The purpose of this qualitative case study was to explore quality improvement strategies senior manufacturing production managers use to reduce Cost of Poor Quality (COPQ) to increase profit. The participants for this study were production managers within a manufacturing company located in the southeastern region of the United States who successfully developed and implemented strategies to lower COPQ to increase profitability. Six major themes emerged from the study: continuous improvement, quality assurance, employees as agents of quality improvement, communication between stakeholders, holding all firm members accountable for quality, and training. Manufacturing managers can use these strategies to lower COPQ and increase profits, which could result in enhancing other organizations’ financial performance. Findings from this study may enable manufacturing managers to improve organizational performance when continuous quality improvement processes are implemented throughout the manufacturing process and senior leaders champion lessons learned, support the training program approach, and implement a quality assurance program that empowers frontline employees as agents of quality throughout the manufacturing process.

Abstract The paper addresses the benefits from accreditation of an Engineering program. The criteria for accreditation are also being discussed as well as the cost of domestic and outside of the United States (US) accreditation. The paper also contains procedures for curriculum development as well as evaluation and assessment. Implementation of a comprehensive continuous quality improvement process (CQI) for individual courses as well as the entire Engineering program is being discussed and analyzed. The conclusions include practical recommendations for the effective closing of the CQI loop.

The purpose of this case study was to explore teacher absenteeism in both primary and secondary schools administered by the Department of Basic Education (DoBE) in South Africa. Further, the chapter focuses on how this phenomenon of teacher absenteeism is managed in schools and by the departmental authorities and its implications on the organization. This chapter proposes a number of quality improvement strategies that can be employed to mediate teacher absenteeism and enhance quality management of the problem.

The US healthcare system has been facing pressures from stakeholders to reduce costs and improve quality. The purpose of this paper is to develop a conceptual model to illustrate the approaches used in healthcare quality management (Continuous Quality Improvement/Total Quality Management, Lean, and Six Sigma) weaved into the underlying framework of scientific management theory. This paper employs scientific management theory to explain the healthcare quality tenets that influence the quality of care in our healthcare organizations. The father of scientific management, Frederick Taylor, and other key contributors collectively created scientific management principles, which are widely used for quality improvement purposes both in the engineering and the healthcare field. Healthcare quality is also discussed with examples of the application of scientific management principles. Shared themes between scientific management principles and healthcare quality tenets, as given in CQI/TQM, Six Sigma-Lean, and Donabedian Model, were developed. To understand the three pillars of quality (structure, process, outcome) in relation to the underpinnings of scientific management principles, we incorporated insights of scientific management theory into Donabedian’s healthcare quality model. It is recommended that selection of personnel play a more significant role among human resources practices in organizations; strategy formulation must include a careful assessment of organizations’ strengths and weaknesses with regard to continuous quality improvement, with organizations striving to achieve standardization to attain efficiency and reduce costs.

Los Alamos National Laboratory (LANL) is one of two design laboratories in the United States Department of Energy’s (DOE) weapons complex. It has over 60 years of experience in handling radioactive materials and, consequently, in radioactive waste management. The current focus at LANL for actinide research and development is the Plutonium Facility, which has been in operation since 1978 and is the major source of transuranic (TRU) waste. The Nuclear Materials Technology (NMT) Division is responsible for operating the Plutonium Facility. It has a dedicated group of personnel who manage radioactive and hazardous waste, and address environmental regulations. The TRU Waste Certification Program has prescriptive requirements that must be met for waste to be certified by the DOE’s Carlsbad Field Office, which provides oversight to the final waste repository, the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico. Quality assurance expectations are also well defined, from top-tier documents such as 10 Code of Federal Regulations 830.120. Quality Assurance Requirements, which carry the force of law, through CAO-94-1012, Quality Assurance Program Document, from WIPP, to LANL internal working documents. Internal and external audits are conducted regularly to verify the adequacy of the program for meeting these requirements. To ensure compliance with quality requirements in waste operations, the NMT-7 Waste Management and Environmental Compliance Group has two full-time quality assurance (QA) specialists. They are responsible for maintaining the Quality Assurance Program (QAP). They work directly with waste management personnel, and they are frequently in the field, working beside waste management technicians. They are responsible for ensuring that applicable QAP elements are implemented as required, and that waste operations are effective. They review waste management program documents and waste operations for compliance with requirements, and they observe selected waste operations regularly to ensure that these operations are being conducted in accordance with established procedures. A yearly surveillance schedule is established to guide assessment activities, but it has the flexibility to allow the QA specialists to address any problem areas they may encounter. The QA specialists track performance indicators and evaluate them for systemic issues that may affect quality, including tracking program corrective actions to completion. Monthly reports on QA activities are submitted to group managers. The QA specialists are also asked, on occasion, to lead quality-related investigations and to work with operations personnel to propose solutions. As a direct result of their efforts, the waste management group won Pin˜on quality assurance recognition from Quality New Mexico for the group’s commitment to quality.

Interest is growing in learning more about the ability of total quality management and continuous quality improvement (TQM/CQI) initiatives to contribute to the performance of healthcare organizations. A major factor in the successful implementation of TQM/CQI is the seminal contribution of an organization's culture. Many implementation efforts have not succeeded because of a corporate culture that failed to stress broader organizational learning. This may help to explain why some TQM/CQI programs have been unsuccessful in improving healthcare organization performance. Organizational performance variables and organizational learning orientation were assessed in a sample of 181 Canadian long-term care organizations that had implemented a formal TQM/CQI program. Categorical regression analysis shows that, in the absence of a strong corporate culture that stresses organizational learning and employee development, few performance enhancements are reported. The results of the assessment suggest that a TQM/CQI program without the backing of a strong organizational learning culture may be insufficient to achieve augmented organizational performance.

Purpose This paper aims to explore the role of international quality assurance and accreditation on higher education quality improvement and competitiveness, as well as assessing the associated benefits and challenges in the Asian context with reference to Taiwan. Design/methodology/approach The paper used a qualitative approach to examine the case study of Southern Taiwan University of Science and Technology (STUST) accredited by the Association to Advance Collegiate Schools of Business (AACSB). The paper collected survey responses from service providers (i.e. STUST faculty and AACSB) and focus group discussions with students to bridge the perception-expectation gap. Findings The qualitative results highlighted 10 key success factors and performance indicators which were later used to build a balanced scorecard (BSC) strategy for STUST quality improvement and competitiveness. Findings show that education quality assurance (via AACSB process) can directly influence the competitive advantage (i.e. for AACSB, STUST and Students) or indirectly via education quality enhancement. The results from faculty and students are consistent with the value co-creation trend to achieve continuous quality improvement more effectively and efficiently. Originality/value This research paper is unique as the first qualitative in-depth study to discuss assurance related factors that positively or negatively affect competitiveness and quality improvement for Higher Education Institutions (HEIs) in Asia and Taiwan. The paper also contributed by designing a BSC framework and strategy-map applicable to HEIs.
