The article presents scientific and technical proposals on the possibility of joint use of radio frequency spectrum of the fifth-generation mobile radio communication means and existing departmental radio-electronic facilities. On the basis of the load analysis, using the method of theoretical assessment of electromagnetic compatibility, the norms of territorial diversion between radio means are obtained. On the basis of the results of the calculations, it is possible to determine the subbands in which the joint use of radio means is possible, subject to optimization of the frequency-territorial plan and implementation of technical and organizational measures to ensure electromagnetic compatibility.

This article discusses issues regarding electromagnetic interference generated unintentionally by transport telematics systems and electronic security systems (ESS) located within a railway area. These systems should operate correctly, since they ensure the safety of both vehicles and passengers. The electronic devices they use are exposed to electromagnetic interference that may lead to incorrect ESS functioning. In order to determine the impact of electromagnetic interference on ESS, the authors measured unintentional low-frequency electromagnetic field generated by MV—15 and 30 kV—power lines. This enabled determining the areas with maximum values of electromagnetic interference. The next stage of the research was to develop an ESS operating process model that takes into account the impact of unintentionally generated electromagnetic interference on the operating process. Introducing the electromagnetic interference impact coefficient enables a rational selection of solutions aimed at protecting against electromagnetic interference through the application of technical and organizational measures.

This paper addresses the research problem of determining if relevant energy and water savings may be obtained in university campuses without significant investments, based mainly on “surgical” technical and organizational measures. With the creation of the “Sustainable Campus” project, in 2011, IST has been implementing a sustainability policy. A resource management policy has been accompanied by a permanent project team, which proposes the implementation of technical measures. This activity is performed in articulation with the operational management through integrated actions in a collective effort to reduce consumption. Without significant investments, the energy-saving measures implemented have consistently achieved a value of more than 20% in energy consumption when compared to the average annual consumption values of the past decade. Additionally, in 2018, water consumption was 58% lower than the reference baseline value of 2011. In 2018, specific projects were implemented in the area of sustainable mobility, with a focus on smooth mobility and sharing. This paper presents the “Sustainable Campus” project, its operational lines, and the results achieved in energy and water consumption and sustainable mobility.

SummaryThe last decades have brought about the rapid development of information technology, which was reflected in all areas of social life and economic. Unfortunately, the ongoing digitization and the presence of individuals, private entities as well as countries in the network makes them exposed to new types of threats that have never been seen before. The perpetrators of these threats may be individuals, organized criminal groups or foreign country interviews. Threats and vectors of attacks has many forms, and their evolution continues all along with the progressive development of broadly understood cyberspace. In order to be able to effectively fight with the increasing threats in cyberspace, not only technical and organizational measures are needed, but also the formal and legal framework to combat cyber-attacks. In this article, the authors discuss the legal comparison of the basics of cyber security against the Polish background and EU legislation.

The legislation establishes a general principle for the employer with respect to prevention and assurance of health and safety at work, including the elimination of risks and factors that may lead to accidents at work, occupational diseases and other damage to health at work. The employer should prevent possible damage to the employee's health by taking various technical and organizational measures to protect the health of employees. In the conditions of the Slovak Republic, measures of this type include stays in institutions providing occupational healthcare. The scientific paper summarizes the substantive conditions of the employee's right to receive occupational therapy in institutional care, it points out the application shortcomings of the current legislation and, at the same time, criticizes the legislation adopted in connection with measures to prevent the spread of corona virus, which complicates the process of granting the employee their right to receive occupational therapy in institutional care. The aim is to provide scrutiny of this institute in the area of employee health and safety at work as a specific feature of the Slovak legislation. From the experience of the Slovak application practice, the authors are inclined to believe that occupational therapy provided in institutional care is a socialist relic in a market economy rather than an inspiring best practice for European legislators.

The essence of the organizational-economic mechanism formation at the enterprises and its treatment are investigated. It is determined, that at present the unified scientific approach to the treatment of the notion «economic mechanism» and «organizational-economic mechanism» is not available. Being based on the analyses of the literature devoted to the problem of investigation the essence of the organizational economic mechanism of energy-saving, the statement of the notion of the organizational-economic mechanism of energy-saving has been proposed. It includes the system of interconnected economic and organizational components affecting the power recourses consuming and their application in industry, the latest achievements being taken into account. The proposed organizational-economic mechanism will facilitate the reduction of energy dependence, the growth of the production output competitiveness and the effectiveness of the innovation technologies application at the enterprises. The energy-saving was considered to be the kind of the power-resources saving activity at the enterprises which results in the fuel-energy resources consuming decrease or replacing of one type of power resource by the other. The main tasks of the mechanism are presented. It is shown, that the organizational-economic mechanism of energy-saving at the enterprises combines organizational and economic measures affecting both economic and organizational factors of energy-saving for productions of the product unit. It results in raising activity efficiency. In order to obtain the project level of energy efficiency the economic stipulation and financial inducement are expected by the mechanism. It is found that essence of the organizational economic mechanism of energy-saving at the enterprises provides the effective application of economic, engineering and organizational measures of the energy- saving, which will ultimately affect the significant economic effect at the enterprise. The essence of the organizational and economic mechanism of energy saving ensures effective use of economic, technical and organizational measures for energy saving.

In order to protect the rights and freedoms of individuals in the processing of personal data, each company had to take technical and organizational measures as of 25 May 2018 to meet the legislative requirements on the protection of personal data. This obligation also applies to transport services undertakings. At the same time, the company must regularly assess the security of the processing from the point of view of the nature of the processed personal data after the implementation of the measures. The periodic assessment should also ensure that the personal data processing undertaking in company is able to demonstrate that it has taken all reasonable and effective technical measures necessary in view of the nature, scale and purpose of the processing of the personal data it processes as well as the risks to rights and freedom of data subjects.
