This paper researches the optimal start-up time of emergency plan adopting online method. In view of this problem, it establishes respectively mathematical models of the single enterprise and the simple supply chain enterprises. And then competitive ratio is introduced to illustrate the effectiveness of start-up strategies. When the whole supply chain enterprises are considered as the research objective, the time asynchronous phenomena when launching the preplan appear between the single enterprise and the whole supply chain. Aimed at this phenomenon, it puts forward coordination mechanism, realizes the optimal response of the whole supply chain for emergencies, and controls the loss emergencies causes to the minimum. The research result has theoretical guidance and practical application value.

Abstract PT. Semen Padang is one of the reputable cement companies in Indonesia which is producing types of cement. Implementation of supply chain concept in PT. Semen Padang is very important to satisfy customers and stakeholders requirement. Performance measurement is a process to evaluate the supply chain effectiveness and efficiency in lean and green aspect. The problem is how to design performance measurement model which is integrating lean and green supply chain concepts. The objective of research is integrating lean and green supply chain concepts to design supply chain performance measurement of bag cement type. Integration of lean and green concept is designed by Balanced Scorecard (BSC) perspectives that consist of financial, customer, internal process business and learning and growth. Key performance indicators (KPI) are formulated and classified based on BSC perspectives. Next stage is pair wise comparison process to the weight value. Evaluation of KPI pair wise comparison based is conducted on expert opinion which is selected by consideration of their relevance knowledge and experience. The process of pair wise comparison is calculated to determine priority of the KPIs based on weight value by using Analytical Hierarchy Process (AHP) method. The weight of KPI will be arrange by descending to determine the priority. Model of performance measurement is validated by face validity method. Research result is obtaining 25 KPIs that derived from integration of lean and green supply chain concept of bag cement type. Grouping is consisting of 3 KPIs of financial, 4 KPIs of customer, 11 KPI s of internal process business and 7 KPI s of learning & growth. Result is showing that customer is most prioritized element in supply chain of bag cement type. Implementation of proposing model is coordination of departments and employee in context of information accessibility.Keywords: Supply chain, lean, green, BSC, performance measurement

The main purpose of this paper is to present a comprehensive view of the application mathematical models in the designing and implementing SSCM beside to solving problems and making decision.  The research questions are: what kind of mathematical models are used for designing and implementing sustainable supply chain management, how to use them, which industries implemented in, what modules of SSCM depth in and finally finding the gaps between the goals of Sustainable development and current researches and suggestions for further researches. The methodology of the research is Systematic Literature review and evaluation peer review papers which are published in high ranking journals: First, we gather all papers through scientific data bases like Scopus, science direct, MDPI, Springer, Google Scholar. Then, screening papers based on the criteria such as object of paper, subject of paper, journals impact factor, peer review paper, and relative content of the papers. Finally, we selected 245 papers through three steps screening from 2806 papers that they have enough quality and relative to our research goals for context analysis. For context analysis: First we categorize the information of the papers and draw the current situation of researches in the framework of our topic. Then, we evaluate and compare the goals of sustainability and current situation and find the gapes, then, offer suggestions required researches for pollutant industries such as Casting Industry, Heavy Industry, Coal Industry and so on. On the other hand, there are gaps in researches in some modules of SSCM such as packaging, designing products, etc.
