It is customary in the Netherlands to celebrate just about any happy occasion with a speech and a glass of sherry or genever. So when our first volume of essays, Expansion and Reaction, came off press in December, 1977, we invited our friends in the vicinity to hear the then Minister of Development Cooperation J.P.Pronk. We have chosen to print his remarks because they illustrate from what viewpoint government officials view our activities. Pronk is now Professor at the Institute of Social Studies in The Hague and M.P. for the Dutch Labour Party.

This study aims to: (1) Explaining the background of life and thought Nugroho Notosusanto, (2) Explaining Nugroho Notosusanto policy in the implementation of the teaching of history in high school (1983-1985), and (3) Explaining the teaching of history in Senior High School (1983 to 1985 ). The method used is the method of historical research. Method according Kuntowijoyo historical research include: (1) selection of the topic, (2) the collection of resources, (3) verification, (4) interpretation, (5) historiography. The results showed that Notosusanto Nugroho is a historical figure who gave birth to a controversy of his thinking in the development of historical thought and history lessons at school (Senior High School). At the time served as Minister of Education and Culture, Nugroho implement a policy that is being debated for history courses. History is no longer integral in social studies (Social Studies), but stand-alone and appeared one more program that PSPB (National Struggle Historical Education). The reality of the application is indroktinasi through the lessons of history. The lesson of history serve as a means of legitimacy of power and the power of a group of the military. Keywords: Education Policy, Nugroho Notosusanto, History Teaching in Senior High School

Many people see social studiessubjects as easy subjects for it only requires memorizing and regard them as boring subjects, thus the learningtarget achievement is very low. The author expects that historical thinking as an alternative in developing learningtarget achievement and thinking competence, helps the development of an enjoyable and meaningful social studieslearning. The problems of the study are related to the model, theme, and historical thinking implementation in learningsocial studies. Basically, the assimilation of integrated model learning, connected model, integrated model in various themes is the development of thinking competence. History as a branch of social studiesis always related to the social studiessubjects. Teachers can build the theme in integrated learningin the basis of scholarly subjects (i.e. history), so the discussion themes can be more interesting and related to the value of nationalism. Teachers can compile the learningsyntax in integrated learningbased on historical thinking: chronological thinking, historical comprehension, historical analysis and interpretation, historical research capabilities, historical issues-analysis and decision making. In historical thinking synergy with scientific approach in 2013 curriculum, the students are able to do inquiry, in line with the principleof scholarly science. The author came into the conclusion that teachers can develop historical thinking in social studieslearningat any educational level because it is in line with the suggested scientific approach in 2013 Curriculum
