“The introduction of reliable, low-cost electronic computers into the economy was the most revolutionary technical innovation of the twentieth century” (Freeman & Soete, 1997, p. 158). “The fact that a new technology has many potential applications does not mean that all of these will occur simultaneously, or even over a short period. On the contrary, the assimilation of a major new technology into the economic and social system is a matter of decades, not years, and is related to the phenomenon of long cycles in the economy” (Freeman & Soete, 1997, p. 184). This was what, in fact, Schumpeter (1939) suggested. The focus of information technology within organizations has shifted over the last thirty years, from improving the efficiency of business processes within organizations, to improving the effectiveness of the whole value chain. During the sixties and seventies, businesses focused on the use of mainframes to process large quantities of data. In the 80s, businesses focused on using personal desktopcomputers to improve personal efficiency. The last decade has seen the use of information and communication technologies to create electronic networks within and between organizations. The information and communication technologies (ICT) of today consist on advanced communication systems that, combined with advanced information technologies, allow the overcoming of time and space conditionings, by means of: (1) communication networks (telephonically, satellite, cable, etc.) that transport information, (2) basic services (electronic mail, interactive video) that allow the utilization of networks, and (3) applications (electronic commerce, electronic marketplaces, teleoperation, electronic business) offering specialized solutions for groups of users. Information and communication technologies and systems are the support of concepts as distributed systems, computer-supported cooperative work, electronic commerce, electronic marketplaces, teleoperation, virtual prototyping, concurrent engineering, telemedicine, telework, etc., most of which, more deeply or less deeply, are connected with the implementation of some of the emerging ICT-based organizational models, to which the present book is a contribution. In this chapter we present some of the main ICT and some ICT-based techniques and applications that can support and enable the new organizational models, in particular, that can support Agile/Virtual Enterprise integration. Addressed is the impact of the new information and communication technologies. This chapter also reviews some of the most relevant technologies that can contribute to support the A/VE model, and introduces relevant applications of these information and communication technologies, some of then considered of relevance to the implementation of the Market of Resources. Finally, this chapter addresses the issue of information integration, presenting recent developments.

The concept of digital infrastructure is rather new and was widely adopted together with distribution of digital technologies and expansions of their functions in social and economic system. The concept of digital infrastructure is closely connected with concepts of information infrastructure and infrastructure of information technologies or information and communication technologies. The last, in turn, relate to a concept of information society. Info-communication technologies and networks modify social interrelations, new technologies create new communities which mainly arise and function on the network principle. Info-communication networks form new tools for interaction.

Introduction: Telemedicine is the provision of health services, where distance is a critical factor, using information and communication technologies. Cape Verde has bet on using this tool to increase access of the population of its islands to specialized care.Material and Methods: Qualitative study, covering the period between 2013 and 2014. It uses document analysis, semi-structured interviews and focus groups to collect data and analysis of content for their analysis. The participant population includes doctors, nurses and professionals from some institutions related to telemedicine.Results: The priorities of the National Telemedicine Program are set, the cores and reference centers are operational, with trained personnel and equipment installed. Several other policy instruments and conditioning factors and facilitators of the program have been identified.Discussion: Telemedicine is contributing to the reduction of inequalities in access to health, in Cape Verde. However, the full adoption of a service based on a new technology depends on conditioning factors and facilitators, and several success factors of telemedicine, identified in the literature, are not observed and in conjunction with other existing weaknesses affect the overall development of the National Telemedicine Program. However the strengths and capabilities are highlighted opportunities to act.Conclusion: Despite the progress, some telemedicine success factors highlighted on the literature are not seen in the country.

In this chapter the authors discuss two central themes: the changing nature of literate activity brought about by Information and Communication Technologies (ICT), and suggestions for how educators could respond to this guided by principles of authentic learning. The access many young people have to ICT has resulted in new forms of literacy as they manipulate technology, using this new knowledge to assist the process of meaning making. Each new technology brings with it navigational concepts, space to negotiate, new genres and a range of modalities, all of which need to be interpreted. ICTs have the potential to reshape literate practices in classrooms as students create, collect, store and use knowledge as they connect and collaborate with people and resources across the world. What is crucial though, is that the nexus between technology and literacy within classrooms is conceptualised through meaningful, relevant and authentic connections with curricula.

This work aims to present the emerging challenge of Information and Communication Technologies (ICT) for career development in vocational guidance and career counseling. Based on the new paradigm for the 21st century, Life Designing Counseling, the use of ICT is suggested as favoring flexible and dynamic career construction processes. Various instruments for career counseling online are presented, the theme of accessibility is discussed in terms of cost/effectiveness of career service to prevent the risk of unintentional social injustice and to favor a greater correspondence between career services and the needs of individuals. This work permits an in depth study of the complexity of ICT, with the aims of understanding its opportunities and limits, offering new perspectives in research and intervention.

The speed of transformation and development in information and communication technologies is an important fact triggering the restructuring process of public administration. The developing countries have become integrated into this process through public administration reform methods presented by international institutions. Transfer of information and communication technologies have become important for modernizing public administration organizations of developing countries and adapting them to the global system. In multilevel governance, use and implementation of the information technologies enabling network structuring between institutions have a particular importance. In this sense, the purpose of this study is to present the process followed by Turkey for adapting information and communication technologies to public administration organization and provision of public services in the frame of a multilevel governance approach.

The “information revolution” has not only transformed the world as we know it, but also its future potential. Information and Communication Technologies (ICT), with their major technological advances, have affected the lives and lifestyles of people across the globe, as well as the way institutions and organizations do business. However, not all outcomes of the spread of information technologies have been positive. A majority of the world’s population, especially those who live in poverty, have been largely bypassed by this revolution. The gap between them and the rest of the world has expanded precisely as a result of the facilitation capacity of these technologies for those who have access to them (Figueres, 2003). The majority of these people are situated in the African continent and other developing countries.

Following an initial euphoria about the power of the information superhighway to provide better access to information and wealth for all, what we have experienced in reality instead is that information and communication technologies have created further inequalities at individual, business, national and international level. To ease the effects of this “digital divide,” policy makers have taken up the role of change agencies, influencing the public in using innovative information technologies. This chapter focuses on the role of these change agencies for technology diffusion and the elimination of the digital divide. It is argued that examining the interest of change agencies and the other stakeholders involved in the diffusion process from a normative perspective can help in the preparation of effective information technology diffusion policies.
