Upon his return from Berlin in 1939, Jaime Saenz started working in La Paz for intelligence agencies and public relations offices of Bolivia and the United States, which led to correspondent positions with Reuters and McGraw-Hill World News. His trajectory into Cold War Bolivian state nobility seemed all but guaranteed. However, on the brink of this breakout moment, he renounced his job —and professionalism altogether— committing himself to a life of literature and alcoholism as his marriage unraveled. In response to repeated interventions, he justified his every loss with a further indictment of the precautious, which was an outgrowth of his belief in the existence of a higher truth that was both accessible and impervious to analytical reason. In this article, I ask how Saenz’s poetry from the 1950s metabolized the rhetoric of indictment which it had inherited from the Tellurism of the Chaco generation. How might Muerte por el tacto (1957) be symptomatic of a broader aim of restoring to modern poetry its oracular legitimacy? On what grounds did Saenz indict precautious defenders of historical culture? And how did such an indictment mediate “national energy” (Tamayo) as it came into language through the nativist discourse of the land? Paying focal attention to regimes of revelation in Saenz’s  early  poetry and the historical conditions of its production, this article updates a discussion among Transatlanticists about the legitimization of irrationalism in 20th-century poetics and politics by assessing the socio-symbolic value of the oracular in the regionalist discourse of modernism.

During the Cold War, u.s. and Thai leaders invested in public relations programs to win the hearts and minds of the people of Thailand. Changes in Thailand between the years 1957 and 1963, which gave rise to Thai General Sarit Thanarat and King Bhumibol Adulyadej to positions of political authority, strengthened u.s.-Thai relations. To project their power, Washington and Bangkok relied on practicing public diplomacy through the United States Information Agency (usia) to demonstrate the benevolence of the United States, the army’s paternalism, and the god-like image of the king. The period from 1957 to 1963 saw the beginnings of a strong u.s.-Thai relationship and the creation of a stable anti-Communist, military-monarchical government that lasted until the end of the Cold War.


This book uses trust—with its emotional and predictive aspects—to explore international relations in the second half of the Cold War, beginning with the late 1960s. The détente of the 1970s led to the development of some limited trust between the United States and the Soviet Union, which lessened international tensions and enabled advances in areas such as arms control. However, it also created uncertainty in other areas, especially on the part of smaller states that depended on their alliance leaders for protection. The chapters in this volume look at how the “emotional” side of the conflict affected the dynamics of various Cold War relations: between the superpowers, within the two ideological blocs, and inside individual countries on the margins of the East–West confrontation.

Enemy Number One tells the story of Soviet propaganda and ideology toward the United States during the early Cold War. From Stalin’s anti-American campaign to Khrushchev’s peaceful coexistence, this book covers Soviet efforts to control available information about the United States and to influence the development of Soviet-American cultural relations until official cultural exchanges were realized between the two countries. The Soviet and American veterans of the legendary 1945 meeting on the Elbe and their subsequent reunions represent the changes in the superpower relationship: during the late Stalin era, the memory of the wartime alliance was fully silenced, but under Khrushchev it was purposefully revived and celebrated as a part of the propaganda about peaceful coexistence. The author brings to life the propaganda warriors and ideological chiefs of the early Cold War period in the Soviet Union, revealing their confusion and insecurities as they tried to navigate the uncertain world of the late Stalin and early Khrushchev cultural bureaucracy. She also shows how concerned Soviet authorities were with their people’s presumed interest in the United States of America, resorting to monitoring and even repression, thereby exposing the inferiority complex of the Soviet project as it related to the outside world.

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.

Public relations research has paid considerable attention to foreign terrorist crises but relatively little attention to domestic ones—despite the growing salience of domestic terrorism in the United States. This study content analyzes 30 years of network television news coverage of domestic terrorism to gain insight into four theoretical issues of enduring interest within the literature on news framing and crisis management: sourcing, contextualization, ideological labeling, and definitional uncertainty. Results indicate that the sources called upon to contextualize domestic terrorism have shifted over time, that ideological labels are more often applied on the right than the left, and that definitional uncertainty has increased markedly in recent years. Implications for the theory and practice of public relations and crisis management are discussed.
