Much research on TV advertising and children is based on assumptions, challenged here, which are bound to lead to laissez faire conclusions. While specific vulnerabilities of children to TV advertising exist, social policy, implying governmental regulation and critical of self-regulation should be based on the general body of sound research into children's responses to their environment.

As Tak-Wing Ngo has argued, the ‘dominant’ view of colonial rule in Hong Kong is one of a state which governed through ‘a deliberate policy of indirect rule—a combination of economic laissez-faire and political non-intervention’. It depicts a government which was disengaged from the population, preferring to see the colony as a trading opportunity, whilst leaving the condition of the peoples it held sway over to the philanthropy and humanitarianism of the colony's Chinese elites. This view of British rule was even supported by the primary representative of the imperial state when Sir David Trench admitted in 1970 that social policy, in the sense of responding to the needs of the populace, only began in the colony in 1953. But as Tak-Wing Ngo has argued, these ‘established narratives’ of Hong Kong's colonial history need to be reassessed and a more nuanced approach adopted to reveal the complexity of even Hong Kong's seemingly simple ‘colonial state-society’ relations.

ABSTRACTBolivia and Brazil have universalized their pension and healthcare systems, respectively. Civil society organizations participated actively in social policy expansion, yet they have done so in starkly different ways, reflecting general patterns in each country. Whereas in Brazil, popular participation in social policies takes place through “inside” formal channels, such as conferences and councils, in Bolivia, bottom-up influence occurs mostly via “outside” channels, by coordinating collective action in the streets. Understanding forms of popular participation matters because policies that allow for popular input are potentially more representative, universal, and nondiscretionary. This article argues that differences in the forms of popular participation in social policy expansion can be explained by the characteristics of the institutional context and differences in the types of movements engaged in the policymaking process. By focusing on patterns of participation, these findings add nuance to the literature on Latin America’s welfare states.

This paper discusses some of the tensions revealed in the development and implementation of recent area-based approaches to social policy in England. Such programmes are now a central feature of Government policy practice, although similar programmes have been developed in the past in the UK and other welfare capitalist countries. They reflect concerns to combat social exclusion and ‘join-up’ service provision. They are also evidence of a shift towards more agency based policy practice – from ‘top-down’ to ‘bottom-up’ planning. Thus participation of citizens is a key element in all programmes. Some of the problems of securing such participation are discussed, including in particular the tendency for expectations of participation to lead to pathological interpretations of the causes of (and solutions too) social exclusion.

In this article we reassess conceptions of the welfare state with an eye towards the limits of current scholarly approaches. In particular, we propose centering the study of the welfare state around those who occupy the margins of American society. We argue that concentrating on populations at the proverbial “bottom” of standard economic and political hierarchies productively reorients research on social policy and politics by bringing crucial but often overlooked facets of the welfare state into sharper view. Specifically, the bottom-up approach we offer here entreats political scientists to re-consider where they look in their efforts to delineate the welfare state, how to examine what they find, and what kinds of questions to ask in the process. Ultimately, studying the welfare state from the bottom up suggests a host of new directions for scholars seeking to understand its politics.

It is necessary to indicate at the outset the general character of the historical material with which this paper deals. I have been able to discover in this period of Georgia's history almost no advocacy or discussion of the doctrine of laissez faire as such. On the other hand, one finds much discussion of private and public enterprise which, if removed from the context of events, would seem to involve most of the commonly accepted tenets of laissez faire. Lastly, there are the main currents of social action, which, upon investigation, are found to have comprised a varying mixture of private and public activities. It is difficult, if not impossible, to determine the logic of the social policy which directed these currents simply by observing the varying proportions of private and public action; it would be necessary first to go behind the action and study both the ends and the means. In the limited space allotted to this paper, it is possible to present only the barest outlines of the more important events and discussions in which the issue of public interference or of private versus public action arose. Interpretations and evaluations must be left, for the most part, to additional studies
