s to the ‘80s, but at the regional level, the policy encountered very strong limitations. On the one hand, the reason for that was the emergence of specific social networks linking the private sector with the structures of local government, state and party, or even with the police and judicatory, on the other only thanks to them it was possible – under the organizational inefficiency of the state – to fulfill the modernizing society needs for leisure and related services, that were instantly growing after 1956. Only in the first half of 70s the socialist state was able to provide a relatively rational program, thanks to being an influential factor for modernization mostly thanks to still being in disposal of material resources. However, in the period of disintegration of the system, in the end of ‘70s and in the ‘80s, state’s program was no longer a barrier and alternative for the social actors.

The article presents the results of studying the genotypes of peas by a complex of breeding valua-ble traits. The research was carried out in 2014-2021 in accordance with the methodological guidelines of the VIR and the State Commission for Variety Testing of Agricultural Crops. The objects of study are 59 collectible varieties of peas of various morphotypes, the standard is the Krasnoufimsky 93 variety (Sverdlovsk region). The aim of the work was to isolate the genetic sources of peas by a set of traits for further use in the breeding process. The weather conditions during the study period were contrasting, which allowed the most objective assessment of the studied samples. Grain yields ranged from 126 g/m2 (2021 g) to 468 g/m2 (2014 g). As a result of the study, varietal samples were determined that significantly exceeded the standard for grain yield. The highest yield on average for 2014-2021 was obtained from samples Tigra (Germany) – 437 g/m2, Stabil (Austria) – 376 g/m2, Grana (USA) – 353 g/m2, G-21594 (Kirov region) – 340 g/m2, G-24596 – 331 g/m2, etc. Genotypes with high indicators of productivity elements were identified. The maximum value of the number of productive nodes was noted in the Serio variety (USA) – 4.6 pcs., the number of beans – in G-21594 (7.5 pcs.), the number of grains – in the Verkholuzskaya variety (Komi Republic, 32.2 pcs.), productivity – in the Stabil variety (6.6 g). Most of the studied genotypes (78%) had a mass of 1000 seeds 150-250 g. The largest seeds were characterized by sample No. 40 (Bulgaria, weight of 1000 seeds 340 g). It was found that the grain yield, the number of productive nodes, beans and grains per plant differed the most in the studied cultivars, the mass of 1000 seeds varied slightly.

This research focuses on the phenomenon of the large number of state commissions in Indonesia, especially in the post-reform era. The purpose of this study is to describe the classification of state commissions in Indonesia. Furthermore, through the idea of simplifying the state commission, it will be able to overcome the problems that often occur due to the large number of state commissions. Through doctrinal legal research using a conceptual and comparative approach, it is known that state commissions are formed as a form of democracy, where there are independent institutions with the main task of supervising the three axes of state power (trias politica), especially in the sphere of government power. This state commission has a legal basis for the formation of various institutions through laws, government regulations, or presidential regulations so that not all state commissions have an equal position in the state administration. Furthermore, the incidental and responsive nature of the formation of state commissions often results in overlapping powers of state commissions. In order to resolve this, the idea is to make simplifications for the current State commission. The act of simplification is carried out by only maintaining a few State commissions that are capable of supporting the spirit of democracy in the State. Meanwhile, other commissions were merged into institutions of other countries. Furthermore, it is given legitimacy based on law to the State commission, so that it is not difficult to determine its position in the Indonesian constitutional system

The article discusses the issue of frost resistance of varieties and samples of winter wheat sown at different depths, in the extreme conditions of Karakalpakstan. Both a decrease and an excessive deepening of sowing leads to a significant decrease in their resistance to low temperatures, which negatively affects their subsequent survival in the spring-summer period. On the basis of the data, 2 varieties were selected, they turned out to be frost-resistant and differed in good yield and other valuable traits in comparison with the zoned varieties. They were transferred to the State Commission for Variety Testing of Agricultural Crops, under the name "Chimbay" and "Aral".

The results of breeding a promising variety of spring rapeseed 'Veles' are presented. The variety was created using chemical mutagenesis. The seeds of the 'Vikros' variety were treated with ethylmethanesul-fonate at a concentration of 0.03%, followed by the selection of lines characterized by early maturity, re-sistance to lodging, and improved biochemical composition of the seeds. The line № 834-16 is distin-guished by the accelerated development, the changed architectonics of the plant. The growth of lateral shoots begins from the base of the main shoot, the lower internodes are shortened, which increases the resistance of plants to lodging. Side shoots of the first order begin to bloom almost simultaneously with the main shoot. Flowering and maturation of seeds on shoots of different orders takes place simultaneous-ly with the central one, which contributes to the friendly maturation and equalization of the obtained seeds. Seeds are characterized by an increased fat content, contain less fiber. The content of crude fat va-ries from 47.4 to 48.8%, crude protein — 19.7–24.4%, crude fiber — 6.52–7.62%. In the composition of fatty acids, the content of valuable oleic acid is 7.15% higher than of standard. The average seed yield for 3 years of testing is 3.28 t/ha, which is 0.64 t/ha higher than the standard. The line was transferred to the State Commission for Variety Testing and Protection of Breeding Achievements under the name 'Veles'. The variety is resistant to lodging. Guarantees the production of 28–32 t/ha of green mass with a yield of up to 6 t/ha of dry matter. The low content of glucosinolates in seeds (11.6–13.9 mmol/g) will allow the use of seeds, cake and meal when feeding animals in high doses. The variety is approved for use from 2021 in 4 regions of the Russian Federation: North-West, Central, Ural and West Siberian.

The main purpose of the article is to draw attention to the occurrence of the phenomenon directly affecting maritime safety and consisting in driving, navigating and steering the vessel in water traffic by the manager of the vessel who is intoxicated or drunk. This constitutes a danger and hazard to the vessel, its crew and passengers on board, and may also lead to a maritime accident or incident involving other vessels. In addition, the lack of specific implementing regulations concerning the procedure in the event of ascertaining the above offence, with the simultaneous obligation to penalize such behavior, imposed by the legislator on bodies statutorily delegated to detect and prosecute, results in only a partial solution of the described problem. In this article, the author uses literature on maritime safety, interpretation of legal regulations in force in this respect and data obtained from maritime administration bodies and the State Commission for Investigation of Maritime Accidents.

The work was conducted in the laboratory of immunity of the V.S. Pustovoit All-Russian Research Institute of Oil Crops during 2016–2020. Twelve homozygous lines resistant to broomrape races A–G were developed from the sources of different origin. A line RG and other five: RGL1, RGL2, RGР1, RGР2, and RGВ, were described in the previous articles (Antonova et al., 2016, Araslanova et al., 2020) [1; 2]. Further new lines we named as 2RGB, 2RGN, 2RGL, 2RGS, 2RGNV, and 2RGA. We tested these lines for distinguishability, homogeneity and stability according to a technique “Sunflower (Helianthus annuus L.)” stated in a publication RTG/01/3 “Common introduction into testing of distinguishability, homogeneity and stability and compilation of description” of 22.07.2002 No 12-06/52 (Official bulletin of the State Commission No 6, 2002) [3]. The new lines also as the previous ones are differed from each other by their morphological traits, such as duration of a period from emergence to plants flowering, plants height, shape and color of a leaf and ray flower, etc. This description of the lines resistant to broomrape race G can be used in breeding practice at development of sunflower hybrids.
