Government Regulation Number 54 the Year 2021 regarding Safety and Security of Nuclear Installations requires the licensee to establish and implement a safety and security management system for nuclear installations. Currently, a revision is being made to Bapeten Chairman Regulation No. 4 the Year 2010 regarding the Management System for Facilities and Activities of Nuclear Energy Utilization following GSR Part 2 issued by IAEA as the latest guideline for the nuclear safety management system. On the other hand, the industrial world is familiar with the occupational health and safety management system (OHSMS), which was once popular with the OHSAS 18001 series and has now been migrated to ISO 45001. Therefore, a study was conducted to examine the clauses in ISO 45001:2018 as the latest international OHSMS standard that can meet the requirements in GSR Part 2. The study results concluded that the clauses in ISO 45001:2018 could meet most of the provisions contained in GSR Part 2. However, several other parts still need to be added, namely the expansion of the fundamental objectives of the management system to include public and environment, development of the scope of resources to include funding, demonstration of safety leadership to each manager, and explanation of the implementation of safety culture. In a construction project there are various problems that occur, one of which is the problem regarding the occupational Occupational Health and Safety Management System (OHSMS) which must always be considered. The research location is located in the city of Ternate, North Maluku province. This study aims to determine which constraint variable has the most influence based on the perception of Occupational Health and Safety (OHS) experts. The method used is the Analytical Hierarchy Process method through the distribution of questionnaires and interviews with several construction companies. Based on the results of the AHP analysis, the rankings of the constraint variables are as follows: no evaluation related to OHS for workers in the field (0.2312), low culture (0.2277), no punishment for workers who do not carry out OHS in the field (0.1486).

Occupational Health and Safety (K3) is aimed as an effort to create a workplace that is safe, healthy, free from environmental pollution, so that it can reduce and or be free from work accidents and occupational diseases and can have an impact on increasing work efficiency and productivity. The need for implementation and Monitoring of the Occupational Health and Safety Management System at PT. Mujur Lestari must have a good corporate culture and be able to contribute to SMK3. For that PT. Mujur Lestari makes implementation and Monitoring to minimize the risk of work accidents for employees. The sample used in this study were employees of PT. Mujur Lestari, totaling 81 people. The data collection method used a questionnaire while the analytical method used was multivariate analysis. The results showed that there was an influence between knowledge on the Occupational Health and Safety Management System (SMK3) at PT. Mujur Lestari with a tcount greater than ttable, the effect of applying the Occupational Health and Safety Management System (SMK3) with a tcount greater than ttable, the effect of Monitoring on the Occupational Health and Safety Management System (SMK3) with a greater tcount from ttable and there is no relationship between the implementation and Monitoring of the Occupational Safety and Health Management System (SMK3). The conclusion shows that the knowledge variable has a positive and significant effect on the Occupational Safety and Health Management System (SMK3), the application variable has a positive and significant impact on the Occupational Safety and Health Management System (SMK3) and the Monitoring variable has a positive and significant effect on the Occupational Safety and Health Management System.
