This research focus on how to ensure primary teacher’s management according to an approach of competency-based human resources management in theories as well as how to apply in the Van Ho District, Son La Province of Vietnam as a case study. Nine criteria and 48 indicators were identified according to the dimensions of human resources management A) Planning; B) Managing the plan; C) Monitoring/assessing the results and providing feedback for improvement. To obtain the data, five hundred people participated in the survey and seventy-seven people were involved in focus groups. The case study focuses on three human resource issues: 1) The primary teacher’s professional standard, which was used in primary teacher’s management in Van Ho (mainly based on professional standards regulated by the Ministry of Education and Training of Vietnam); 2) The policy framework for motivating and encouraging primary teachers regarding the teaching policies of Vietnam; and 3) How the processes of primary teacher professional development could be carried out in the Van Ho context. The results show the human resource potential solutions for resolving the issues.

Abstract The management and development of human resources have become one of the core contents of enterprise operation and management. At first, it can only be used as an auxiliary tool in human resources business management, then it can develop various personnel transaction processing subsystems with relatively independent modules and perfect functions, and then realize the integration of various subsystems, Form a relatively complete set of human resource information management system. In recent years, with the rapid development of data mining technology, more and more enterprises begin to pay attention to the completion of various decision-making activities in management through the assistance of computer information systems. This paper designs an enterprise human resources decision support system based on data mining, which can more effectively support human resources management business informatization, data standardization, intelligent decision analysis, optimize human resources business process, improve human resources management business efficiency, provide more effective decision support for enterprise management and promote enterprise development.

Human resources are particularly important factor in any corporation to support the successful corporation. Employee recruitment is a thing that is not separated from a human resources management activity. To have employee fit expectation of corporation, the right employee recruitment system is necessary to have employee in accordance with his or her expertise. In the process of employee recruitment, a supporting decision system is required. Method used to make the employee recruitment system is using Profile Matching. In this study is raised a cases; i.e. seeking for the best alternative for the recruitment of employee in PT. Dinasti Motekar Group. The Profile Matching was chosen as it can establish weight grade for each attribute, then it is continued by the ranking process to be able to select the best alternative from other alternatives. The best alternative, therefore, might be acquired based on specific criteria as they were established by the corporation. Index Terms—Employee Recruitment; Decision Support System; Profile Matching.

The main objective in the selection of personnel is to select the most appropriate candidate for a job. Personnel selection for human resources management is a very important issue.The aim of this paper is to determine the best-performing personnel for promotion using an application of a Multi Criteria Decision Making(MCDM) method, generalized Choquet integral, to a real personnel selection problem of a case study in Turkey and 17 alternatives are ranked according to personnel selection criteria (22 subcriteria are classified under 5 main criteria). The main contribution of this paper is to determine the interdependency among main criteria and subcriteria, the nonlinear relationship among them and the environmental uncertainties while selecting personnel alternatives using the generalized Choquet integral method with the experts’ view. To the authors’ knowledge, this will be the first study which uses the generalized Choquet Integral methodology for human resources.

During recent decades, globalisation has affected and changed functions of enterprises, firms must adapt their strategies to global business and to international human resources management. A new challenge seems to be imposed to international managers and to international HRM: how to create cooperation between employees representing different cultural backgrounds and how to find a common identity in multicultural teams? Our article, based on a case study, inter-site cases, examines five different multicultural work groups. Results reveal how cooperation can be created and managed with the HRM practices and tools: recruitment, intercultural management, mediation and organisational culture.
