The evaluation of government data sustainability is a multicriteria decision making problem. The analytic network process (ANP) is among the most popular methods in determining the weights of criteria, and its limitation is the un-convergence problem. This paper proposes a hybrid ANP (H-ANP) method, which aims to improve the ANP by combining the weights obtained from the analytic hierarchy process (AHP). The proposed method is proved to be convergent since the network of the H-ANP is strongly connected. According to the simulation experiments, H-ANP is more robust than ANP under different settings of parameters. It also shows a higher Kendall cor-relationship and lower MSE with respect to AHP, compared with the existing method (e.g., the averagely connected ANP method). An empirical example is also provided, which uses H-ANP to evaluate the government data sustainability of a city.

Multicriteria Decision Making (MCDM) is one the most important branches of decision theory. Due to the fact that MCDM methods have the utmost significance in management, scholars try to develop more MCDM methods. Since calculating the weights of criteria is an important step in any MCDM method, increasing the accuracy of weight calculating methods can highly affect these methods. This accuracy can be improved by less pairwise comparison between criteria. To this end, the present study seeks to make a comparison between two new weight calculating techniques, namely BWM and FUCOM in a fuzzy environment using a real-world case study Results of this study shows that FUCOM-F provides more reliable results compared to FBWM since its consistency is less than FBWM by a great amount.

In recent years, q-rung orthopair fuzzy sets have been appeared to deal with an increase in the value of q > 1 , which allows obtaining membership and nonmembership grades from a larger area. Practically, it covers those membership and nonmembership grades, which are not in the range of intuitionistic fuzzy sets. The hybrid form of q-rung orthopair fuzzy sets with soft sets have emerged as a useful framework in fuzzy mathematics and decision-makings. In this paper, we presented group generalized q-rung orthopair fuzzy soft sets (GGq-ROFSSs) by using the combination of q-rung orthopair fuzzy soft sets and q-rung orthopair fuzzy sets. We investigated some basic operations on GGq-ROFSSs. Notably, we initiated new averaging and geometric aggregation operators on GGq-ROFSSs and investigated their underlying properties. A multicriteria decision-making (MCDM) framework is presented and validated through a numerical example. Finally, we showed the interconnection of our methodology with other existing methods.

The purpose of this paper is to present a novel extension of a very recently developed multicriteria decision making (MCDM) algorithm known as the preference ranking on the basis of ideal-average distance (PROBID) method in a picture fuzzy (PF) environment. We use the full consistency method (FUCOM) with picture fuzzy numbers (PFNs) for deriving the criteria weights. We attempt to apply our proposed model for addressing a real-life complex decision making problem in social science research that gets influenced by the dynamics of discrete human behaviors. We compare eight popular video conferencing (VC) tools used for teaching-learning and meeting purposes in India using our novel integrated multicriteria decision making (MCDM) framework of FUCOM-PROBID with PF information. The criteria have been derived using the theoretical foundation of usability and user experience (UX). Based on the opinion of the decision makers (DM) or users who took part in the study, we find that ease of operations, compatibility with multiple systems and devices, quality of the voice, and video transmission and features are given more emphasis while Zoom, Microsoft Teams, and Google Meet are found to be preferable options to the users. The result of the proposed model shows stability and robustness as evident from the validation test and sensitivity analysis.

Considering the goals of carbon peaking and carbon neutrality, along with their related policies, pumped storage power stations are set to develop quickly in China. The comprehensive performance of pumped storage power stations must urgently be evaluated, which can help investors in decision making and provide a reference for policymakers. In this paper, a hybrid novel fuzzy multicriteria decision-making (MCDM) method combining the fuzzy best worst method (BWM) and fuzzy TOPSIS was proposed for the comprehensive performance evaluation of pumped storage power stations in China. The fuzzy BWM was utilized to determine the criteria weights describing the comprehensive performance of pumped storage power stations, while the fuzzy TOPSIS was used to rank the comprehensive performance of pumped storage power stations. The index system for the comprehensive performance evaluation of pumped storage power stations in China incorporated economic, social, and environmental aspects. The comprehensive performance of four pumped storage power stations in China was empirically evaluated using the proposed hybrid novel fuzzy MCDM method, and the results indicate that pumped storage power station PSPS2 exhibited the best comprehensive performance, followed by pumped storage power stations PSPS1 and PSPS4, whereas pumped storage power station PSPS3 had the worst comprehensive performance. A sensitivity analysis and comparative analysis were also conducted. The results indicate that the proposed hybrid novel fuzzy MCDM method, combining the fuzzy BWM and fuzzy TOPSIS for comprehensive performance evaluation of pumped storage power stations, is robust and effective.
