Local government in South Africa is no longer simply an extension of the national and provincial spheres of government; it has become an independent sphere in its own right. Steady progress has been made in the delivery of services since the advent of a democratic and developmental state in 1994. The 1996 South African Constitution positions local government as an independent sphere of the government, interrelated to and interdependent with the national and provincial governments. To give it a collective voice, local government speaks from a position of strength through organised local government, as embodied in the South African Local Government Association (hereafter referred to as SALGA). The government is aware of the challenges facing local government service delivery, particularly in the rural areas, where progress in service delivery has been slow. During the former Presidential Izimbizo’s, the gap between the government’s delivery efforts and communities’ ability to benefit from that delivery was repeatedly highlighted. The introduction of community development workers (CDWs) is to assist the three spheres of government to ensure that service delivery reaches the intended recipients effectively and efficiently (IDASA, 2006: On- Line).It was against this background that community development workers (CDWs) were introduced as a link between the government and communities. CDWs are defined as participatory change agents who work in the community in which the live, and to whom they have to answer for their activities. They are required to help members of the community to improve their living standards and change circumstances. To do this, CDWs are expected to make the poor aware of their constitutional rights such as their right to basic service delivery including social grants and assist community members to understand how they can participate in the development plans for their communities. CDWs are expected to facilitate community participation in policy-making, implementation and in service delivery (Republic of South Africa. Grassroots Innovation, 2007). In this article, the role of community development workers in enhancing service delivery within the Bitou Local Municipality is discussed. The article concludes with recommendations based on an empirical survey to establish the extent to which CDWs play a role in improving service delivery and enhancing the accessibility of government services to communities.Keywords: Bitou Local Municipality, local governance, community development workers, participation, ward committeesDisciplines: Public Management and Administration, social science research methodology, development studies

Negotiations to restructure and transform local government in South Africa commenced in 1993. Key roleplayers and stakeholders in local government were instrumental in adopting a negotiated local government model comprising three distinct phases during the constitutional development process. The Local Government Transition Act, 1993 (Act 209 of 1993) facilitated the process for the introduction of transitional local and metropolitan councils which constituted the first phase. Local government elections were held for the first time in November 1995 and May/June 1996 in seven provinces (and thereafter Western Cape and KwaZulu-Natal) constituted the second phase. Three fundamental legislative enactments, i.e. Local Government: Municipal Demarcation Act, 1998 (Act 27 of 1998); Local Government Municipal Structures Act, 1998 (Act 117 of 1998) and the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), were critical to the final phase. Elections held in December 2000 marked the end of the transition period resulting in a reduction of municipalities from 843 to 283. There were two successful local government elections held thereafter on 26 March 2006 and more recently on 18 May 2011. Regular elections and the plethora of legislation introduced to consolidate the new dispensation have resulted in local democracy and decentralization being deeply rooted in the local governance system. The latter is an integral component of the local governance policy framework as the country has a diverse population of almost 50 million people. It is believed that a democratic and decentralised governance system will promote local development, address poverty reduction, facilitate civic engagement and ensure national integration. Local democracy, introduced seventeen years ago following the ushering in of the developmental state in 1994, has since been tried and tested. Despite ‘world class’ legislation and a ‘best practice’ local governance system, which has as its basis people centred development, engagement and decentralisation, several governance challenges has emerged. This includes inter alia, unfunded mandates; rampant corruption and nepotism;violent service delivery protests; capacity constraints; crime, lack of communication, transparency and accountability; limited civic engagement and a significant number of municipalities that are not financially viable. These issues will have to be addressed if Chapter 7 of the Constitution has to become more meaningful to the majority of the populace in terms of discharging its developmental mandate.

South African political interference in the administration of service delivery is a serious problem in many municipalities, where municipalities are experiencing serious challenges in dealing with the interface between politicians and officials. Inappropriate political interference in administrative matters as well as strained relations between key political and administrative officials in the municipalities appear to be the order of the day. To understand the impact or consequences of political interference in the administration of service delivery, a case approach was adopted to evaluate the political interference in the administration of service delivery in uMlalazi Local Municipality of Kwazulu- Natal, South Africa. Participants comprises of Municipal Officials in the administrative side of the municipality, members of Ward Committee as well as other political parties expect the political party in power. The literature seeks to review the political-administrative interface, South African local government service delivery, conflation of legislative and executive roles of local government, reflection on local government performance and the critical issue of poor service delivery in South Africa.

South Africa was democratized in 1994 and local government has subsequently undergone a fundamental socio-political transformation. “World class” local government legislation, with an entrenched constitutional development mandate, was introduced; however, the large numbers of public protests bear ample testimony to major challenges in basic service delivery. A critical issue impacting negatively on the functionality of the post-1994 local government dispensation is the political-administrative interface. The National Development Plan has mapped out a socio-economic vision to 2030, with stabilization of the political-administrative interface a priority. Consequently, the political-administrative interface has to be critically reviewed relative to the quality of local democracy, impact on efficient and effective service delivery, and good local governance.

