Pada Tahun 2010, Pemerintah melalui Kementerian Komunikasi dan Informatika meluncurkan Program Pusat Layanan Internet Kecamatan (PLIK) dan Program Mobile Pusat Layanan Internet Kecamatan (M-PLIK). Program ini merupakan bagian dari Program Layanan Universal Service Obligation (USO) dengan layanan dasar (voice) hingga layanan data (internet). Namun setelah di evaluasi, ditemukan bahwa program ini menimbulkan persolan dimana-mana, mulai dari penyebaran program ini yang tidak merata, masalah utang piutang dengan pihak yang terlibat, terbengkalainya puluhan armada M- PLIK di beberapa daerah, sampai kepada terendusnya tindak korupsi yang dilakukan pejabat Kemkominfo. Berdasarkan hasil pengamatan tentang kondisi Program M-PLIK di Kota Palopo, informasi bahwa M-PLIK masih beroperasi di Kota Palopo, namun sejak Tahun 2015 tidak lagi digunakan sebagai fungsi utamanya, tetapi hanya digunakan sebagai mobil operasional Kemkominfo di Kota Palopo sehingga program ini tidak lagi berjalan dengan optimal. Melalui penelitian ini, dirumuskan strategi-strategi yang digunakan untuk mengoptimalkan kembali Program M-PLIK ini. Hasil penelitian ini berupa formulasi strategi optimalisasi. Hasil strategi-strategi optimalisasi dipetakan ke dalam tiga kategori yaitu strategi optimalisasi berdasarkan pencapaian kinerja maksimal, strategi optimalisasi berdasarkan penggunaan biaya minimal, dan kombinasi terbaik dari kinerja maksimal dan biaya minimal.  In 2010, the Government through the Ministry of Communication and Informatics launched the District Internet Service Center Program (PLIK) and the District Internet Service Center Mobile Program (M-PLIK). This program is part of the Universal Service Obligation (USO) with basic services (voice) to data services (internet). However, after being evaluated, it was found that this program caused problems everywhere, starting from the uneven distribution of this program, debt problems with the parties involved, the neglect of dozens of M-PLIK fleets in several areas, to the detection of corruption by the Ministry of Communication and Information officials. Based on observations about the conditions of the M-PLIK Program in Palopo City, information was obtained that the M-PLIK fleet is still operating in Palopo City. However, since 2015 it has no longer been used as its main function but is only used as an operational car for the Ministry of Communication and Information official in Palopo City so that this program is not running optimally. Through this research, strategies are formulated to optimize the M-PLIK Program. The results of this study are in the form of an optimization strategy formulation. The results of the optimization strategies are mapped into three categories, namely optimization strategies based on achieving maximum performance, optimization strategies based on the use of minimal costs, and the best combination of maximum performance and minimum costs.

Abstract In this paper, we develop a franchise bidding mechanism for postal services under the Universal Service Obligation (USO) in rural areas. For the collection and delivery of mail on rural routes and for small town counter operations, monopoly franchises are awarded. Deficits caused by the USO are balanced by transfers between the government and the incumbent postal operator, i.e. the franchiser. We analyze the efficiency properties of the mechanism and discuss the drawbacks when extending the mechanism to urban areas.

The research was motivated by a problem that is interesting to study the Provision of Facilities Policy Evaluation Program Universal Service Obligation (USO) Internet Service Center District Mobile Program (MPLIK) In Kuningan regency of West Java. The problem is how the Department of Communication and Information Policy in the Kuningan District MPLIK program in Kuningan District,? The aim is (1) want to know the Department of Communication and Information Policy in the Kuningan district MPLIK program in Kuningan district, (2) What factors are a supporter and obstacles in the implementation of policies in support of the Office of Communications and Informatics Program at Kabupaten MPLIK Brass, (3) Efforts effort whether carried out in the implementation of policies in support of the program Diskominfo MPLIK in Kuningan regency. The theory used as an approach to the problem of this research is the Evaluation of Policies Bardach. The research method used is a qualitative method of data collection techniques through participant observation and in-depth interviews. The results showed that in the Provision of Facilities Policy Evaluation Program USO MPLIK In Kuningan West Java through policy evaluation approach found another dimension, namely the importance of control, supervision, and coordination in addition to the four main dimensions of the policy evaluation is used as the approach in this study.

