The Role of University Leadership in Advocating Social Justice in South African Higher Education

Higher education institutions in South Africa are undergoing remarkable changes. Traditionally, universities have been governed on a scholastic, academic, and research basis. This promoted an authoritarian and autonomous governance system, which clearly justified separate education under apartheid. The new democracy in South Africa vowed to change the system to ensure equity, diversity, and justice in education. Universities had to transform to benefit the underprivileged, disadvantaged, Black population of the country. This resulted in universities having to conduct their activities in a corporate style and, as such, required a commitment by all stakeholders to succeed. University leaderships are important role players who are pivotal in ensuring that social justice prevails. This chapter will investigate the role of leadership in shaping vision and mission in addition, ensuring policy implementation at the various higher education institutions.

In a two-part analysis (Part 2 follows on pp 27–31), the authors discuss the key results of a South African project conducted during 1996 which focused on the factors relating to the development and establishment of technology in a country. The study investigated through a detailed questionnaire survey and a literature survey the various factors that promote the development and establishment of technology by comparing their perceived importance with the actual role they currently play in South Africa. This paper, Part 1, concentrates on the role of higher education. The importance of academic institutions in supplying high-level human resources was rated very highly (90.47%) but the role it is currently playing in reality was rated at 52.8%. Closely connected with this, the availability of high-level skilled technological people was given an importance of 89% while the current reality was rated at only 43%. This clearly shows that the South African higher education system is performing poorly in addressing these vital needs. The availability of entrepreneurs with innovative and creative skills to participate in the development and diffusion of technology was given an importance rating of 84.3% against a current situation of 42.2%, again indicating South Africa's weak performance. The results of the survey and the consequent recommendations are important to all developing countries with newly industrial economies.

This article focuses on the #FeesMustFall (FMF) movement and the question of a human rights culture. It provides evidence from the specific context of FMF at the University of KwaZulu-Natal, Pietermaritzburg, which exposes human rights abuses and violence to the dignity of protesting students. To advance a human rights culture within the higher education sector in the context of FMF, the article highlights the role of theology – ‘indecent theology’ (as espoused by Marcella Althaus-Reid) – in revealing the problem and promise of higher education institutions in the quest for a more liberating and responsible society. It is only through interrogating the narratives that sustain the current university structures – and continue to oppress the poor and the marginalised – that South Africa will be able to begin to construct a society that is respective of the rights of all.

Purpose This paper aims to show that business intelligence (BI) is a key component of a sustainability-reporting framework for higher education institutions (HEIs). Design/methodology/approach Four questionnaires were administered to Registrars and managers at 21 South African HEIs and at selected international HEIs. The data analysis entailed both descriptive and inferential statistics. Findings The study confirmed that factors such as management buy-in, the availability of BI reports and the provision of reporting guidelines were positively related to effective strategic planning. The study shows that the use of BI by South African HEIs is still at a low maturity level. Research limitations/implications The case study used is the Nelson Mandela University in Port Elizabeth, South Africa. The implications are relevant for all 26 HEIs in South Africa. Practical implications HEIs must invest in technological tools, including BI to provide information in understandable and usable formats for management and other relevant stakeholders. Social implications BI reporting can assist all stakeholders to obtain the relevant and required information relating to HEI operations and strategic management initiatives and activities. Originality/value The study concludes that HEIs ought to invest in BI technologies that can assist the sustainability reporting process to ensure stakeholder satisfaction and regulatory compliance.

There are inequalities at all levels of the South African education system, and these are more visible in higher education, which, until recently, was inaccessible to most people. Levelling the turf and bringing about true transformation in higher education institutions requires redress of past inequalities and catering for all students who seek admission. To increase participation levels by students from varied backgrounds and achieve justice, it is essential for higher education institutions, particularly those offering open distance e-learning, to devise plans towards tackling challenges confronting students and possible ways to overcome them. This chapter discusses the purpose of higher education in offering support to students in the context of massification. It also explores the manner in which higher education institutions model transformation, how they bring about equity and redress to overcome challenges and to pursue justice. Lastly, it concludes with possible considerations for these institutions to tackle inequalities and attain social justice for their students.

