This article is in response to Kauffman and Anastasiou, wherein the authors initiate discussion regarding the cultural politics within special education identification and placement, particularly surrounding the issue of disproportionality. In this article, we identified four points of discussion regarding societal implications of disproportionality; the roles of (a) divergent ideologies; (b) access and advantage; (c) adult, adolescent, and child behavior; and (d) methodology in the debate on disproportionality in special education identification and placement. Furthermore, we highlight the problems with focusing too heavily on either one of these roles, without proposing viable prevention and intervention efforts to eliminate discriminatory identification and placement in the future. We encourage further discourse in the field that will lead to sound policy and improved practices within and for schools.

The future strength of the United States rests on the best possible education for all children. In 1963, Congress responded to the educational needs of handicapped children with the passage of significant legislation. As yet, Congress has not determined the role of the federal government in the education of the gifted. The author would welcome proposals for such participation from the profession.

On February 4-6, 1985 in Kazan, an educational and methodological conference of the heads of the departments of social sciences of medical and pharmaceutical universities of the RSFSR was held on the topic "On improving the teaching of social disciplines in medical and pharmaceutical universities of the RSFSR and strengthening the ideological and methodological orientation of teaching specialized disciplines", which was organized by the Ministry of Health of the RSFSR, the Main Directorate of Educational Institutions and the Republican Educational and Methodological Office for Higher and Secondary Special Education of the Ministry of Health of the RSFSR, the Kazan Medical Institute named after S.V. Kurashov.
