According to the input-output table and energy consolidated balance sheet of 2002 and 2007, compiled physical-value energy input-output table of six major departments and then analyzed direct energy consumption index and completely energy consumption index of Jiangsu province. Using index decomposition method and SDA method, analyzed influence of changes in technical efficiency and structure on the energy consumption intensity fluctuation respectively from the whole and each department, conducted comprehensive evaluation index to comprehensively evaluate and analyze six major departments in Jiangsu province, so as to find out the main cause of the energy consumption intensity changes in Jiangsu province, and then according to the energy consumption reduction target in the “12th Five-Year” plan, we put forward relevant countermeasures:adhere to structure, technology and management energy saving carrying out together, put the industry as the main attack direction of energy saving and encourage and support enterprises to increase investment in science and technology.

The energy consumption increases rapidly with the economic development and population change. Buildings are becoming the most important energy consumption sector in Shanghai. The gross domestic product per capita in Shanghai has reached to $13,500 in 2012 and the energy consumption is also amounted to 11,000×104 ton of coal equivalent. Buildings energy consumption accounted for about 25% of the total energy consumption. Building energy saving will greatly contribute to the energy saving and environmental protection. By analyzing the trend of population growth, economic development and energy consumption and the present buildings structure and situation in Shanghai, this paper proposed the measurements of building energy saving and energy consumption reduction.

Aim at the current situation of high energy-consumption of the large public building,proposed a WebAccess–based energy-consumption management and energy-saving analysis system.And it be used Zigbee distributed energy consumption measurement net for data remote transmission. The status of energy consumption in the future can be predicted through energy-consumption databases and energy-consumption models were built. The system can real time monitor and manage the energy-consumption status in large public constructions. It can provide a favorable foundation not only for energy conservation and reformation of those completed large public building, but also for energy conserved operation and supervision of those new constructions. This can help to achieve the goal of energy conservation and energy-consumption reduction in large public building.