AbstractWhile the old Heraclitan adage: “The only constant in life is change” remains true, it is the scale and impact of that change that distinguishes the routine from the radical, and the evolution from the revolution. This difference is captured succinctly by Palinkas who asserts:“Change uses external influences to modify actions, but transformation modifies beliefs so actions become natural and thereby achieve the desired result ” (Palinkas 2013). Higher education, in its current state of disruption, is forcing us to revisit everything that we know and believe about education, in pursuit of its continued relevance and sustainability as a “new normal”. Key contributors to the state of disruption are fundamental and influential shifts in geo-socio-economic and political practices, rampant technological and scientific innovation, a multiplicity of role players, many of whom reside outside of the traditional higher education sphere, changing views on the nature and value of knowledge and the role of the university, and compelling contextual realities such as the need (and demands) for equity, social justice and redress.

AbstractStudent affairs, as an integral part of universities, has taken on a key position in contributing to social justice as one of the central imperatives of higher education in South Africa. This article sketches the development of this role and outlines some important tasks for contemporary student affairs. Three conceptual models within the social justice framework are utilized: participatory parity, universal design for learning, and student engagement. These models are uniquely useful to strengthen student affairs’s contribution to the development of social justice in South Africa. It is suggested that student affairs leaders articulate a more explicit position on social justice in order to contribute more cogently to students’ awareness of positionality, privilege, and exclusion.

The increased immersion of global higher education in a competitive, economy-oriented paradigm calls for perspectives on international interaction that are explicitly aimed at shaping cooperative, sustainable, and alternative futures. In Brazil, higher education internationalization efforts driven by the Brazilian government have historically been attached to the State’s development interests. As they have consolidated in a hegemonic way (mainly focused on Brazil’s integration in the capitalist global market), initiatives pursued by individual higher education institutions themselves gain relevance in that context. In this article, we explore the projects developed by two Brazilian federal universities – the Universidade Federal de Santa Catarina (UFSC) and the Universidade Federal do Paraná (UFPR) – seeking to integrate refugees and displaced populations into higher education and the Brazilian society more generally. Our approach combines bibliographic and document analysis with interviews of key actors. Based on the results, we emphasize: 1. The role of Brazilian higher education institutions’ autonomy in order to develop internationalization strategies that are both contextually relevant and aimed at promoting global social justice; 2. The importance of linking existing university outreach activities aimed at marginalized groups to institutional policy for internationalization, so that internationalization efforts do not end up suppressing the more direct social role of those institutions.

Background: Universities, globally, and in South Africa, continue to be confronted with demands for transformation, humanisation of pedagogical practices and to embrace social justice.Aim: In this article, we bring to the surface possibilities of Ubuntu pedagogy within a social justice framework. We intersect Collective Fingers Theory and Social Justice Theory to propose the notion of Ubuntu pedagogy, which draws from African philosophy of Ubuntu. We argue that Ubuntu pedagogy provides an alternation to the current pedagogies that draw from European theories for teaching and learning in the South African higher education context. We put forward that, Ubuntu pedagogy, when embraced with understanding and dignity it deserves, has the potential, firstly, of initiating students from other cultures other than African cultures to the values of Ubuntu and, secondly, of reconnecting students with their values and cultures, but it has a capacity to cultivate social justice values of equity, recognition and fair participation amongst students from diverse social backgrounds.Setting: South African Higher Education.Methodology: The authors draw from literature to position the article within Ubuntu philosophical framework and social justice lenses. Themes emerging from literature are as follows: Intersection of Ubuntu philosophy and social justice, Ubuntu pedagogy and transformation in higher education and guiding principles for possible implementation of Ubuntu pedagogy.Results: At the intersection of Ubuntu pedagogy and social justice, classroom practices are designed to respond to students’ cultural competencies and to embrace all linguistic repertoires that students bring to the classroom for learning. Students are treated equally and with dignity and respect regardless of their social backgrounds.Conclusion: We argue that higher education classrooms in post-apartheid South Africa should enable equal access, equity and inclusivity for all students. We therefore recommend Ubuntu pedagogy as a culturally and socially just pedagogy for transformative higher education classrooms. This article contributes to the continuing dialogues about transformative pedagogies, decolonisation and social justice in South African higher education.
