A Professional Safety Consultant Mode for Engineering Construction and its Application in Taizhou Bridge

In development countries, safety management of engineering construction is usually undertaken by professional agencies with corresponding safety qualification. But In Chinese Mainland, it is basically implemented by the development organizations own staffs that are lack of enough professional safety management knowledge. A kind of engineering construction safety Consultant mode, with the connation of systematical Management, professional Consultant, on-site Guidance, standardized Operation (thus named "MCGO" safety consultant mode), is put forward in this paper. It means a professional agency is entrusted by the project development organization to carry out the on-site safety management. The implement and operation ways of "MCGO" Safety Consultant Mode are elaborated. This mode has been successfully applied in the safety management of Taizhou Bridge, which was praised by the Ministry of Transport of China as safety management model of extra-large bridge construction.

Basing on the index system and evaluation data of bridge construction safety management status, this paper puts forward the relative difference function of variable fuzzy set by the method of set pair analysis, and develops the fuzzy comprehensive evaluation dynamic model of bridge construction safety management status. This model was applied to assessment of a bridge construction safety management status, and achieved the desired results.

The safety management of the project construction during the construction process is very important. If there is a safety problem in construction, it will not only affect the progress of the construction, but serious loss of people and property will occur. Therefore, we should pay more attention to the safety management of the construction. Therefore, we should strengthen the management of safety management and improve the prevention of safety technology. Only under the premise of safety can the progress of the construction work be normal and the requirements of the project before the design are reached. Today we are in the engineering construction safety management problem is analyzed, and the problems of construction safety management is put forward rationalization proposals, prevent the occurrence of all kinds of problems in the engineering construction, to ensure security in project construction.

Trend assessment of safety management status described the variation of the safe state during the process of construction, and it is an early warning of safe accidents to some extent. So the study of it is becoming a burning question. Aim at the uncertainty and the dynamic characteristics of the system; the trend assessment model of bridge construction safety management status has been set up using the theory set-pair analysis and Markov chain. The application results show that this model can predict the safety management status of the next and final stage relatively accurately, and it can play a guiding role in preventing safety accidents.

A very important factor in production safety accidents caused by engineering construction is that the approved plan has not been effectively implemented. Therefore, cracking the plan and implementing the two-skin is an important issue for engineering construction safety management to be solved urgently. This article takes the construction of the NanSha Bridge as a case, and for the more dangerous sub-projects, the premise is to ensure the construction period, quality, safety and environmental protection goals, and meet the basic requirements of norms, safety, environmental protection, and soil and water conservation. The risk should be systematically assessed, and targeted avoidance and preventive measures should be formulated, and the definition and characteristics of the special control process acceptance management method and the control points and processes in the implementation process should be studied. Using special control process management, the NanSha Bridge adopts special control process acceptance management procedures for dangerous sub-projects, which solves the problem of process acceptance or safety inspection and acceptance. In the past, only the quality inspection department or safety department personnel participated. The shortcomings of inspection or acceptance require that the main control focus of each special control process inspection is consistent with the actual project. Through the special control process acceptance work, the hidden dangers can be found in advance and rectified and eliminated in time before the next step of construction. The hidden dangers are truly eliminated in the bud and the consistency between the approved plan and the actual implementation can be effectively guaranteed. Through special control process management, the dangerous sub-item project plan is truly implemented, avoiding the phenomenon of two skins in the approval plan and implementation, which has high reference significance for similar projects.
