Energy Performance Contracting is a new financial mechanism committed to the energy efficiency financing and an important bridge to communicate energy service companies and clients. The paper sums up 19 influential factors through the literature review and the process in Energy Performance Contracting. 9 factors that the policy, clients' appetite for risk, building energy consumption of clients, the costs of ESCOs, the technological level of ESCOs, the energy-saving result of projects, the proportion of energy-saving share, project supervision and project complexity are extracted which provides the important reference for designing the energy performance contract based on the questionnaire survey and empirical research.

Currently, the estimation of annual energy-saving performance of Energy Performance Contracting (EPC) projects is still at the operating level of each individual project, lacking a systematic summary. This paper studies the regression relationships of revamping cost in terms of annual energy-saving quantity and annual cost saving of EPC projects. The regression results show that there are statistically significant correlations in the above relationships in the nine subsectors investigated. These results contribute to EPC investment decisions and trust relationships between Energy Service Companies (ESCos) and energy-consuming units (ECUs). Then a multiple linear regression model of revamping cost is set up to analyze its influencing factors. The model indicates that the subsector the sample belongs to, financing, registered capital of the ESCo, and contract period have significant effects on revamping cost. Finally, advice for promoting investment in EPC projects is given.

Energy performance contracting plays a key role in improving the building energy-efficiency in China. This paper introduces the current situation of energy-efficiency of large-scale public building in China and provides an overview of energy performance contracting, and then puts forward an innovative energy-efficiency running mode. This paper tries to offer theoretical references for the development of EMC in energy-saving field of large-scale public buildings.

Increasing research interests in energy performance contracting (EPC) has resulted in a large number of publications over the past decade. However, very limited attempts have been made to map the global research in this area. To identify the state of the field and trends in EPC research, the VOSviewer software package was used to conduct a series of content analyses and examine global patterns among publications, including the distribution of core authors and institutions, high-frequency categories and keywords, journal and author contributions, highly cited papers, etc. Based on a systematical and deeply qualitative analysis on the 127 identified papers, five mainstream research topics in EPC were summarized, covering implementations of EPC, mechanisms for effective EPC projects, stakeholder behaviors and decisions in EPC projects, energy service company (ESCO) in EPC projects, and risk management in EPC. In addition, six main research gaps in EPC were identified, including lack of effective measurement and verification of energy savings, limited studies on EPC projects in the residential sector, ineffective mechanisms to ensure post-EPC energy-saving, limited research on the dual relationships among EPC project stakeholders, how to improve the energy users’ (EU) attitudes/cognitions toward ESCO/EPC, and lack of effective mechanisms to prevent risks in EPC projects. Furthermore, based on the current EPC research topics and research gaps in EPC, six potential research directions in EPC in future were also explored, which are how to develop effective methods for measuring and verifying energy efficiency?, EPC diffusion issues in the residential sector, effective mechanisms to ensure post-EPC energy-saving, effects of cooperative and competitive relationships between EU and ESCO on the performance of EPC projects, how to improve the EU’s attitudes/cognitions toward ESCO/EPC, and how to deal with risks in EPC projects. The outcomes would be useful for understanding the latest development of global EPC research and guiding future research in the subject.

Sustainable building has become a future development trend in the building sector. Building Energy Efficiency Retrofit (BEER) provides excellent opportunities to reduce energy consumption in existing buildings, and to promote environmental protection, the rational use of resources, occupants' health, all of which helps to improve the sustainability of existing buildings. Energy Performance Contracting (EPC) provided by Energy Service Companies (ESCOs) is a market mechanism to provide financial and technological support for energy efficiency projects. This paper aims to develop a sustainability promotion framework for BEER projects under the EPC mechanism to link the sustainable performance of BEER with the success factors of this EPC mechanism. Different types of building have different energy consumption characteristics. This research focuses on hotel buildings in China. The paper develops a framework for sustainable BEER through an EPC mechanism in hotel buildings based on the EFQM Excellence Model for business quality management. Interviews were conducted with experts from the hotel industry, from energy service companies and with academics. Based on the developed framework, the study has identified 11 performance indicators for sustainable BEER and 28 success factors of an EPC mechanism. This provides significant groundwork for future study in developing an assessment model to evaluate the sustainability of BEER projects.

Abstract With the development of China’s economy, the total area of public buildings is continuously increasing, and higher energy consumption in this field is gradually becoming prominent. In order to improve this situation, China has been working on energy savings in public buildings since 2007. Energy-saving models and energy policies have become the lifeline of sustainable energy development. Furthermore, the energy-saving renovation of public buildings, as a key project, has attracted the attention of governments and scholars. In the report of the 18th National Congress of the Communist Party of China, energy conservation and emission reduction were given a prominent place. The 13th Five-Year Plan (2016–2020) aims to further promote China’s energy conservation work. On the one hand, administrative and legal measures should be taken to strengthen energy conservation. On the other hand, it is necessary to speed up the establishment of a long-term market-based energy-saving mechanism and to rely on market forces to remove various obstacles to energy conservation. Energy performance contracting (EPC) is a practical and effective method applied in energy conservation. Therefore, this research aims to put forward a relatively perfect energy-saving risk management system for EPC public building projects based on analysis of the factors influencing investment risks of energy-saving projects and the use of quantifiable risk management models, thus providing some theoretical support for the risk decision-making of energy service companies.

Combining with the characteristics of China’s EPC in building sector, this paper analyses and elaborates on the obstacles that we may face in the process of its development, puts forward some suggestions on the basis of comprehensive analysis, in order to provide reference for the development of China’s EPC on architectural field.
