Konar-göçer ahalinin yerleşik hayata geçirilmesi, diğer bir deyişle iskânı meselesi Osmanlı Devleti'nin kuruluşundan yıkılışına kadar sürekli gündeminde kalmış olan bir meseledir. İlk planlı iskân politikaları kuruluş ve gelişme dönemlerinde özellikle Balkanlar'da gerçekleştirilen fetihleri desteklemek amacıyla uygulanmıştır. 1683 Viyana yenilgisini müteakiben Devlet, güvenliği sağlamak, vergi gelirlerini artırmak ve boş arazileri tarıma açmak için Anadolu'daki bazı konar-göçer aşiretleri Anadolu ve Suriye'nin kuzeyinde yerleşik hayata geçirmeye çalışmıştır. 19. yüzyılda da devam eden iskân çalışmaları Tanzimat döneminde daha kapsamlı ve planlı bir şekilde gerçekleştirilmiştir. Bu dönemdeki iskân çalışmalarını prensipleri Gülhâne Hatt-ı Hümayûnu ile belirlenen genel reform programının, vergi, asayiş ve askerlik ve merkezi otoritenin tesisi gibi hususlarının bir parçası olarak görmek gerekir. Diğer bir deyişle, bu dönemde Orta Anadolu ve Güney Doğu Akdeniz'de gerçekleştirilen iskânlar genel reform programının konar-göçer ahali üzerindeki tatbiki olarak değerlendirilmelidir.

The focus of this chapter is the design of a solution for Computer-Supported Cooperative Learning (CSCL) that is able to connect both stationary and mobile users in live shared-learning sessions. The authors started from experiences that were mainly technology-driven to arrive at the development of two subsystems, OpenWebTalk and MobileWebTalk, that build, flexibly and simply, mixed reality environments in which users cooperate to perform the same learning task. From these experiences, the authors argue that heterogeneous learning environments (stationary and mobile) can only be really effective if they are designed from a unique abstract model. Therefore the challenge is to derive a conceptual model to describe a collaborative learning session that can be deployed in different devices.

The Uyghurs (Chinese Huihe迴 紇, Huihu回鶻) were a pastoral nomadic people living in the region of the Selenga and Orkhon river valleys in modern Mongolia; they spoke a Turkic language. The empire that they created on the steppe lasted for nearly a century (744–840) and played an important role, both politically and culturally, in East Asia. Centered on the Mongolian Plateau, the Uyghur Empire at its height controlled numerous other peoples within a territory that included lands to the north in the modern regions of Tuva and Buryatia, as well as some parts of the northern Tarim Basin and eastern Inner Mongolia.1 During its eventful history, the Uyghur Empire sent cavalry to help the Tang Dynasty put down the An Lushan rebellion, maintained strong political and economic ties with China, fought with the Tibetan Empire for control of important international trade routes, built cities on the steppe, celebrated its rulers’ achievements in stone stelae, and—uniquely in the world—adopted Manichaeism as its state religion. After their empire collapsed, the Uyghurs developed new polities in Gansu and the Tarim Basin that continued to exercise influence in Inner Asia.

Abstract Laki is a Northwest Iranian language spoken by both settled and nomadic people in the area of west Iran unofficially known as Lakestān, wedged between the Kurdish and Lori ethno-linguistic continua. This paper presents a popular legend in the Kākāvandi variety of Laki, giving an interesting insight into folk beliefs and practices related to the emāmzāde of Šāhzāde Moḥammad, a shrine located in the rural village of Darb-e Gonbad (Northern Lorestān). The text is accompanied by concise dialectological and lexical notes.
