The resignation of an Indian Administrative Services Officer named Rani Nagar and its non-acceptance by the state government of Haryana had revived the debate around sexual harassment in India. The reason given by the officer was sexual harassment by a senior and non-action of authorities leading to her feeling threatened for her safety. It highlights the fact that position of women in India is not corresponding to their professional achievements. The mindset of society remains attached to the notion of inferior status of women in general, regardless of their professional status. This paper seeks to delve more into the issue of sexual harassment per se and find the actual root cause that serves as a driving force behind such acts of perpetrator. It is done by using cases, theories and examples of contemporary times.

With the outbreak of the global pandemic of COVID-19, India witnessed one of the largest reverse migrations in its entire history. Amid continuously streaming heart-rending visuals of migrant workers struggling to somehow return to their place of origin, Uttar Pradesh emerged as the recipient of huge 3.2 million migrant workers employed in the informal sector. Accepting, welcoming, helping, encouraging and offering employment to those destitute workers amid the pandemic was a difficult task for the state government. An appropriate management of this problem has made it a classic case of crisis management by a state chief minister who dares to think beyond the reflex paranoia about resource crunch so as to come up with an improvised strategy. Purpose of this article is to discuss the crisis of reverse migration amid COVID-19 and the initiatives taken by the Government of Uttar Pradesh. The article uses case study approach to analyse the problem of livelihood faced by the migrant workers and the innovative model of employment and rehabilitation envisioned and implemented by the state government. Based on secondary data, it observes positive impact of skill mapping and other key strategies of the Government of Uttar Pradesh.

The State is not always able to proactively improve environmental policies. Eventually, policy improvements are a result of disasters that expose pre-existing problems. This situation is reflected in the state of Minas Gerais (Brazil), where, after the failures of the Fundão and B1 tailings dam, in Mariana and Brumadinho, several problems in dam safety and emergency policies were exposed. This study had a twofold objective: 1) to identify the mechanisms used by the government of Minas Gerais to improve environmental policies, and 2) to understand how the Mariana and Brumadinho’s disasters affected dam safety and emergency policies. Based on semi-structured interviews and regulatory analysis, the study revealed that the state government of Minas Gerais has been predominantly reactive in controlling environmental policies. Additionally, it was observed that the disasters catalysed a learning process that culminated in potentially better dam safety policies.

This article aims to create a knowledge economy model to be applied in the state of Hidalgo, conducting an exhaustive investigation on the formation of a knowledge economy, as well as a comparative analysis between the state of Hidalgo and nine states more than the Mexican Republic with a certain criterion, in relation to the factors that delimit said economy. These factors are a series of variables taken from 2015: literacy, upper secondary and higher education, researchers, Innovation Stimuli Program (PEI), Mixed Fund associated with the state government (FOMIX), telephony, internet, computers, television, patents, industrial designs and utility models. To later use a method created by the World Bank, which is called Knowledge Assessment Methodology (KAM).

ABSTRACT Objective: to analyze the activities developed by hospital ship SS HOPE in Natal. Method: this is a qualitative, socio-historical study, elaborated from documentary sources and 16 interviews with health professionals. Thematic Oral History was used for data treatment and analysis. Results: the empirical material identified a wide schedule of courses and lectures as well as made it possible to elaborate the following categories: Health education on hospital ship SS HOPE; Legacy of international cooperation of hospital ship SS HOPE; Statements about the season of hospital ship SS HOPE. Final considerations: the arrival and stay of this hospital ship, for ten months, is the result of negotiations between the University, the State Government and the People to People Foundation. During their stay, education and health care actions were carried out, with the joint participation of health professionals, Potiguares and Americans.

At present demographic development of Russia and its regions is one of the most important factors of the country’s economic growth and also is key priority of the state government system. In spite of that, the issues of interregional migration are poorly represented in the strategic planning documents both at the federal and regional level. The major migration-induced population growth can be observed in the federal cities, capital areas and central part of Russia. At the same time in 2019 there was migration loss in 47 subjects of the Russian Federation. In many regions it is combined with the natural population loss aggravating the situation. The emerging closed loop (decreasing attractiveness of the area – migration loss – deteriorating social and economic situation – decreasing attractiveness of the area) results in increasing contradictions. Variety of factors determining the direction and the dynamics of migration flows requires a comprehensive study of these processes. The analysis conducted revealed that the level of development of the territory’s infrastructure is of great significance in this matter. Therefore, this direction is considered to be the main one. For quantification the authors established a complex of individual indicators which were preprocessed and consistently merged into directional integral and later into a single integral indicator of the level of social infrastructure development. Moreover, it is advisable to define five groups of regions according to the degree of their potential’s realization and to consider the affiliation of the subject of the federation to a particular group as an additional factor. Thus, the authors obtained the regression equation which describes the interrelation between the parameters under study. ANOVA revealed the opportunity of its practical application. Based on this model, a scenario forecast for the development of social infrastructure in Russia and its regions has been formed.

