An Interval Optimization Model of Regional Pollutant Total Amount Control Based on a SEM Total Control Evaluation Index System

Facing serious environmental forms and combining structure, engineering and management emissions reduction (SEM), this paper had drew up a SEM total control evaluation index system, and built an interval optimization model of regional pollution total amount control which minimized the emission reduction costs. Through the application of model case, the interval optimal model had obtained a reasonable scheme. The minimum total costs of emission reduction was [461.51, 531.19] (108 yuan), decreasing -1.75%~11.59% comparing with the recommended scheme (522.03, 108 yuan), while the maximum emissions reduction of COD, NH3-N, SO2 and NOX were [42.58, 48.32], [6.92, 7.80], [30.72, 34.96], and [23.21, 26.78] (104 tons). The interval optimal result provides policymakers an excellent decision, expands the range of macro-decisions and controls countermeasures for pollutant total amount control program.

According to the indicator layer of the total amount control evaluation index system, this paper applied the management policy about the total control of regional atmospheric pollution to set up an optimization model for total amount control of regional atmospheric pollutants and get the minimum total cost of emission reduction. Through the model results, the total cost of reduction in instance case was 124.61 (108 yuan), and the membership of SO2 and NOX predicted through the model were 32.34 and 24.13 (104 tons), respectively. This model could be used as the technique and theory guider for the total amount control of atmospheric pollutants, to achieve the goals of the "12th Five-Year Plan" environmental protection requirement more effectively.

On account of severe water pollution condition, this paper combines structure emissions reduction, engineering emissions reduction and management emissions reduction (namely SEM emissions reduction), builds an optimization model for total amount control of regional water pollution, and puts the above model into practice to validate its validity and reliability. According to the case study, the emission reduction of COD and NH3-N are 43.94 and 7.09 (104 tons), respectively. The optimal total costs of reduction is 36.89 (billion yuan), which decreases 7.47% than the existed recommended scheme (39.87 billion yuan). This method can be used for providing technical support and thus achieves the 12th Five-year goals of the environment protection plan more effectively.

Based on both at home and abroad energy sustainable development ,enterprise energy evaluation index system research and low carbon economic background, this thesis proposed the strategy thought of full process of energy-saving and emission-reduction, selected DEA evaluation method to achieve efficiency monitoring, followed the application steps of DEA evaluation method and built the evaluation index system for energy-saving and emission-reduction which contained inputs and outputs aspects of 8 items specific indicators. The thesis took Dalian as an example to discuss the running situation of energy-saving and emission-reduction strategy within each year and propose that only we strive to achieve industry upgrade in the future, develop circular economy and control the amount of energy input.

According to the analysis of coal-fired power plants, the article built the evaluation index system of coal-fired power plants energy conservation and emission reduction. Based on analytic hierarchy process (AHP), we determined the weight of each evaluation index. By using the calculation of rating scores in cleaner production, we set up a model of energy conservation and emission reduction for coal-fired power plants. On the basis of the results, the level of coal-fired power plants energy conservation and emission reduction was divided into five levels: excellent, good, medium, pass and fail. Taking a coal-power plant in Heilongjiang Province as an example, we drew a conclusion that the score of energy conservation and emission reduction in the coal-power plant was 89.52 which represents the good level. According to the evaluation result, we proposed corresponding suggestions. The results provide decision-makers with ideas and methods for energy conservation and emission reduction evaluation in the coal-fired power plant.
