AbstractBalancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. We highlight the importance of recognition and political context, including aspects such as power relations, self-determination and self-governance of traditional or customary structures, in shaping justice outcomes.

In response to the dominance of green capitalist discourses in Canada’s environmental movement, in this paper, we argue that strategies to improve energy policy must also provide mechanisms to address social conflicts and social disparities. Environmental justice is proposed as an alternative to mainstream environmentalism, one that seeks to address systemic social and spatial exclusion encountered by many racialized immigrants in Toronto as a result of neo-liberal and green capitalist municipal policy and that seeks to position marginalized communities as valued contributors to energy solutions. We examine Toronto-based municipal state initiatives aimed at reducing energy use while concurrently stimulating growth (specifically, green economy/green jobs and ‘smart growth’). By treating these as instruments of green capitalism, we illustrate the utility of environmental justice applied to energy-related problems and as a means to analyze stakeholders’ positions in the context of neo-liberalism and green capitalism, and as opening possibilities for resistance.

On August 12, 2017, in Charlottesville, Virginia, alt-right/White supremacy groups and Black Lives Matter (BLM) supporters came face-to-face regarding what to do about public monuments that celebrate key figures from slavery and the Jim Crow era. White supremacists and White nationalists did not hide their racist ideologies as they demanded that their privileged place in history not be erased. The BLM movement, which challenges state-sanctioned anti-Black racism, was ready to confront themes of White discontent and reverse racism, critiques of political correctness, and the assumption that racialized people should know their place and be content to be the subordinate other.It is easy to frame the events in Charlottesville as indicative of US-specific race problems. However, a sense that White spaces should prevail and an ongoing history of anti-Black racism are not unique to the United States. The rise of Canadian activism under the BLM banner also signals a movement to change Canadian forms of institutional racism in policing, education, and the labor market. This article responds to perceptions that the BLM movement has given insufficient attention to environmental concerns (Pellow 2016; Halpern 2017). Drawing on critical race theory as a conceptual tool, this article focuses on the Canadian context as part of the author’s argument in favor of greater collaboration between BLM and the environmental justice (EJ) movement in Canada. This article also engages with the common stereotype that Blacks in Canada have it better than Blacks in the United States.

This article aims to introduce a distinct conception of Indigenous environmental justice (IEJ) based on Indigenous legal orders, knowledge systems, and conceptions of justice. This is not to suggest in any way that the existing environmental justice (EJ) scholarship is flawed; in fact, the scholarship and activism around EJ have been central in diagnosing and drawing attention to injustices that occur on a systematic basis everywhere in the world. This article argues instead that such discussions can be expanded by acknowledging that concepts of environmental justice, including distinct legal orders informed by Indigenous knowledge systems, already existed on Turtle Island for thousands of years prior to the arrival of Europeans. It also suggests that environmental justice framed within Indigenous worldviews, ontologies, and epistemologies may make significant contributions to broader EJ scholarship, particularly in relation to extending justice to other beings and entities in Creation. This approach acknowledges ongoing colonialism and emphasizes the need to decolonize in order to advance innovative approaches to IEJ.

The present paper is an attempt to portray the livelihood patterns of two marginalized communities such as Majhi and Kumal of Kumaltar village in the Arun valley, eastern Nepal. Data were collected from all 28 households of both communities. The findings show that agriculture and livestock now are the main occupations for their living. Prior to these, ferrying, fishing and pottering were their traditional occupations when they moved to Kumaltar in several years ago. As the production from agriculture and livestock is inadequate, other activities such as mobile trading of merchandise goods and local goods, pig and poultry farming, bamboo and ropes making, and local grains based country alcohol making have been adopted by them as alternative strategies for sustaining their livelihood. In addition, recently, the youths of these communities have migrated to different parts within the country, as well as in foreign countries for employment for better living in the village.The Geographical Journal of Nepal, Vol. 7, 2009: 7-14
