India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. Agglomeration economies are positive externalities associated with the co-location of firms within a bounded geographic area. Traditionally, these agglomerative advantages have been expressed in terms of pecuniary externalities and they have been identified as one of the key sources of geographical cluster (GC) competitive advantage. However, in the last years the basics of competition are changed and the ability of firms to create new knowledge is more crucial for success rather than the efficiency in production. This has shifted the attention of scholars on the role of knowledge and learning in GCs. In line with these studies, this chapter suggests that agglomeration economies are related to both pecuniary externalities and knowledge-based externalities. The latter are benefits that co-located firms can gain in terms of development of knowledge. To investigate whether knowledge-based externalities affect geographical clustering of firms, an agent-based model is developed. By using this model, a simulation analysis is carried out.

This concluding chapter considers a question posed by Maxim Gorky in 1932: “On which side are you, ‘Masters of Culture’?” Examining the role of creative human capital in an urban service economy by analyzing a 2008 propaganda video titled “Reunion,” this chapter shows how the “creative class” is positioned intermediate to the socialist class categories of capital and labor. The culture workers who are supposed to transform the nation, the culture, and the economy with their innovative potential appear as labor to capital (in the person of the client or collector) and capital to labor (in the person of working-class service providers). Their professional activities can be framed as either authorial power or subaltern service, depending on context. This ambivalence demonstrates the antinomies of class in China's already postsocialist, but increasingly postindustrial, political economy.

Purpose Violence against paramedics is a complex – but underreported – problem. Extant research suggests organizational culture may play a role in sustaining cultural norms that downplay the significance and limit reporting. The purpose of this paper is to qualitatively explore paramedics’ experience with violence, with particular emphasis on understanding how organizational culture contributes to under-reporting. Design/methodology/approach The authors surveyed paramedics from a single, large, urban service in Ontario, Canada, asking participants to describe their experiences with violence, including whether – and why or why not – the incidents were reported. Within a constructivist epistemology, we used inductive thematic analysis with successive rounds of coding to identify and then define features of organizational culture that limit reporting. Findings A total of 196 (33% of eligible) paramedics completed the survey. Fully 98% of participants disclosed having experienced some form of violence; however, only a minority (40%) reported the incidents to management, or the police (21%). The authors defined a framework within which a lack of support from management, and consequences for offenders, implicitly positions the ability of paramedics to “brush off” violent encounters as an expected professional competency. Disclosing emotional or psychological distress in response to violent encounters invited questions as to whether the individual is personally suited to paramedic work. Originality/value While the extant research has indicated that underreporting is a problem, the findings shed light on why – a critical first step in addressing what has been described as a serious public health problem.