AbstractIn modern times like today, the development of information and communication technology is very rapid and cannot be stopped. Without realizing it, this technological development brings changes to human social behavior, technology offers new ways for humans to communicate through various new media (New Media). One of the New Media that is a product of technological developments that greatly affect our daily lives is social media. As time goes by, social media is not only a medium of communication or just spending free time. More than that, social media now has several other roles, one of which is as a means of conveying criticism of the situation created under a state government agency as well as a means of political campaigns for representation from the state government. With the formation of new behaviors in conveying voices in public spaces, many new things are also born, one of which is the buzzer phenomenon. Bauzzer on social media is associated with a party related to increasing trends and discussions on social media, it can be said that the buzzer is a raiser of issues or discussions about something on social media. Salah satu New Media yang menjadi produk perkembangan teknologi yang sangat berpengaruh pada kehidupan kita sehari-hari adalah media sosial. Seiring berjalannya waktu media sosial tidak hanya sebagai media komunikasi ataupun sekedar menghabiskan waktu luang. Lebih dari itu, media sosial kini telah memiliki beberapa peran lain salah satunya sebagai sarana penyampaian kritik atas situasi yang tercipta dibawah sebuah pemerintahan lembaga negara maupun sarana kampanye politik bagi representasi dari pemerintahan negara. Dengan terbentuknya perilaku baru dalam manyampaikan suara pada ruang publik, banyak hal baru pun ikut terlahir, salah satunya adalah fenomena buzzer. Bauzzer di sosial media di kaitkan dengan suatu pihak yang terkait dengan peningkatan trend dan bahasan di sosial media, bisa dikatakan bahwa buzzer merupakan pengangkat isu-isu atau pembahasan mengenai sesuatu di sosial media. Pada kesempatan kali ini peneliti akan membahas mengenai fenomena buzzer pada isu kontroversional UU cipta kerja atau omnibus lawKatakunci: media sosial, buzzer, omnibus law, aktivisme digital.

For decades, decentralisation reforms have been seen as a powerful instrument by health policy advocates to improve health sector performance in developing countries. In India, the 73rd Constitutional Amendment introduced in 1992 called for strengthening the fiscal autonomy and service delivery capacity of rural local governments. This paper explores how decentralised governance influences public health sector resource allocation, equity and efficiency in rural Karnataka. For this, the authors analysed administrative data published by the Karnataka state government to create tailored standardised performance measures that capture the degree of local governments’ fiscal discretion in implementing public health programmes from 2011–18 at the district level. The findings highlight sector-specific differences in fiscal autonomy, ranging from high local discretion over funds in the nutrition sector to very limited discretion in the medical and public health sector. They also show that decentralised public health funding is not well-targeted to areas of greatest need in Karnataka

Techno-pedagogical ability is a way and reasonable value education available to everyone. Indeed, although in the past it has been found that there are many benefits to using innovation in the classroom environment, there are still obstacles or experiences related to the use of innovation. The literature review was utilized to gather and choose the papers for this research. This article investigates the techno-pedagogical skills requirements of the science and art teachers of the Sukkur State Government College. In this paper, literature is collected from different real sites, such as Google, Google Scholar, Science Direct (Elsevier), Sage, Springer, Emerald, Taylor & Francis, and Eric databases. Ten themes emerged from the literature to analyze the techno-pedagogical skills of science and art educators and provide suggestions and solutions for improving educational institutions. Quantitative, qualitative, and mixed research papers are all included in this study. This research also identified the knowledge gap and methodological and implication gap in this research article as per the need for 21st Century Digital Classrooms. The results show that there is no significant difference in techno-pedagogical skills between science teachers and art teachers who use technology in teaching. This is because of the epidemic. Talking about the current scourge, COVID-19 has transformed traditional courses into digitization through ICT integration. Information and Communication Technology (ICT) is seen as a tool that can help schools adapt to the transition from industry to information. It is also considered as a tool to provide, support, and strengthen educational reforms in accordance with the educational needs of the information society.

Batu Buruk beach has been gazetted as a non-smoking zone by the Minister of Health under the initiative of Terengganu state government via their program known as ‘Terengganu Bebas Asap Rokok’ (TBAR). The smoking bans at Batu Buruk was enforced in order to preserve and protect the public from the dangers of cigarette smoke as well as to keep the city's environment clean and healthy. The objectives of this study were to assess the status of compliance to legislation and identify the potential aspects of violations in Batu Buruk, Terengganu, a gazetted smoke-free area. A cross-sectional study using direct observation was conducted includes all indoor and outdoor public areas in Batu Buruk Beach. Data were collected using a standard checklist which was constructed based on the provisions of the law governing exposure to tobacco smoke as stated in Control for Tobacco Products Regulation (CTPR) 2004. The study revealed that the average overall compliance with smoke-free policy was low (66.2%). The average compliance for indoor (67.4%) was higher as compared with outdoor (58.9%). Thirteen smokers were discovered smoking outdoor in the area during the study. None of the owners provides smoking aid at their premises. Although the beach has been gazetted as a non-smoking zone for more than two years, it is disappointing that overall compliance was still minimal and smoking activities are still happening in the area. Along with intense health promotion activities, continuous enforcement, close monitoring and periodic evaluation would improve and ensure the successfulness of the programme.
