Influence of human capital on the trial and error learning process in a common pool resource (CPR) game

This paper presents a study regarding the behavior of Pacific-Colombian fishers in a Common Pool Resource game. Results show that decision-making depends on human capital accumulation and the learning process. Specifically, through trial and error, those players with more human capital adjust their decisions on the basis of a cooperative-collusive solution by following the feedback of their own most successful strategies in past rounds. Notably, fishers with the higher levels of formal schooling tend to harvest less because they have a better understanding of dilemma-type games and the higher benefits involved when they cooperate.

The prosperity of the country's economy is possible only with the continuous accumulation of human capital. The article analyzes the factors influencing the accumulation of human capital in Ukraine during its independence. The article describes initial conditions that characterized the demographic and socio-economic development of Ukraine at the time of her independence. There were determined the criteria of influence on a person’s decision-making on creating a family and getting a job, which in the long run determine the trends in the accumulation of human capital in the country. The most threatening trends of the influence of the demographic, socio-economic, and sociopolitical crisis on the processes of human capital accumulation in Ukraine are revealed. The article analyzes changes in Ukraine's rating among the world’s countries by demographic and socio-economic indicators during 1990-2019.

Abstract This paper studies the behavior of Pacific-Colombian fishermen in a Common-Pool Resource game. The results show that decision-making depends on fishermen’s schooling, sex and last round payoffs. Focusing on individual information, we observe that human capital, measured in years of schooling, has a significant effect on decision-making. Specifically, players with higher schooling adjust their decisions towards on lower levels of harvest, leading closer to the cooperative solution. This behavior could be explained by the better-educated subjects’ improved understanding of the information available to them and possible coordination of efforts due to TURF-based management in the zone.

Does resource abundance positively affect human capital accumulation? Or, alternatively, does it «crowd out» the human capital leading to the deterioration of economic growth? The paper gives an overview of the relevant literature and discusses both theoretical and empirical results obtained regarding the connection between human capital accumulation and resource abundance. It shows that despite some theoretical predictions about the harmful effect of resource abundance on human capital accumulation, unambiguous evidence of such impact that would be robust with respect to the change of resource abundance parameter has not been obtained yet.