Protracted negotiations between the main role-players steered in the new South African state on 27 April 1994 and final Constitution, 1996 , which constitutionalised local government. A cursory analysis points to some municipalities which are pockets of excellence; however, local government generally is in ‘distress’. Local communities are rapidly losing confidence in the system as the majority of municipalities are unable to discharge even basic functions. Local government has been characterised by violent service delivery protests; abuse of political power and increasing corruption; financial challenges; poor infrastructure planning/maintenance/investment; political strife and factionalism and staff turbulence. Despite governmental interventions to improve local governance, there are still major constraints hampering good governance, namely political posturing and factionalism; corruption; lawlessness and poor service delivery, symptomatic of virtually all post conflict states. Good local governance is an integral part of post conflict reconstruction and development and is key to building a new local government dispensation.

This article explores the role of community development workers (CDWs) in the Mpumalanga Province of South Africa. The CDWs are by law expected to regularly communicate, inter alia, government initiatives in a way which is easily accessible to community members. Literature shows that the CDWs forward concerns and issues on the service provided by national and provincial government in general, and local government to be specific. This article acknowledges that CDWs share the working space with Ward Committees who have a direct say in the planning, decision-making and project implementation that have impact on their respective wards. The question that this article attempts to answer is whether the establishment of CDWs in the country has achieved the desired result to the extent that it can be recommended for permanent incorporation in the local municipality structures. The research design used in this article was a qualitative method. Data were collected through extensive review of public documents, accredited journal articles, observations and interviews. The results showed that the CDWs coordinate teams of volunteers in community projects, coordinate teams employed on public works programmes, help communities develop and submit proposals for inclusion in integrated development plans to municipalities, and other spheres of government or donors. Furthermore, the roles and functions of both CDWs and Ward Committees do overlap. It is very difficult for the local communities to differentiate between these two structures.

One of the topical challenges facing South African municipalities recently is corruption. From time-to-time citizens learn about and witness the corrupt practices of public officials in the Local Government sphere. Arguably, the phenomenon of corruption has both direct and indirect impact on service delivery with specific focus to municipalities. Section 152(1) of the Constitution of the Republic of South Africa (1996) states that the Local Government sphere has the mandate to ensure the provision of services to communities in a sustainable manner. Subsequently, some of the communities across the country still wish to have access to basic services namely: water, electricity, community halls and proper tar roads to name a few. As a result, at times it seems impossible for municipalities to smoothly render such services due to corrupt practices emanating in the South African Local Government sphere. This article aimed to explore the impact of corruption on service delivery in the South African municipalities. The article fully relied on secondary data as it collects information from newspapers, books, journal articles, conference proceedings, officials report and academic dissertations. In pursuit of all this, Afrocentricity: a theory of social change has been placed in context with a view that the needs of the society should be placed at the center of the local government sphere. To be specific, these needs are but not limited to water and electricity. Looking at the findings of the study, indeed literature can confirm that corruptions have negative impact on the ability of the municipalities in South Africa to provide basic services. Because the interests of the public are competing with those of the municipal officials. Therefore, at the end of the day service delivery is compromised due unlawful practices.

The debate on service delivery and governance takes a centre stage across disciplines, schools of thought, countries, and in all platforms where people are able to raise their views othe two subjects. According to scholars and analysts, service delivery and <br />governance are closely related, and in many forms of government, service delivery occurs at the lower sphere which is the sphere closer to communities. TheSouth African context can serve as an exact scenario of this model. This makes local government to be a very important subject on matters of service delivery. South Africa has an interesting history that makes scholars, analysts, commentaries, and media companies worldwide to always keep a close eye on what happens in the country. This becomes clear from the analysis which makes the country to be theorised as a colonisation of a special type. It therefore becomes inevitable to consider the antecedents that shaped the manner in which governance and service delivery were mapped out in South Africa. This paper serves as analysis of local government and service delivery both in apartheid and post-apartheid South Africa.

The study examines some relevance of e- participation in achieving sustainable community development in Ghana. Information and Communication Technology has created an avenue to promote participation, transparency and trust when adopted by government. As a newly discovered political tool, ICT serves as a toolbox for reaching out and engaging the public on governmental policies thereby drawing government closer to citizens in policy and decision making. Through the use of secondary data, the study highlights the necessity for ICT and mostly importantly e-participation adoption in local government administration in Ghana.  Citizens having enough access to their elected representatives and some basic public services through the provision of information communication and technology ensures effective and efficient communication between the government and the people at the local level, while it also provides a door for the citizens to receive feedbacks from the right local government quarters. The study concludes that e- participation enhances effective and efficient government service delivery and enhancing citizen’s active participation in local governance to ensure sustainable development.The paper recommends that the in other to ensure active participation of citizens, government should provide the necessary infrastructure and fast track the adoption of ICT and also the training of local government personnel in the art of e- participation through which sustainable community development can be fully attained in Ghana
