The Effect of Culture on Email Use

This chapter examines how students from different cultural backgrounds use email to communicate with other students and teachers. The South Pacific region, isolated, vast, and culturally diverse, was selected as an appropriate research environment in which to study the effect of cultural differences and educational technology on distance learning. The context of this research was two competing distance education institutions in Fiji, the University of the South Pacific and Central Queensland University. Three research questions were addressed: Does cultural background affect the extent to which students use email to communicate with educators and other students for academic and social reasons? Does cultural background affect the academic content of email messages? Does cultural background influence students’ preference to ask questions or provide answers using email instead of face-to-face communication? To address these issues, two studies were conducted in parallel. Subjects were drawn from business information systems and computer information technology classes at the University of the South Pacific (USP) and Central Queensland University (CQU).  Four hundred students at USP were surveyed about their email usage. In the CQU study, postings to course discussion lists by 867 students were analyzed. The results of these studies suggest that there are significant differences in the use of email by students from different cultural backgrounds.

AbstractThe rise of online modes of content delivery, termed e-learning, has increased student convenience and provided geographically remote students with more options for tertiary education. However, its efficacy relies upon student access to suitable technology and the internet, and the quality of the online course material. With the COVID-19 outbreak, education providers worldwide were forced to turn to e-learning to retain their student base and allow them to continue learning through the pandemic. However, in geographically remote, developing nations, many students may not have access to suitable technology or internet connections. Hence it is important to understand the potential of e-learning to maintain equitable access to education in such situations. This study found the majority (88%) of commencing students at the University of the South Pacific owned at least one ICT device and had access to the internet. Similarly, most students had adequate to strong ICT skills and a positive attitude toward e-learning. These attitudes among the student cohort, in conjunction with the previous experience of The University of the South Pacific in distance education, are likely to have contributed to its relatively successful transition from face-to-face to online learning as a result of the COVID-19 pandemic.

IN SAMOA during July 2015, a new Pacific journalism education and training advocacy era was born with the establishment of the Media Educators Pacific (MEP) after a talkfest had gone on for years about the need for such a body. A draft constitution had even been floated at a journalism education conference hosted at the University of the South Pacific in 2012. The initiative created unity of sorts between the Technical, Vocational and Educational Training (TVET) media institutes from Fiji, Samoa, Solomon Islands and Vanuatu, and the regional University of the South Pacific journalism programme. Founding president Misa Vicky Lepou of the National University of Samoa pledged at the time to produce a vision with a difference:

This chapter explores how educational technology can be developed according to indigenous learning approaches of the South Pacific. It is based on an expansive research and development project conducted 2003-2004 at The University of the South Pacific (USP). After an introduction to several aspects of indigenous South Pacific learning approaches and their usage in the formal learning sector, I make several recommendations for instructional technology design based on these principles, illustrated with examples of educational technology projects that apply these recommendations. Specifically, we follow educational multimedia efforts at USP that enable learning in wholes, encourage observation and imitation and utilize vernacular metaphors and languages. This includes recommendations for interface design, interaction design and decentralized content localization.

The University of the South Pacific, now a decade old, serves about eleven sovereign countries of the South Pacific Region. Its science courses introduce electrical topics and principles of communications normally met with in electrical engineering courses. Material science and energy considerations round off this knowledge in the context of the needs of the region.