The primary issues identified by the Government include the cost of providing the USO and how it’s provision might be competitively distributed. Secondary issues and issues that did not get a guernsey include improved access to telecommunications (and broadband) for the socially disadvantaged, improved service reliability and quality and an acknowledgement that telecommunications is an essential service. Over the next decade telecommunications will take centre stage as the way that we live, interact with our family and friends and the things around us changes faster than at any time in history. Papers in this issue of the Journal cover a range of topics that cover historical events, book reviews and international telecommunications markets including a unique look at the development of the telecommunications market in Canada.

Abstract It is a core content of enterprise performance research evaluating and comparing enterprise performance in dynamic environment. In allusion to this problem, a variety of enterprise performance assessment methods and indexes systems are proposed. Data envelopment analysis (DEA) is a kind of effective mathematical model which is used for comparing the performance among enterprises or different units inside an enterprise, based on the real-world data. Through comparing the performance, DEA can evaluate the enterprise performance from scale effectiveness and technological effectiveness, and then get the performance optimization goals. Critical Factor Index (CFI) is a new enterprise performance assessment method proposed in recent years. This method, based on the performance perception of business leaders or staffs, evaluates the enterprise performance in different dimensions, and then gets the optimization strategy of enterprise resource allocation to improve integrated enterprise performance. This paper has structured a new evaluation and optimization system for performance of small and medium-sized enterprises (SMEs), which combine properly the DEA and CFI method to evaluate and optimize the SMEs’ performance comprehensively, and has confirm this system with data of 5 Finnish SMEs.

Rural and remote areas will continue to struggle to keep up with urban telecommunications despite the progress that has been made with initiatives such as the Mobile Black Spot Program (MBSP) and the NBN fixed wireless and satellite. But, now a more radical approach is needed as we consider updating the Universal Service Obligation, public safety network options and mobile roaming. Instead of more expensive small gains at the margin, or a counterproductive roaming arrangements, we should take a large step forward by having the Commonwealth, States and MNOs work together.

The Australian Broadcasting Corporation is in the midst of significant change as a result of budgetary pressures from the government and the challenge of the oncoming digital age. Lack of funding and dwindling resources have forced the ABC to shut down many of its regional services and to outsource many of its formerly in-house productions. However, there do appear some ways in which the ABC might meet, as the rhetoric goes, "the challenge of the digital era". Traditionally, the role of the ABC has included the provision of comprehensive coverage of, and service for, the whole of Australia, including regions that would be economically unfeasible for commercial operations to penetrate. Recently, however, budgetary cuts have eroded this role substantially, with the axing of state based current affairs and the cessation of Radio Triple J's planned expansion into regional Australia. The Internet has provided a potential, if problematic, stop-gap solution, through the launch of the ABC's online news service. Internet based news solutions have few of the production-end overheads of the television service. There are no expensive studio set ups, no presenters, no cameras, just text that can be quickly keyed into the system and formatted for instantaneous, non-linear delivery. I should note at this point that currently, this "delivery" is in the passive sense of the word: users must search out the content and download it onto their machines. In Internet jargon, this is called "pull" technology. New technologies being developed promise to "push" the content automatically and directly to a user's computer. The ABC's implementation, taking advantage of all these benefits, is text-based, comprehensive, updated constantly, and easy to use. Currently, however, delivery of Internet-based content is tied to the existing phone network, and with most Internet service providers based in state capitals, regional Internet access is hindered by the cost of long-distance calls. The potential exists, nonetheless, for the ABC to achieve truly national coverage by methods that bypass existing structures. The planned shift by Australian TV networks to digital transmission has the potential to enable new possibilities for public broadcasting. A digital infrastructure could allow information and programming to be cheaply produced at the local level, then recompiled centrally and redistributed across the country. The convergence of computer and television will enable a greater variety of content to be sent to the home -- and, possibly, sent back out again in an altered form. Such a transformation of the way we experience television may well alter the concept of public broadcasting beyond recognition, if not render it obsolete. However, these possibilities, although reasonable given projected advances in technology, so far largely remain fantasy due to the debate over regulation between the Federal government and the commercial networks.
