This paper presents a strategic roadmap to handle the issue of resource allocation among the green supply chain management (GSCM) practices. This complex issue for supply chain stakeholders highlights the need for the application of supply chain finance (SCF). This paper proposes the five Vs of big data (value, volume, velocity, variety, and veracity) as a platform for determining the role of GSCM practices in improving SCF implementation. The fuzzy analytic network process (ANP) was employed to prioritize the five Vs by their roles in SCF. The fuzzy technique for order preference by similarity to ideal solution (TOPSIS) was then applied to evaluate GSCM practices on the basis of the five Vs. In addition, interpretive structural modeling (ISM) was used to visualize the optimum implementation of the GSCM practices. The outcome is a hybrid self-assessment model that measures the environmental maturity of SCF by the coherent application of three multicriteria decision-making techniques. The development of the Basic Readiness Index (BRI), Relative Readiness Index (RRI), and Strategic Matrix Tool (SMT) creates the potential for further improvements through the integration of the RRI scores and ISM results. This hybrid model presents a practical tool for decision-makers.

The problem of increasing the efficiency of public administration is a key point that refutes or supports the methods and forms of power that are used, but only within the framework of efficiency criteria. The determining factor on this issue should be, first of all, socio-economic efficiency, that is, the universal consideration of public interests of Russian citizens. Taking into account the analysis of thematic sources on assessing the effectiveness of the public administration system, we can conclude that this category contains a combination of various results of managerial activity, both in the state and in the public sphere. The effectiveness of public authorities should take into account quantitative statistical indicators, but special attention should be paid to qualitative indicators, which should be assessed by the population of the subject of the Russian Federation. The purpose of evaluating the performance of public civil servants, heads of executive authorities is the introduction of an optimal and fair wage system both at the regional and federal levels. The article discusses the foreign experience of the CAF self-assessment model of public authorities, which is based on the selection of 9 criteria that correspond to the main areas that are taken into account when analyzing public authorities. Examples of evaluating the effectiveness of executive bodies in the Irkutsk and Kurgan regions are shown. The current and developed measure for assessing the effectiveness of the activities of executive bodies of state power and officials on the example of the Udmurt Republic is reviewed and analyzed.

Purpose The purpose of this paper is to develop an effective framework for implementing Lean strategies in small- and medium-sized enterprises (SMEs) in the Kurdistan Region of Iraq (KRI). Design/methodology/approach Based on the integration of LM tools and techniques with the Malcolm Baldrige National Quality Award (MBNQA) criteria a systematic Lean implementation framework for manufacturing SMEs has been proposed. The core values, drivers and tools of the proposed framework were further developed based on case studies in three SMEs in the KRI. Findings Proposed framework is able to provide a simple pathway for SMEs to systematically implement Lean techniques in seven functional areas in order to create Lean culture in the organisation. Business performance measurement in terms of profitability, customer satisfaction, employee’s satisfaction, competitiveness growth and ergonomic improvement is presented in favour of evaluating Lean outcomes appropriately. It also presents the experience of small firms in implementing Lean programmes to show that Lean is valid in SMEs. Research limitations/implications The framework concentrates only on the internal issues of the organisation, while external variables such as national culture and external support are excluded. Practical implications The framework assists improvements in SMEs that either initially attempt to start Lean journey or those that are at more advanced levels towards excellent-Lean manufacturing. The framework can also be used as a self-assessment model to determine the degree of Lean readiness. Originality/value To the best knowledge of the author, it is the first framework that integrates Lean techniques with MBNQA criteria to support Lean implementation in SMEs. It is also the first study regarding Lean-excellence in the KRI.

Penelitian ini bertujuan untuk mengembangkan instrumen asesmen diri guru pada aktivitas pengembangan keprofesian berkelanjutan yang handal. Metode penelitian yang digunakan adalah penelitian pengembangan yang mengacu pada lima tahapan dalam model Plomp. Subyek penelitian adalah guru SMA di Provinsi Nusa Tenggara Barat yang dipilih dengan teknik cluster random  sampling. Jumlah subyek penelitian pada uji coba awal sebanyak 350 orang dan uji coba lapangan utama sebanyak 950 orang. Pengumpulan data menggunakan kuesioner skala Likers (1-5). Pengujian validitas isi menggunakan expert judgment, sedangkan validitas dan reliabilitas empiris menggunakan analisis faktor konfirmatori (CFA) dengan bantuan program Lisrel 8.80. Hasil penelitian menunjukkan bahwa: (1) konstrak aktivitas pengembangan keprofesian berkelanjutan guru memiliki tujuh dimensi, yaitu: membaca, pengembangan pembelajaran dan penilaian, pendidikan dan pelatihan, publikasi ilmiah, publikasi karya inovatif, reflektif dan kolaboratif; (2) instrumen yang telah dikembangkan secara keseluruhan memiliki kecocokan sebagai model asesmen yang baik dengan RMSEA 0.005 dan CFI 1.00 (valid) dan composite reliability lebih dari 0.70 (reliable).Kata kunci: asesmen diri guru, pengembangan keprofesian berkelanjutan  DEVELOPING TEACHERS’ SELF-ASSESSMENT INSTRUMENT FOR SUSTAINABLE PROFESSIONAL DEVELOPMENT ACTIVITIESAbstractThis research is aimed at developing a reliable teachers' self-assessment instrument for sustainable professional development activity. This study was a development research using five-stage model of Research and Development by Plomp. The subjects are high school teachers in the West Nusa Tenggara province, that were selected by cluster random sampling technique. The research subjects in preliminary field test were 350 people and in the main field test were 950 people. The data were collected using Likers scale (1-5) questionnaire. The content validity was tested using expert judgment, whereas the empirical validity and reliability were tested using confirmatory factor analysis (CFA) with Lisrel 8.80 program. The results of the research show that: (1) the construct of teachers’ sustainable professional development activities has seven dimensions, namely: reading, learning and assessment development, education and training, scientific publications, the publication of innovative works, reflective and collaborative; (2) the instruments have an overall fit as a good assessment model with the value of RMSEA 0.005, CFI 1.00 (Valid), and composite reliability of more than 0.70 (reliable).Keywords: teachers’ self-assessment, sustainable professional development

The research objectives were: 1) to develop cyber resilient model, 2) to develop the cyber resilient capability maturity model and 3) to develop self-assessment model for cyber resilient capability of cloud computing services which are qualitative and applicative research. Referring to the cybersecurity concept from National Institute of Standards and Technology (NIST) from the in-depth interview, focusgroup discussion was developed with cybersecurity experts and data collection from cloud services providers. It was found that trend of cyber-attacks was violent with smarter method. The authors had synthesized the concept of cyber resilient capability maturity model for cloud computing services including developed application for cloud services providers to evaluate their organization in order to improve the better cybersecurity level in cloud computing services and the cyber resilient capability maturity model in the future.
