Housing has been acknowledged generally as a key human necessity. One of its problems may be claimed that it is not affordable for the ordinary Nigerian worker, whose earnings and wages are now strongly depressed and unable to fulfill their fundamental necessities. From the perspective of the above, this study studied the affordability of government workers in the State of Ekiti, Nigeria. Purposive method of sampling was used to sample two government agencies and parastatals. A total of One Hundred and Twenty Six (126) government officials were picked. 94 questionnaires were retrieved. The questionnaire was used to collect the information required and analysed by descriptive and medium item score statistics. The findings indicated that government employees in Ekiti State could, on average, afford to pay rental housing since most employees spend less than 30 per cent of their yearly salary on rentals, especially in the medium and high income categories. In the study, public and private engagements were proposed, leading to affordable and sustainable state housing delivery. Keywords: Housing, Civil Servant, Affordable, Rent, Ekiti State.

In light of the advent of Airbnb, rent gap theory can be helpful for understanding how tourist rentals affect residential rental housing. It is argued that on those properties currently rented to residents, rental payments are not only ‘actual ground rent’, but also ‘potential ground rent’. The shift from a residential to a touristic use of rental housing thereby creates a potential ground rent. Taking as a case study the Palma Old Quarter in Mallorca, Spain, this paper analyses the evolution of the stock, prices, and revenues of residential rentals vis-à-vis tourist rentals and finds that, because it is more profitable to rent to tourists than to residents, the number of houses listed on Airbnb has increased, housing affordability for residents has shrunk, and the threat of displacement has increased.

Public interests in coming futures of Korea continue to be increasing. Fears on uncertainties and pending challenges as well as demands on a new but Korea-own development model trigger a quantitative increase of futures research and relevant organizations in both public and private. The objective of this paper is to review history of futures studies and national development plan and strategy linked with foresight along with its challenges and recommendations. This paper identifies drawbacks and limits of Korea foresight such as misapplication of foresight as a strategic planning tool for modernization and economic development and its heavy reliance on government-led mid- and long-term planning. As a recommendation, an implementation of participatory and community-based foresight is introduced as a foundation for futures studies in Korea. A newly established research institute, the National Assembly Futures Institute, has to be an institutional passage to deliver opinions of the public, a capacity-building platform to increase the citizen’s futures literacy, and a cooperative venue for facilitating a participation and dialogue between politicians, government officials, and researchers.

When employees fear punishment for taking initiative, organizations are likely to be less effective and, equally important, such fear extracts a human toll, often contributing to a variety of manifestations of unhappiness including diminished health. We focus on two different types of fears of punishment, fear of being punished for presenting new ideas and for bending organizational rules. Employing Mechanical Turk crowdsourcing data from 1,189 participants in the 2015 survey of National Administrative Studies Project Citizen, we test hypotheses about possible differences in fear of punishment according to sector (government vs. business), general risk propensity, views about coworkers, job clarity, gender, and whether respondents are members of an underrepresented racial or ethnic minority. Using nested robust regression models, we find that the two different types of fear of punishment are predicted by different variables. Sector has no bearing on fear of punishment for presenting new ideas but is a major predictor of differences in fear of bending the rules, with government employees being more fearful. While gender has no significant effects, being a racial minority is closely related to fear of presenting new ideas. Having a negative view of one’s fellow workers, particularly one’s supervisor, is associated with greater fear of punishment from both rule bending and presenting new ideas. Those with a clear organization mission and job clarity are less likely to be afraid of punishment for proposing innovative ideas but not necessarily for bending rules. We suggest that the results have implications for managerial practice and human resource reform.

Improving information management practices is a key focus for many organisations across both the public and private sectors. An information society begins with a connected government and ICTs are the bedrock and founding pillars of such societies. To assist public administrators think beyond traditional e-government, this study describes a concept of connected government, whose philosophy rests on the integration story that happens behind the scenes of the visible web interface as well as the collaboration among government agencies. Diffusion of Innovations theory is the conceptual framework underpinning this study. The connected government phenomenon is also put into perspective by the systems theory that is explained in this study. This article describes a case study of an organisation in a developing country environment where even the basic e-government services are barely extant. This study was done to determine the connectedness within and across government agencies, with the idea of stimulating some thinking within and among public administrators, around the possibility that a connected government can indeed be established in a developing country setting. The study exposes shortcomings to e-government diffusion not only of the organisation under investigation, but also of other similar enterprises in developing countries within the same context. The paper concludes by proposing a set of recommendations toward diffusing connected government applications as an antidote to identified problems.

The reported maintenance costs per unit area within the public rental housing sector in Sweden are consistently higher than those within the private rental sector. This paper uses crosssectional panel data analysis as well as a questionnaire survey sent to 196 managers in the private and public housing sectors to identify the factors that might explain this divergence. The findings indicate that “fundamental” factors such as the age of the houses or the composition of the tenants cannot explain the observed difference. However how the activities are classified and the timing of the measures are factors that can. The conclusions from the study are that the public companies should act more as the private sector in their accounting; wait longer than they currently do before carrying out some renovations; and that they should be more stringent when determining the resources to spend on large-scale maintenance and/or renovation projects.
