<p>Poverty has always been an important issue in China’s economic development. Finance is an important force to promote economic development, and targeted poverty alleviation through finance is a good way to reduce poverty. Although the poverty alleviation and reduction work has made achievements in recent years, it is undeniable that there are still many constraints. This article proposes corresponding solutions to these factors starting from the subjective and objective constraints of the financial precision poverty alleviation benefits.</p>

Chapter 3, Mandate, discusses the provisions in the AIIB Charter that encapsulate AIIB’s mandate. These provisions address the overarching objectives that the Prospective Founding Members saw for AIIB. The Chapter explains the Preamble to the AIIB Charter, and compares it with other Charters. Then the separate clauses that govern AIIB’s legal purpose and AIIB’s functions are described, and also compared to the similar clauses for other multilateral development banks. Key elements are regional economic development, development finance, infrastructure investment, supplementing private finance and multilateral collaboration. AIIB’s cooperation arrangements with other international organizations are summarized. This Chapter concludes by enumerating the clauses in the AIIB Charter where the purpose and functions have particular legal significance, setting a framework for AIIB to evolve into new areas and functions.

Kedah: Towards a Developed State is a collection of articles that highlights strategies, recommendation and comments that should be considered and undertaken by the Kedah state government to achieve the target as a developed state by the year 2010. The papers cover many aspects such as development, finance, industry and foreign direct investment, tourism and education and many more. The Kedah Maju Action Plan which is a continuation of the Kedah Development Action Plan (1990 2000) covers the period from 2001 to 2010. It outlines the aggressive strategies that have and will be undertaken to accelerate the economic development of Kedah in order to attain the developed status by the year 2010. One of the most important goals of the plan is to achieve a sustained Gross Domestic Product (GDP) growth of 15% annually for ten straight years.

With the frequent occurrence of extreme weather in cities, economic, ecological and social activities have been greatly impacted. The adverse effects of global extreme climate and effective governance have attracted more and more attention of scholars. Considering the differences between developed and developing countries in climate response capacity, a key issue is how to encourage developed countries to provide adequate assistance to developing countries and enhance their enthusiasm to participate in addressing climate change challenges. Given this background, we evaluated the carbon emission reduction effects of developing countries before and after a “quasi-natural experiment” which involved obtaining the assistance of climate-related funding from developed countries. Specifically, we analyzed the assistance behavior for recipient countries and found that climate assistance can effectively reduce the carbon emissions level of recipient countries, and this result has a better impact on non-island types and countries with higher levels of economic development. Furthermore, the achievement of this carbon emissions reduction target stems from the fact that climate assistance has promoted the optimization of the energy structure of recipient countries and promoted the substitution of renewable energy for coal consumption. In addition, climate-related development finance plays a significant role in promoting the scientific and technological level of recipient countries, especially the development impact of the adaptive climate-related development finance. Therefore, this paper suggests that the direction of climate assistance should focus more on island countries and countries with low economic development level, and pay more attention to the “coal withdrawal” of recipient countries and climate adaptation field.
